Abstract
Am 16. Dezember 2013 fand am IWH die Konferenz „Von der Transformation zur europäischen Integration – Ostdeutschland und Mittelosteuropa in der Forschung des IWH“ statt. Den Eröffnungsvortrag hielt der Minister für Wissenschaft und Wirtschaft des Landes Sachsen-Anhalt, Hartmut Möllring, zum Thema „Internationalisierungsstrategie für Sachsen-Anhalt: Ziele, Umsetzung und künftige Handlungsbedarfe“. In den darauf folgenden Vorträgen von Wissenschaftlerinnen und Wissenschaftlern des IWH wurden Befunde über die Internationalisierung des FuEStandortes Deutschland, die Umsetzung des europäischen Fiskalpakts und der deutschen Schuldenbremse, die Konjunkturentwicklung in Ostdeutschland und über die Auswirkungen der Preisliberalisierung auf das Städtesystem Russlands präsentiert. Den Abschluss bildete ein Podiumsgespräch mit Persönlichkeiten aus Unternehmen der Region und der Wissenschaft zum Thema: „Ostdeutsche Mittelständler auf Erfolgskurs in Europa – Was steckt dahinter?“

What Do We Learn from Schumpeterian Growth Theory?

Abstract
Schumpeterian growth theory has operationalized Schumpeter’s notion of creative destruction by developing models based on this concept. These models shed light on several aspects of the growth process that could not be properly addressed by alternative theories. In this survey, we focus on four important aspects, namely: (i) the role of competition and market structure; (ii) firm dynamics; (iii) the relationship between growth and development with the notion of appropriate growth institutions; and (iv) the emergence and impact of long-term technological waves. In each case, Schumpeterian growth theory delivers predictions that distinguish it from other growth models and which can be tested using micro data.

Determinants of Foreign Technological Activity in German Regions – A Count Model Analysis of Transnational Patents (1996-2009)

Abstract
This paper analyses the determinants of spatial distribution of foreign technological activity across 96 German regions (1996-2009). We identify foreign inventive activity by applying the ‘cross-border-ownership concept’ to transnational patent applications. The descriptive analysis shows that foreign technological activity more than doubled during the observation period with persistent spatial heterogeneity in Germany. Using a pooled count data model, we estimate the effect of various sources for externalities on the extent of foreign technological activity across regions. Our results show that foreign technological activity is attracted by technologically specialised sectors of regions. In contrast to existing findings this effect applies both to foreign as well as domestic sources of specialisation. We show that the relation between specialisation and foreign technological activity is non-linear and that it is influenced by sectoral heterogeneity. Externalities related to technological diversification attract foreign R&D only into ‘higher order’ regions.

Der Einfluss des Fernsehkonsums auf unsere Präferenzen

Abstract
Fernsehen kann heutzutage als Freizeitbeschäftigung Nummer eins angesehen werden. Angesichts der großen Bedeutung dieses Mediums geht der Beitrag der Frage nach, ob Fernsehkonsum unser Verhalten und unsere Präferenzen beeinflusst. Um einen potenziellen Effekt methodisch einwandfrei identifizieren zu können, macht sich die Untersuchung ein einzigartiges natürliches Experiment innerhalb der DDR zunutze. Aufgrund von topographischen Gegebenheiten war es in einzelnen Regionen der DDR nicht möglich, Westfernsehprogramme zu empfangen. Dadurch kam es zu einer natürlichen Variation der Empfangsqualität. Die ökonometrische Analyse von Umfragedaten des Zentralinstituts für Jugendforschung der DDR aus den Jahren 1988/1989 kommt zu dem Ergebnis, dass der Konsum von Westfernsehen die materiellen Aspirationen, also die Konsum- und Einkommenswünsche, erhöht hat.

Abstract
Proximity and the transfer of academic knowledge: evidence from the spatial pattern of industry collaborations of East German professors, Regional Studies. Universities can stimulate local economic development, particularly due to collaboration with local industry. Against this background, this study analyses when these interactions are local. Previous research suggests that university–industry linkages are mainly local because of tacit knowledge and the importance of physical proximity. This study provides additional evidence that the spatial pattern of university–industry linkages is a result of a complex matching process of appropriate partners. The results indicate that actors' individual and relational characteristics, institutional factors, and the particular type of knowledge play a role in collaboration. Hence, university–industry collaborations might not be local.

Abstract
The paper addresses the question of whether TV consumption has an impact on material aspirations. We exploit a natural experiment that took place during the period in which Germany was divided. Owing to geographical reasons TV programs from the Federal Republic of Germany could not be received in all parts of the German Democratic Republic. Therefore a natural variation occurred in exposure to West German television. We find robust evidence that watching TV is positively correlated with aspirations. Our identification strategy implies a causal relationship running from TV to aspirations. This conclusion resists various sets of alternative specifications and samples.

Regional Entrepreneurial Opportunities in the Biotech Industry: Exploring the Transition from Award-winning Nascent Entrepreneurs to Real Start-ups

Abstract
Knowledge of factors that determine the transition from nascent entrepreneurship into real entrepreneurship is of major importance for policies aiming to effectively stimulate start-ups. Whereas scholars concentrated on person-specific factors to explain transition probabilities, environmental characteristics have been fairly neglected. Given that entrepreneurship is a strongly localized phenomenon, this paper argues that regional entrepreneurial opportunities are a driving force behind the transition from nascent entrepreneurship to new venture creation. Based on unique data on 103 nascent entrepreneurs in the German biotechnology industry, we empirically assess the importance of regional entrepreneurial opportunities on transition probabilities. Further, we introduce a new approach to measure nascent entrepreneurship by capturing individuals that actively participate in start-up competitions and have won at least one competition. Controlling for technology and individual characteristics, we find strong support for our hypotheses relating to the significant impact of general regional opportunities, specific regional opportunities and the entrepreneurial environment for the probability of transition from award-winning nascent entrepreneurs to real start-ups.

Abstract
Der Artikel widmet sich der Frage, welchen Einfluss die Verbundenheit (related variety) und Unverbundenheit (unrelated variety) von Wirtschaftszweigen auf das regionale Beschäftigungswachstum ausüben. Theoretische Erkenntnisse lassen einerseits vermuten, dass Regionen in ihrer Entwicklung von der Existenz verbundener Wirtschaftszweige profitieren (related variety, z. B. regionale Präsenz möglichst vieler Bereiche des Fahrzeugbaus), da dies die Entstehung von Wissensspillovers befördert. Andererseits kann auch eine große regionale Branchenvielfalt (unrelated variety, z. B. Automobilindustrie, Chemie, Maschinenbau) positive Effekte entfalten, indem sie die Krisenanfälligkeit reduziert.
Der Beitrag erweitert das bestehende Analysekonzept um Aspekte der funktionalen Besonderheiten regionaler Wirtschaftszweige. Dies ermöglicht die Abbildung unterschiedlicher regionaler Schwerpunkte im Produktionsprozess
(beispielsweise bei Fertigungs-, Forschungs- und Entwicklungs- oder Führungsfunktionen). Die Ergebnisse zeigen, dass der Einfluss einer starken Verbundenheit von Wirtschaftszweigen nur dann positiv ist, wenn die Verbundenheit mit einer hohen Präsenz von Führungsfunktionen in der Region einhergeht. Das fehlende Zusammenspiel von Verbundenheit und Führungsfunktionen wirkt negativ auf das Beschäftigungswachstum. Unverbundene Wirtschaftszweige erweisen sich für eine Region als vorteilhaft, wenn vielfältige
Fertigungs- und Führungsfunktionen in unterschiedlichen Wirtschaftszweigen ausgeübt werden.

Related Variety, Unrelated Variety and Regional Functions: Identifying Sources of Regional Employment Growth in Germany from 2003 to 2008

Abstract
This article analyses how regional employment growth in Germany is affected by related variety, unrelated variety and the functions a region performs in the production process. Following the related variety literature, we argue that regions benefit from the existence of related activities that facilitate economic development. However, we argue that the sole reliance of related variety on standard industrial classifications remains debatable. Hence, we offer estimations for establishing that conceptual progress can indeed be made when a focus for analysis goes beyond solely considering industries. We develop an industry-function based approach of related and unrelated variety. Our findings suggest that related variety only in combination with a high functional specialization
of the region facilitates regional growth in Germany. Additionally, also unrelated
variety per se fails to wield influences affecting development of regions. It is rather unrelated, but functionally proximate variety in the groups “White Collar” and “Blue Collar Workers” positively affects regional employment growth.
