Workshop „Gemeinsam sind Kommunen stärker?“ Ergebnisse eines Forschungsprojekts zur Wirksamkeit und zur Entstehung von Interkommunalen Kooperationsvorhaben (IKV) 

In jüngster Zeit gibt es in Deutschland – ebenso wie im Ausland – Bestrebungen zur Suche nach Alternativen zur Schaffung von immer größeren kommunalen Gebietskörperschaften. Ein viel diskutierter Ansatz hierzu ist die Kooperation zwischen benachbarten Kommunen in jeweils einzelnen Aufgabenbereichen. Bislang fehlte es an einer Gesamtschau von solchen Interkommunalen Kooperationsvorhaben (IKV).

CompNet Annual Conference: Innovation, Firm Size, Productivity and Imbalances in the Age of De-globalization 

As the criticism to globalisation mounts, so do the challenges to solid tenets of economic theory and practice connecting trade and productivity. How can we reconcile the decline in productivity in the last decade with still unabated barriers to globalisation? To what extent are increasing cross-border activities related to higher productivity? How would society’s welfare be affected in case barriers to trade were imposed by nations in some form or another? How would a lower freedom to cross border activities affect the spread of innovation globally and across firms? How will this affect Small and Medium Enterprises? Would such a “less globalised world” lead to smaller imbalances, across economies and in terms of income inequality?

IWH hosted the first IWH Policy Talk on February 2nd, 2017. The newly implemented event is an after-work format which aims at bringing together renowned economists with economic enthusiasts. After a short keynote speech about a current economic topic, the alternating expert discusses with IWH President Reint E. Gropp. All participants are invited to contribute both during the official programme and afterwards in a casual atmosphere.

Von der Transformation zur Europäischen Integration: Wachstumsfaktor Bildung besser nutzen 

Unter dem Titel „Von der Transformation zur Europäischen Integration: Wachstumsfaktor Bildung besser nutzen“ führte das IWH am 22. Februar 2017 eine Tagung durch. Den Eröffnungsvortrag hielt Staatssekretär Dr. Jürgen Ude, Ministerium für Wirtschaft, Wissenschaft und Digitalisierung des Landes Sachsen-Anhalt. Er referierte über „Hochschulen als Wachstumsmotor für unser Land“. Die Tagung gab auch Wissenschaftlern aus vernetzten Instituten und Universitäten die Gelegenheit, Forschungsergebnisse zu verschiedenen Aspekten des Wachstumsfaktors Bildung zu präsentieren. Am Nachmittag fand ein Podiumsgespräch zum Thema „Hochschulen als Wachstumsmotoren stärken – wie geht das?“ mit dem stellvertretenden IWH-Präsidenten Oliver Holtemöller und Gästen statt, die wichtige Expertise zum Thema einbrachten.

Between q2:2010 and q1:2012, the ECB absorbed € 218 billion worth of government securities from five EMU countries under the Securities Markets Programme (SMP). Should Forecasters Use Real-time Data to Evaluate Leading Indicator Models for GDP Prediction? German Evidence

>>In this paper we investigate whether differences exist among forecasts using real-time or latest-available data to predict gross domestic product (GDP). We employ mixed-frequency models and real-time data to reassess the role of survey data relative to industrial production and orders in Germany. Internal Governance and Creditor Governance: Evidence from Credit Default Swaps

>>I study the relation between internal governance and creditor governance. A deterioration in creditor governance may increase the agency costs of debt and managerial opportunism at the expense of shareholders. I exploit the introduction of credit default swaps (CDS) as a negative shock to creditor governance. I provide evidence consistent with shareholders pushing for a substitution effect between internal governance and creditor governance. Following CDS introduction, CDS firms reduce managerial risk-taking incentives relative to other firms. ...<<

Makram El-Shagi stayed at IWH from January 29th to February 10th, 2017. Together with Gregor von Schweinitz he worked on sovereign ratings. Specifically, they analyze the determinants of sovereign ratings and the market reaction to announcements by the three big rating agencies. Their research builds on previous literature by the authors as well as further IWH discussion papers by other economists.

Moritz Stieglitz ist seit Februar 2017 Doktorand in der Forschungsgruppe Recht und Finanzen. Seine Forschungsinteressen sind Finanzstabilität, unkonventionelle Geldpolitik und makroprudenzielle Regulierung. Von 2010 bis 2013 studierte er an der Universität Düsseldorf (B.Sc. Volkswirtschaftslehre) und von 2013 bis 2016 an der Universität Frankfurt (M.Sc. International Economics and Economic Policy). In seiner Masterarbeit untersuchte er die Auswirkungen der Ankündigung des OMT-Programmes durch die EZB auf die Kreditvergabe europäischer Banken.

Reint E. Gropp nahm am 21. Februar 2017 am Thinktank der Initiative zur Zukunft der ostdeutschen Wirtschaft (OWF.ZUKUNFT) in Berlin teil.

 

Gerhard Heimpold nahm am 15. Februar 2017 in Magdeburg an der Sitzung der Lenkungsgruppe der Expertenplattform „Demographischer Wandel in Sachsen-Anhalt“ teil. Die seit 2009 existierende und inzwischen beim Interdisziplinären Zentrum für Altern Halle (IZAH) angebundene Plattform (http://expertenplattform-dw.de/) gibt Wissenschaftlerinnen und Wissenschaftlern, die in Sachsen-Anhalt zum Thema "Demographischer Wandel" arbeiten, die Möglichkeit zum Austausch und zur Zusammenarbeit. Das IWH ist Mitglied der Expertenplattform und auch in deren Lenkungsgruppe vertreten.

 

Konstantin Kiesel hat vom 23. bis 25. Februar 2017 am Graduate Student Workshop “Introduction to the Economics of Religion”  und an der 16th Annual Conference der Association for the Study of Religion, Economics, and Culture in Boston teilgenommen.
