Abstract
Since 1990 capital stock in East German accommodation industry has been remarkably extended and modernized. With about half a million beds in 2003, the number of available guest beds has doubled since 1992. Although tourism intensity (overnight stays per 1000 inhabitants) has also grown considerably in the same period – namely onto a 2.5 times higher level than in 1992 – the percentage of taken beds is, except in Mecklenburg-Vorpommern, not yet satisfying. An important task is therefore to improve the basically good opportunities even more in order to animate the economic growth and to create new jobs. Suitable economic settings need to be formed for this.

Abstract
Based on an individual data set, this article investigates the question of which conventional methods and new instruments companies use to adapt to fluctuations in business and what distinguishes these companies from other ones which have not implemented such instruments. In particular, the role of the technical equipment as well as the personnel policy and tariff policy are analyzed. An empirical comparison between the East and West German manufacturing industries demonstrates whether East German firms have competitive advantages. While the technological conditions for firms´ flexibility are somewhat less pronounced in East German, the proportion of “standardized“ and flexible employment is nearly the same in the East-West comparison. Differences exist among small, middle-sized and large firms as well as among types of yield. The weak orientation with respect to agreed wages and hours worked as well as the mainly gratuitous reduction of unpaid overtime which can be implemented over the whole year, prove to be an advantage. The investigation is based on a data set from the IAB company panel of manufacturing industries in 2003.

IWH-Konjunkturbarometer Ostdeutschland: Ostdeutsche Wirtschaft kommt schwer in Tritt
In den ersten sechs Monaten dieses Jahres hat Ostdeutschland mit der konjunkturellen Entwicklung im Westen und im Ausland nicht mithalten können. Die Bruttowertschöpfung im Verarbeitenden Gewerbe ist zwar erneut gestiegen, das Wachstumstempo hat sich aber gegenüber dem zweiten Halbjahr 2003 verlangsamt. Die wirtschaftliche Belebung im nationalen und internationalen Umfeld hat direkt und über die Lieferbeziehungen zu Abnehmern in den alten Bundesländern nur einen Teil der ostdeutschen Industrie erfasst und hier vor allem die Hersteller von Vorleistungsgütern.
Cross-border bank mergers: What lures the rare animal?

Abstract
Although domestic mergers and acquisitions (M&As) in the financial services industry have increased steadily over the past two decades, international M&As were until recently relatively rare. Moreover, the share of cross-border mergers in the banking industry is low compared with other industries. This paper uses a novel dataset of over 3000 mergers that took place between 1985 and 2001 to analyze the determinants of international bank mergers. We test the extent to which information costs and regulations hold back merger activity. Our results suggest that information costs significantly impede cross-border bank mergers. Regulations also influence cross-border bank merger activity. Hence, policy makers can create environments that encourage cross-border activity, but information cost barriers must be overcome even in (legally) integrated markets.

Abstract
Das Geschäftsklima im Verarbeitenden Gewerbe Ostdeutschlands hat sich laut IWH-Umfrage unter rund 300 Unternehmen im Juli leicht eingetrübt. Während eine der Maiumfrage vergleichbar gute Geschäftslage berichtet wurde, haben bei der Einschätzung der Geschäftsaussichten die pessimistischen Stimmen zugenommen. Dieses Ergebnis entspricht zwar nicht dem Trend der seit Jahresbeginn anhaltenden „Klimaerwärmung“. Dies ist aber nicht überzubewerten, da nach wie vor ein Großteil der befragten Unternehmen bei einer positiven Bewertung bleibt. So bezeichnen jeweils insgesamt rund 69% der teilnehmenden Firmen ihre aktuelle Lage als auch die Geschäftserwartungen als „gut“ bzw. „eher gut“.

Abstract
With the modern biotechnology a new industry has appeared worldwide. In Germany, the boom of the foundation of new companies started about 1996/1997. Meanwhile the growth of the biotechnology sector has come to a hold. The biotechnology industry experiences a phase of the consolidation. This paper shows that due to consolidation a core of successful companies will develop, which continue to grow and can support the development of the new industry. Also economically less advanced regions have a chance in the modern biotechnology.

Abstract
Die Geschäftslage im Juni wird laut Umfrage des IWH unter 300 ostdeutschen Bauunternehmen saisonüblich günstiger beurteilt als in der vorangegangenen Befragung im April. Gegenüber dem Vorjahr ergibt sich ein nahezu identisches Bild. Auch die Geschäftserwartungen werden nach dem Einbruch im Frühjahr wieder etwas besser bewertet. Das entsprechende Vorjahresniveau wird hier unterschritten. Die Firmenmeldungen lassen alles in allem erkennen, dass die allgemeine Abwärtstendenz in der nächsten Zeit punktuell noch durch Sondereffekte geprägt wird. Schaltet man die Saisonkomponente aus, bestätigt die Untersuchung aber die bereits in der vorangegangenen Umfrage beobachtete Rückkehr zur Abwärtstendenz.
