Abstract
This paper deals with the presence of East German manufacturers in foreign product markets. The following questions are discussed: Which factories sell their products abroad? What influences the export activities? Hypotheses are built on the basis of different trade theories, such as the relative position of the enterprises in their home market, the cumulation of learning effects in production and sales, the saturation of the domestic market and others. Individual data sets from industrial surveys for 1995 and 2000 are used to reveal the relationship between the company’s technical as well as institutional characteristics and their participation in export activities. Bivariate and multivariate approaches are applied. Additionally, a sample of enterprises has been asked to assess their export activities.

Abstract
Das Risikopotenzial für eine Finanzkrise stieg zuletzt in einigen wichtigen mittel- und osteuropäischen Ländern (Polen, Ungarn, Tschechien, Slowakei) deutlich an. Wirtschaftspolitischer Handlungsbedarf besteht vordringlich in einer Korrektur der derzeit noch expansiv angelegten Fiskalpolitik. Davon sind für das Jahr 2003 dämpfende Impulse für den konjunkturellen Aufschwung zu erwarten. Positive Impulse werden dagegen von einem Anziehen der westeuropäischen Konjunktur gegen Ende des Jahres 2002 für die Exporte der Unternehmen in Mittel- und Osteuropa ausgehen. Die gesamtwirtschaftliche Wachstumsrate wird im Jahr 2003 mit rund 4% etwas höher ausfallen als im laufenden Jahr. Dafür ist im Wesentlichen die russische Wirtschaft verantwortlich, die ebenfalls von der westeuropäischen Konjunkturbelebung profitieren wird. Im Jahr 2002 wird das Wachstum in der Region mit 3% deutlich geringer ausfallen als noch im Jahr zuvor.

Abstract
The Article analyses and forecasts the economic developments for the World and German in 2002 and 2003. During the winter 2001/2002 the World Economy was able to pull out of its trough. Nonetheless, the upswing did not reach investments and was mainly driven by consumption and exports in the USA and the remaining major economies, respectively. In the course of this and next year Investors will gradually regain their trust in the economy. The same will be the case for consumers in Germany and Europe. As a result a modest recovery on a wide front will develop. In the course of next year this recovery will start to weaken. In Germany, Wage Policy has retracted from its former moderate stance. Hence, although due to the improving economic conditions and the resulting slowed employment cuts by the end of 2002 as well as employment increases in 2003, the upswing on the labour market will not reach the dynamics of the 1999/2000 recovery. Fiscal Policy, caused by the need to consolidate the public budget, will be restrictive. Despite the low inflation risks, by the end of this year the ECB will have raised its major interest rate by 1/2 percentage point. Nonetheless, as interest rates in real terms will remain at relatively low levels a restrictive impact from the Monetary Policy in Germany and the Euro Area will is not expected. Abstract
In Ostdeutschland ist die gesamtwirtschaftliche Aktivität im Verlauf der ersten Hälfte dieses Jahres nicht mehr gesunken; den Stand vom Vorjahreszeitraum hat sie allerdings noch nicht wieder erreicht. Die Produktion im Verarbeitenden Gewerbe ist wieder gestiegen, und im Baugewerbe ist sie nur wenig gefallen. Gleichwohl hat sich die wirtschaftliche Erholung noch nicht gefestigt. Erst mit der Überwindung der Nachfrageschwäche der Investoren und privaten Haushalte wird die Produktion wieder stärker anziehen. Dafür spricht die Verbesserung der Wettbewerbsposition vor allem der Unternehmen des Verarbeitenden Gewerbes. Ihnen ist es in konjunkturell schwierigen Zeiten gelungen, ihre Stellung im Export auszubauen und die Lohnstückkosten erstmalig unter das Niveau der Wettbewerber aus den alten Bundesländern zu senken. Unterstützt wurden diese Fortschritte durch einen maßvollen Anstieg der Löhne, die jetzt im Schnitt durch die Produktivität gedeckt sind. Der Lohnkostenvorteil bleibt auch künftig eine wichtige Voraussetzung für die Sicherung der Wettbewerbsfähigkeit der Unternehmen, für den Zugewinn von Marktanteilen und die Attraktivität des Standorts. Are the Central and Eastern European Transition Countries still vullnerable to an Financial Crisis? Results from the Signals Approach

Abstract
The aim of the paper is to analyse the vulnerability of the Central and Eastern European accession countries to the EU as well as that of Turkey and Russia to a financial crisis. Our methodology is an extension of the signals approach. We develop a composite indicator to measure the evolution of the risk potential in each country. Our findings show that crises in Central and Eastern Europe are caused by much the usual suspects as in others emerging markets. In particular an overvalued exchange rate, weak exports and dwindling currency reserves have good predictive power for assessing crisis vulnerabilities.

International economic development still impedes growth in Central and Eastern Europe

Abstract
The world wide economic slow down has increasingly affected the transition economies. Lower demand in Western Europe for exports from Central and Eastern Europe has depressed industrial production and growth in the region. Strong domestic demand has managed to offset some of the negative external influences. In total the countries in Central and eastern Europe will grow with 3,1 % in 2002 and with 4,1% in 2003. The higher growth in 2003 results from the combination of a continuing strong domestic demand and amore favourabel external environment, as the world economy starts to recover in the second half of 2002. Inflation will continue to slow, while unemployment decreases only marginally. Higher growth will also lead to higher current account deficits.
The slowdown in 2001 has increased the risk potential for financial crises in Central and Eastern Europe. The forecast is build upon the assumption that no such crisis will occur, if a crisis does errupt the forecast will have to be revised downwards. The regular anlysis carried out by the IWH regarding the development of the risk potential, indicate particular high risks for Poland and to a somewhat lesser extent also for Hungary. As the unfavourable external economic conditions will persist for the coming months, a further increase in the risk potential can be expected.

Abstract
This article updates the complete analysis and forecast of the economic developments in the World and Germany in particular for 2002, as published in Summer. After six quarters of downturn, the beginning of 2002 does not show signs of a revival in economic activity. Neither internal nor external forces are currently strong enough to reverse the underlying downward trend. It is assumed that by spring time the recession in the USA will have faded. Resulting is a stimulus for the World Economy. This initiating impulse will revive production in Germany and the Euro Area, which by the second half of 2002 will gain pace. The increase in exports, as induced by the upturn in the US-Economy will positively affect domestic demand. With the usual time lag this development will also strengthen the job market. Monetary Policy will remain expansive and begins to show its full effect. Fiscal Policy, on the other hand, due to the need for consolidation, will remain restrictive.

Abstract
In this paper the export activities of the East German manufacturing industry are studied where exports are defined in a broad sense including both sales abroad and in West Germany. Survey data for 1998 and 1999 are used to reveal the relationship between technical as well as institutional characteristics of the companies and their exports. The following questions are discussed: Which companies participate in the export activities? What are the main regions of their business? Which in-house factors influence the export activities? What are the financial outcomes for the companies engaged in exports? Hypotheses are built on the basis of the market transaction costs theory. Bivariate and multivariate approaches are applied. The data are taken from the “Establishment Panel” of the Institute for Employment Research at the Federal Employment Services (IAB) in Nuremberg (Germany).

East German exports still show high dynamics in first half of 2001

Abstract
Since last year, growth has weakened sharply in most regions of the world, accompanied by a marked decline in world trade growth. There was a significant impact on demand and activity in the industrial countries. In contrast to that the data indicate increasing east German exports of goods. In the first half of 2001 the exports of the new states rose sharply by around 25% compared with the period of the previous year and the share of exports in GDP rose.
The export structure by regions has changed over time. At the beginning of the nineties the main customers of east German exports were still central and eastern Europe. Now almost half of the goods are delivered to EU-countries. Cars and electrical engineering products are the main export goods with a share of around 30%.
