Abstract
The ratio of business units per inhabitant is one of the most important factors that determine the development of economies and regions, because it has a strong impact on competition, employment and innovation. In East Germany, where the process of catching up has decelerated since the mid-nineties, the findings on this topic are ambivalent: on the one hand, half a million self-employed persons are counted and a similar number of companies are registered by the regional Chambers of Industry and Commerce. Furthermore, about 157.000 companies engaged in handicraft exist. These figures can be regarded as a success compared to the beginning of the nineties at the outset of systemic transformation. On the other hand, a striking entrepreneurial gap in East Germany still exists compared to the situation in the western part. It seems that this gap will not be closed in the near future, even on the contrary: the number of newly registered business units in East Germany has declined. Against this background, the promotion of entrepreneurship will remain a great challenge on the political agenda.

Abstract
Die Textilindustrie in Ostdeutschland hat, nach einer kräftigen Schrumpfung, ihre Wettbewerbsfähigkeit deutlich erhöht. Produktion und Umsatz sind im Zeitraum von 1995 bis 2000 etwa um die Hälfte gestiegen. Die Position auf den Auslandsmärkten wurde erheblich verbessert. Ein Problem stellt die häufig noch unzureichende Ertragslage der Unternehmen dar.

Abstract
Obwohl beträchtliche Mittel in die aktive Arbeitsmarktpolitik fließen, fehlt es bislang an einer systematischen Evaluierung der arbeitsmarktpolitischen Instrumente. Dies liegt primär an der Unzugänglichkeit geeigneter Daten. Am Beispiel der Mitnahmeeffekte bei Strukturanpassungsmaßnahmen für ostdeutsche Wirtschaftsunternehmen werden exemplarisch die Probleme aufgezeigt, die aus der prekären Datenlage entstehen.

Schwerpunkte sind hierbei die ökologische Modernisierung der Wirtschaft, der Ausbau der Entsorgungsinfrastruktur und die Beseitigung altlastbedingter Investiti-onshemmnisse. Darauf aufbauend wird noch zu bewältigender Handlungsbedarf im Umweltschutz der neuen Länder aufgezeigt.

Abstract
The present German pension system needs to be reformed. The alternative to the present pay-as-you-go pension system is a fully funded system. This retirement system offers a higher rate of return to the now young. Nevertheless, the paper argues, that a transition to a fully funded system will not solve the fundamental problem of the German pension system, because the hidden debt of the present system would requires a tax rate which equalizes the burden of both systems.

Abstract
The article analyzes and forecasts the economic development in the Central and Eastern European transition economies. Due to the oil price effect and subsequently slower growth in the euro area, growth in transition economies will experience a slight setback too. On the whole however, it will reamin strong both in 2001 and in 2002. Accompaning the decrease in economic growth, the risk for financial crises in the region has increased.
