Abstract
This paper examines which emerging market regions form optimum currency areas (OCAs) by assessing the symmetry of macroeconomic shocks. We extend the output-prices-VAR framework by adding net exports and the real effective exchange rate as endogenous variables. Based on theoretical considerations, we derive which shocks affect these variables in the long run: shocks to labor productivity, foreign trade, labor supply, and money supply. The considered economies of Central and Eastern Europe, the Commonwealth of Independent States, East and Southeast Asia, and South Asia, exhibit large enough shock symmetry to form a currency union; the economies of Africa, Latin America, and the Middle East do not.

Abstract
Membership in a currency union is not irreversible. Exit expectations may emerge during sovereign debt crises, because exit allows countries to reduce their liabilities through a currency redenomination. As market participants anticipate this possibility, sovereign debt crises intensify. We establish this formally within a small open economy model of changing policy regimes. The model permits explosive dynamics of debt and sovereign yields inside currency unions and allows us to distinguish between exit expectations and those of an outright default. By estimating the model on Greek data, we quantify the contribution of exit expectations to the crisis dynamics during 2009 to 2012.

Abstract
Current research discusses various general frameworks for installing an international lender of last resort (ILOLR). However, it remains unclear how the ILOLR should actually operate. This paper discusses six different options of construction of an ILOLR who supports central banks in the case of currency crises. The paper concludes that the cost efficient version of the ILOLR would be direct interventions by the IMF by the use of IMF resources and the right to dispose additional reserves from central banks. The paper considers measures of cost efficiency, such as cost of borrowing, intervention, and sterilization and moral hazard problems.

The ADR Shadow Exchange Rate as an Early Warning Indicator for Currency Crises

Abstract
We develop an indicator for currency crisis risk using price spreads between American Depositary Receipts (ADRs) and their underlyings. This risk measure represents the mean exchange rate ADR investors expect after a potential currency crisis or realignment. It makes crisis prediction possible on a daily basis as depreciation expectations are reflected in ADR market prices. Using daily data, we analyze the impact of several risk drivers related to standard currency crisis theories and find that ADR investors perceive higher currency crisis risk when export commodity prices fall, trading partners’ currencies depreciate, sovereign yield spreads increase, or interest rate spreads widen.

IWH-Industrieumfrage im dritten Quartal 2015: Stimmung hat sich aufgehellt
Im Sommer hat die Geschäftstätigkeit im Verarbeitenden Gewerbe Ostdeutschlands Fahrt aufgenommen. Das zeigen die Ergebnisse der IWH-Industrieumfrage unter rund 300 Unternehmen. Gegenüber dem Vorquartal wird die aktuelle Geschäftslage im Saldo fünf Punkte positiver bewertet. Die saldierten Urteile über die Aussichten für die nächsten sechs Monate stiegen um sieben Punkte. Beide Komponenten des Geschäftsklimas liegen damit knapp unter den Vorjahreswerten. Eine gegenüber der vorherigen Umfrage deutlich besser bewertete Auftragslage und um neun Saldenpunkte gestiegene Produktionserwartungen untermauern die positive konjunkturelle Botschaft im dritten Quartal. Die Abgasaffäre des VW-Konzerns wurde allerdings erst nach Abschluss dieser Umfrage öffentlich.

Flüchtlingsmigration – Eine globale humanitäre Krise erreicht Deutschland
Täglich suchen tausende von Flüchtlingen Asyl in Europa. Die gegenwärtige Situation trägt krisenhafte Züge, unter anderem, weil das bestehende Asylsystem in Europa grundsätzliche Probleme aufweist. Es ist der momentanen Lage nicht gewachsen – und das, obwohl die Problematik an sich nicht neu ist. Die Integration der ankommenden Menschen in Gesellschaft und Arbeitsmarkt hat sprachliche, qualifikatorische, kulturelle und politische Dimensionen. In einem heute erscheinenden Policy Brief des Leibniz-Forschungsverbunds „Krisen einer globalisierten Welt“ wird die aktuelle Flüchtlingsmigration nach Europa aus verschiedenen Perspektiven betrachtet und Literatur aus den beteiligten Instituten zu diesem Thema in einen Kontext gesetzt.
