Abstract
Das Geschäftsklima im Verarbeitenden Gewerbe Ostdeutschlands hat sich laut IWH-Umfrage unter rund 300 Unternehmen im Mai wieder etwas erwärmt. Die Geschäftslage wurde günstiger als in der Märzumfrage eingeschätzt. Die Beurteilung der Geschäftsaussichten fiel zwar einen Punkt schlechter aus, verharrte aber auf einem hohen Niveau. Der Vorjahresstand wird von beiden Urteilen weit übertroffen. Die Verbesserung des Geschäftsklimas in Folge spricht dafür, dass der konjunkturelle Erholungsprozess anhält.

Business services in East Germany - an update

Abstract
The article presents the results of the German service sector statistic 2001 for company oriented services in the New Länder (without Berlin), which have been derived from data of the regional statistical offices. The article can be regarded as an update of an earlier version (see “Wirtschaft im Wandel”, 12/2003, p.342-349). Fundamental results are: 1. Compared to 2000, the New Länder’s proportion of Germany’s total revenue and employment in company oriented services has, compared to 2000, slightly increased, but remains rather small. 2. The profitability of East German companies has deteriorated, measured by total expenses per sales unit. Partially this might be due to the increased number of businesses. 3. Last evaluation’s assumption, that East German company’s labor productivity (gross value added per employees) is half of the West German’s, has been proofed in this actual evaluation. An illustration of reasons is not being provided since it has been discussed extensively in the first evaluation.

Abstract
Die Geschäftslage im ostdeutschen Baugewerbe folgt im April laut IWH-Umfrage unter mehr als 300 Unternehmen dem üblichen Muster der Frühjahrsbelebung. Die Baugeschäfte werden in etwa so eingeschätzt wie vor Jahresfrist. Bei den Geschäftsaussichten ist dagegen die Aufwärtsbewegung in allen Sparten ausgeblieben und das entsprechende Vorjahresniveau wird erheblich unterschritten. Dies alles deutet darauf hin, dass die durch Sonderfaktoren ausgelöste Entwicklung allmählich dem Ende zugeht und sich die allgemeine Abwärtstendenz am ostdeutschen Bau wie-der durchzusetzen beginnt.

Panel Seasonal Unit Root Test With An Application for Unemployment Data

Abstract
In this paper the seasonal unit root test of Hylleberg et al. (1990) is generalized to cover a heterogenous panel. The procedure follows the work of Im, Pesaran and Shin (2002). Test statistics are proposed and critical values are obtained by simulations. Moreover, the properties of the tests are analyzed for di®erent deterministic and dynamic specications. Evidence is presented that for a small time dimension the power is slow even for increasing cross section dimension. Therefore, it seems necessary to have a higher time dimension than cross section dimension. The new test is applied for unemployment behaviour in
industrialized countries. In some cases seasonal unit roots are detected. However, the null hypotheses of panel seasonal unit roots are rejected. The null hypothesis of a unit root at the zero frequency is not rejected, thereby supporting the presence of hysteresis effects.

Abstract
The Article is concerned with the cost and revenue situation in the East German chemical industry since the early 90s. In 2001 the industry managed to undercut the unit labour costs faced by their West German counterparts. Nonetheless, on average, they have not yet reached profitability. A clearly more favourable picture can be observed in the case of the rubber and synthetic material industry. Still, their yield dispersion between small, middle and large sized firms is large and should be taken into account during the forthcoming labour negotiations and while reaching any kind of decision concerning their costs.

Promotion of investment in East Germany - Results of an empirical study of effectiveness

Abstract
In Germany considerable amounts of public funds are being spent on business development programs. In order to do so economic reasoning is needed. In particular the programs for supporting investment lack microeconometric empirical evaluation. To close this gap the special program „Gemeinschaftsaufgabe zur Verbesserung der regionalen Wirtschaftsstruktur“ (GA) is exemplarily analyzed. This program is intended to strengthen the capital stock of the East German economy, so firms of the East German manufacturing industries will be studied. A comparison of the two fundamental methods for microeconometric evaluation shall demonstrate the general problems in analyzing the effectiveness of development programs. The matching estimator provides more stable results then a sample selectivity model. The results suggest that the GA generates considerable extra investment activities.

Das Geschäftsklima im Verarbeitenden Gewerbe Ostdeutschlands war laut IWH-Umfrage unter rund 300 Unternehmen auch im März aufwärts gerichtet. Die Geschäftslage wurde zwar leicht zurückhaltender eingeschätzt als zuvor. Die Geschäftsaussichten legten aber gegenüber der vorangegangenen Umfrage weiter zu. Der Vorjahresstand wird von beiden Einschätzungen weit übertroffen. Die Verbesserung des Geschäftsklimas in Folge spricht dafür, dass sich der konjunkturelle Erholungsprozess fortsetzt.

Measurement of Contagion in Banks' Equity Prices

Abstract
This paper uses the co-incidence of extreme shocks to banks’ risk to examine within-country and across country contagion among large EU banks. Banks’ risk is measured by the first difference of weekly distances to default and abnormal returns. Using Monte Carlo simulations, the paper examines whether the observed frequency of large shocks experienced by two or more banks simultaneously is consistent with the assumption of a multivariate normal or a student t distribution. Further, the paper proposes a simple metric, which is used to identify contagion from one bank to another and identify “systemically important” banks in the EU.

Abstract
Die Geschäftslage im ostdeutschen Baugewerbe hat sich laut IWH-Umfrage unter mehr als 300 Unternehmen im Februar gegenüber dem Jahresende 2003 verschlechtert, und es überwiegen wieder die negativen Urteile. Diese Entwicklung dürfte vor allem die saisonbedingt üblichen Schwankungen zum Ausdruck bringen. Mit knapp zwei Drittel schlechter und eher schlechter Urteile fällt die Unzufriedenheit mit der Geschäftslage aber immer noch geringer aus als in den entsprechenden Zeiträumen der letzten vier Jahre. Allerdings kippt die Geschäftslage unter Ausschaltung der Saisonfaktoren zuletzt leicht ab. Dies dürfte auch ein Anzeichen dafür sein, dass der vor allem durch flutbedingte Aufbauarbeiten ausgelöste Höhenflug nun dem Ende zugeht.

Softening Competition by Inducing Switching in Credit Markets

Abstract
We show that competing banks relax overall competition by inducing borrowers to switch lenders. We illustrate our findings in a two-period model with adverse selection where banks strategically commit to disclosing borrower information. By doing this, they invite rivals to poach their first-period market. Disclosure of borrower information increases the rival's second-period profits. This dampens competition for serving the first-period market.
