Market-implied Ratings and Their Divergence from Credit Ratings

Abstract
In this article, we investigate the divergence between credit ratings (CRs) and Moody's market-implied ratings (MIRs). Our evidence shows that rating gaps provide incremental information to the market regarding issuers' default risk over CRs alone in the short horizon and outperform CRs over extended horizons. The predictive ability of rating gaps is greater for more opaque and volatile issuers. Such predictability was more pronounced during the 2008 financial crisis but weakened in the post-Dodd-Frank Act period. This finding is consistent with credit rating agencies' efforts to improve their performance when facing regulatory pressure. Moreover, our analysis identifies rating-gap signals that do (do not) lead to subsequent Moody's actions to place issuers on negative outlook and watchlists. We find that negative signals from MIR gaps have a real economic impact on issuers' fundamentals such as profitability, leverage, investment, and default risk, thus supporting the recovery-efforts hypothesis.

Abstract
Staatliche Banken in Deutschland verfolgen einen lokalen Entwicklungsauftrag in ihrer jeweiligen Gemeinde. Da sie dem Staat gehören, sind sie jedoch politischem Einfluss ausgesetzt. Dies birgt das Risiko, dass eine politisierte Mittelvergabe den Entwicklungsauftrag beeinträchtigt. Dennoch ist erstaunlich wenig darüber bekannt, ob die Kreditvergabe durch Banken in staatlichem Besitz in erster Linie dem Ziel der Entwicklung der Region oder einem politischen Ziel dient. In diesem Beitrag wird untersucht, wie sich ein Wechsel der Regierungspartei auf Landesebene auf die Kreditvergabe durch Sparkassen an die Landesregierung in Deutschland zwischen 1992 und 2018 ausgewirkt hat. Die Schätzergebnisse bestätigen: Lokale Sparkassen erhöhen nach einem wahlbedingten Wechsel der Regierungspartei die Kreditvergabe an die Landesregierung – auf Kosten der Kreditvergabe an lokale Haushalte. Ein Regierungswechsel kann also die Indienstnahme der Sparkassen für landespolitische Ziele aktivieren und möglicherweise ihren öffentlichen Auftrag zur lokalen Entwicklung beeinträchtigen.

Identifying Rent-sharing Using Firms‘ Energy Input Mix

Abstract
We present causal evidence on the rent-sharing elasticity of German manufacturing firms. We develop a new firm-level Bartik instrument for firm rents that combines the firms‘ predetermined energy input mix with national energy carrier price changes. Reduced-form evidence shows that higher energy prices depress wages. Instrumental variable estimation yields a rent-sharing elasticity of approximately 0.20. Rent-sharing induced by energy price variation is asymmetric and driven by energy price increases, implying that workers do not benefit from energy price reductions but are harmed by price increases. The rent-sharing elasticity is substantially larger in small (0.26) than in large (0.17) firms.
