Abstract
Die elektronische Industrie gehört zu den Industriebranchen in Ostdeutschland mit dem stärksten Produktionswachstum. Dazu haben die verbesserte Wettbewerbsfähigkeit der Unternehmen, die Ansiedlung großer Konzerne und die kräftig gestiegene Nachfrage nach elektronischen Bauelementen und Erzeugnissen der Informations- und Kommunikationstechnik beigetragen. Rund 40 % des Umsatzzuwachses von 1995 bis 1998 wurden aus Exporten erlöst.

Abstract
A decade after the German unification we look at the extent of economic differentiation within East Germany. This is achieved by help of a set of selected statistical indicators for the years 1991 to 1998. Comparisons are drawn a) between the East German jurisdictions and b) between West and East German jurisdictions. On the federal state (Laender) level it can be shown that each state has developped its own specific economic profile. Brandenburg is characterized by a positive net migration (suburban function for Berlin), relatively low unemployment and high GDP values, but relatively low entrepreneurial activities. Saxony has achieved the lowest unemployment, a good endowment with human capital, modern industrial technology, infrastructure, and entrepreneurial activities. Special features of Thuringia consist of a relatively large number of patent applications and a stable industrial base. The economic state of Mecklenburg-Vorpommern is characterized by low industrial investment, negative net migration, and high unemployment. A special feature of this federal state is the intense investmenr in tourist services. Saxony-Anhalt registers the highest decrease in the numbers of industrial workers between 1991 and 1998 and the highest unemployment. On the other side it shows the highest amount of investment, especially in chemical industry and in mineral oil processing.
On the county level four clusters can be identified by means of a cluster analysis: A “cluster of counties with severe economic weaknesses” with a bias in the regions indutrialized in an early stage, a “cluster with a high human capital potential and suburbanization loss” consisting of 21 cities, a “cluster of counties with good economic results” predominantly surrounding the larger cities, and a “cluster of counties with SME growth potential” concentrating in Thuringia and Saxony.
The results at the city level show that the larger cities above 100.000 inhabitants, especially Dresden and Leipzig, do better than the smaller cities. Jena in Thuringia has specialized as a location for R&D, Zwickau in Saxony as a location for the automobile industry. Altogether the economic differences between the East German federal states, counties, and cities still are less pronounced than the degree of differentiation of their West German counterparts.

Abstract
Nach den Erwartungen der Bauunternehmen laut IWH-Umfrage ergibt sich mit -2 % für das Jahr 2000 ein mindestens so hoher Umsatzrückgang wie im zurückliegenden Jahr. Auch die Situation auf dem Bauarbeitsmarkt bleibt angespannt. Bezogen auf den durchschnittlichen Beschäftigungsstand im Jahr 1999 planen die Hoch- und Tiefbauunternehmen für 2000 eine Personalreduzierung von etwa 8 %, im Ausbaugewerbe könnte der Personalabbau im Umfang von 6 % etwas schwächer ausfallen.

Relationship Lending within a Bank-Based System: Evidence from European Small Business Data

Abstract
We investigate relationship lending using detailed contract information from nearly 18,000 bank loans to small Belgian firms operating within the continental European bank-based system. Specifically, we investigate the impact of different measures of relationship strength on price and nonprice terms of the loan contract. We test for the possibility of rent shifting by banks. The evidence shows two opposing effects. On the one hand, the loan rate increases with the duration of a bank–firm relationship. On the other hand, the scope of a relationship, defined as the purchase of other information-sensitive products from a bank, decreases the loan's interest rate substantially. Relationship duration and scope thus have opposite effects on loan rates, with the latter being more important. We also find that the collateral requirement is decreasing in the duration of the relationship and increasing in its scope.

Abstract
Angesichts starker Nachfragerückgänge, die von den Auftragseingängen vorgezeichnet wurden, tendierten die Geschäftsaussichten laut IWH-Umfrage vom Oktober 1999 über den Jahreswechsel hinaus stark nach unten. Die Tatsache, dass zugleich der niedrigste in einem Oktober erzielte Wert erreicht wurde, deutete auf eine Beschleunigung des Nachfragerückgangs in 2000.

Die sich Ende des Jahres 1999 zunehmend konkretisierenden Regierungspläne zur Reform der Unternehmensbesteuerung werden mit Hilfe einer mikroökonomischen Veranlagungssimulation anhand ostdeutscher Industrieunternehmen untersucht. Die Analyse bezieht sowohl die Unternehmens- als auch die Unternehmerebene, sowohl Kapital- als auch Personengesellschaften ein. Die beabsichtigte Verbreiterung der Bemessungsgrundlage wird berücksichtigt.

Abstract
Die elektrotechnische Industrie zählt (wie die Chemische Industrie und der Maschinenbau) zu den Industriebranchen in Ostdeutschland, deren Produktionswachstum mit der durchschnittlichen Entwicklung des Verarbeitenden Gewerbes nicht Schritt gehalten hat. Gründe dafür sind Probleme bei der Restrukturierung der Unternehmen, der gestiegene Wettbewerbsdruck ausländischer Anbieter und Rezessionsphasen in Westdeutschland. Ein Hauptproblem ist die unzureichende Ertragslage der Unternehmen. Günstigere Entwicklungen vollzogen sich in den letzten Jahren bei den Produzenten für elektrische Ausrüstungen für die Kfz-Industrie sowie den Lampen- und Leuchtenherstellern.

Abstract
Im September hat sich das Geschäftsklima in der ostdeutschen Industrie wieder etwas gebessert. Wohl auch ein Jahr-2000-Effekt. Zwar erwarten die Unternehmen zum Jahreswechsel keine Einschränkung ihrer Geschäftstätigkeit, weil sie ihre Informationstechnologien erneuerten, dennoch werden Materialbestände für eventuelle Lieferausfälle vorsorglich aufgestockt und Vorräte für etwaige Nachfragespitzen produziert.
