Abstract
Im September 2000 hat das Bundesministerium der Finanzen dem IWH den Auftrag erteilt, eine Studie unter dem Titel "Zu den Anreizwirkungen der Sozialhilfe - Das Angebotsverhalten arbeitsfähiger Sozialhilfeempfänger" zu erstellen. Die Ausgangshypothese bestand darin, dass das gegenwärtige Transfersystem Fehlanreize im Hinblick auf die Erwerbsbereitschaft von arbeitsfähigen Sozialhilfeempfängern setzt. Für Personen, deren am Markt erzielbarer Lohn nicht hinreichend weit über dem Sozialhilfeanspruch liegt, ist die Aufnahme einer Erwerbstätigkeit relativ unattraktiv. Für diesen Personenkreis steigt das verfügbare Einkommen durch Aufnahme einer Erwerbstätigkeit nur unwesentlich an, da das Erwerbseinkommen fast vollständig auf die Sozialhilfe angerechnet wird. Davon betroffen sind vor allem gering Qualifizierte, aber auch Ältere. Daraus resultiert zum einen ein starker Anreiz zur Schwarzarbeit. Zum anderen dürfte in den angesprochenen Fehlanreizen eine der Hauptursachen der Langzeitarbeitslosigkeit zu suchen sein. Wer keine anderen Jobangebote erhält als solche, die gemessen an der Alternative des Transferbezugs unattraktiv erscheinen, und wer diese deshalb ausschlägt, gerät in einen schleichenden Prozess der Entwöhnung von Erwerbsarbeit. Früher oder später stellen sich die bekannten negativen Begleiterscheinungen ein: psychische Verletzungen, Verlust von Selbstwertgefühl und der Fähigkeit zur Selbstorganisation, Alkoholkonsum und dergleichen. Was an Arbeitsfähigkeit am Beginn eines solchen Prozesses noch vorhanden war, schwindet mit zunehmender Dauer der Arbeitslosigkeit.

Abstract
In der wirtschaftspolitischen Diskussion wird Aktivitäten in Forschung und Entwicklung (FuE) eine zunehmend große Bedeutung beigemessen. Besonders Industriestaaten sehen sich zur Aufrechterhaltung ihres Einkommensniveaus gefordert, durch FuE-Aktivitäten Innovationen hervorzubringen und so laufend neue Wettbewerbsvorteile für ihre Produkte sowie Produktionsverfahren zu erlangen (bzw. bestehende Vorsprünge zu verteidigen). An diesem Wettbewerb, den Schumpeter als "Prozess der schöpferischen Zerstörung" bezeichnete, da neue Innovationen frühere ersetzen, nimmt jedoch auch eine wachsende Zahl vornehmlich asiatischer Schwellenländer bzw. junger Industrieländer teil. Dies verschärft in den Industrieländern den Druck zur Innovation und lässt erahnen, dass der technologische Wettbewerb zwischen den Volkswirtschaften in den kommenden Jahren und Jahrzehnten weiter zunehmen wird.

Technology spillovers through foreign direct investment. An empirical investigation on the example of Hungarian industry

Abstract
With the beginning of transition in Central East European countries, foreign direct investment increased strongly whereby foreign subsidiaries transfer modern production technology and management know-how. However, it has remained an open question, how far domestic enterprises also benefit from these developments via technology spillovers. The study points out theoretically possible channels of technology spillovers and empirically investigates the significance, scope and influencing factors of the various spillovers channels on the example of Hungarian industry. The findings show that there are hardly any spillover effects in Hungarian industry so far. Major reasons for that are the strong technological disparities between foreign subsidiaries and domestic firms as well as the lack of labor mobility from foreign to domestic enterprises.

Abstract
The accurate measurement of the level and composition of private consumption is one of the crucial tasks of official statistics. There are different ways of measurement that have to be compared and assessed. In the following, a comparison between a supplier side based and a consumers side based measurement (household budget surveys) shows, that the the later one still has some drawbacks. Additionally the household budget surveys are used for microeconometric consumption analysis. Recommendations, potentials and drawbacks will be worked out.

Abstract
In neueren regionalökonomischen Theorien wird davon ausgegangen, dass die räumliche Nähe sowie Netzwerkbeziehungen zwischen den Unternehmen und anderen Akteu-ren in einer Region eine erhebliche Rolle für regionale Innovations- und Wachstumsprozesse spielen. Als „andere Akteure“ werden nicht zuletzt die öffentlichen Wissen-schaftseinrichtungen (Hochschulen und außeruniversitäre Forschungseinrichtungen) angeführt. Wissenschaftseinrichtungen sind vor allem deshalb für regionale Entwicklungsprozesse von Bedeutung, weil sie zwei Faktoren relativ unmittelbar beeinflussen können, denen heute ein entscheidender Einfluss auf die wirtschaftliche Entwicklung beigemessen wird. Diese Faktoren sind das Humankapital (in der Gestalt von Absolventen der Hochschulen sowie der an den Wissenschaftseinrichtungen tätigen Wissenschaftler) und das von den Wissenschaftseinrichtungen produzierte Wissen, insbesondere das nicht-kodifizierte Wissen („tacit knowledge“), das an die Person eines Forschers und damit an seinen Standort gebunden ist.

Abstract
The weak performance of the German labour market over the past years has led to a significant unemployment problem. Currently, on average 4.5 mio. people are without a job contract, and a large part of them are long-term unemployed. A longer period of unemployment reduces their employability and aggravates the problem of social exclusion.
The factors driving the evolution of employment have been recently discussed on the workshop Determinanten der Beschäftigung – die makroökonomische Sicht organized jointly by the IAB, Nuremberg, and the IWH, Halle. The present volume contains the papers and proceedings to the policy oriented workshop held in November 2004, 15-16th. The main focus of the contributions is twofold. First, macroeconomic conditions to stimulate output and employment are considered. Second, the impacts of the increasing tax wedge between labour costs and the take home pay are emphasized. In particular, the role of the contributions to the social security system is investigated.
In his introductory address, Ulrich Walwei (IAB) links the unemployment experience to the modest path of economic growth in Germany. In addition, the low employment intensity of GDP growth and the temporary standstill of the convergence process of the East German economy have contributed to the weak labour market performance. In his analysis, Gebhard Flaig (ifo Institute, München) stresses the importance of relative factor price developments. A higher rate of wage growth leads to a decrease of the employment intensity of production, and correspondingly to an increase of the threshold of employment. Christian Dreger (IWH) discusses the relevance of labour market institutions like employment protection legislation and the structure of the wage bargaining process on the labour market outcome. Compared to the current setting, policies should try to introduce more flexibility in labour markets to improve the employment record. The impact of interest rate shocks on production is examined by the paper of Boris Hofmann (Deutsche Bundesbank, Frankfurt). According to the empirical evidence, monetary policy cannot explain the modest economic performance in Germany. György Barabas and Roland Döhrn (RWI Essen) have simulated the effects of a world trade shock on output and employment. The relationships have been fairly stable over the past years, even in light of the increasing globalization. Income and employment effects of the German tax reform in 2000 are discussed by Peter Haan and Viktor Steiner (DIW Berlin). On the base of a microsimulation model, household gains are determined. Also, a positive relationship between wages and labour supply can be established. Michael Feil und Gerd Zika (IAB) have examined the employment effects of a reduction of the contribution rates to the social security system. To obtain robust results, the analysis is done under alternative financing scenarios and with different macroeconometric models. The impacts of allowances of social security contributions on the incentives to work are discussed by Wolfgang Meister and Wolfgang Ochel (ifo München). According to their study, willingness to work is expected to increase especially at the lower end of the income distribution. The implied loss of contributions could be financed by higher taxes.

Abstract
Regulatorische Risiken entstehen, wenn der Staat Institutionen nicht nutzt, um Risiken zu reduzieren, sondern diese verstärkt. Die Parallelität von allgemeiner Wettbewerbsaufsicht und sektoralen Regulierungseinrichtungen erzeugt oft unterschiedliche Regelungen und Interventionen für vergleichbare Fälle und schwächt die „Verläßlichkeit der Wirtschaftspolitik“ im Sinne des Primats von Walter Eucken. Durch Mischung von Regulierungsregelungen, die zu viele Zwangspunkte setzen, werden unternehmerische Handlungsfelder verengt, wie dies beispielsweise bei der Marktzugangsregulierung im Telekommunikationsbereich zu beobachten ist, und ein „Anmaßen von Wissen“ im Sinne von Friedrich August von Hayek ist zu folgern. Schließlich ist auch ein Rückfall auf Regulierungsregime, die eigentlich seitens der Wirtschaftstheorie als überholt anzusehen sind, zu kritisieren. Die Folgen sind Unterinvestitionen, Fehlallokationen, Wohlfahrtsverluste. Oft ist die Therapie schlimmer als die Krankheit; diese Fragestellungen werden in dem Buch von namhaften Autoren untersucht.
