Abstract
This research assesses the firm-specific reasons for lower producitivity levels between West and East German firms. The study is based on a unique data-base generated by field-work in the two particularly important sectors of machinery manufacturers and furniture manufacturers. Our results suggest that the quality of human capital plays an important role in explaining lower productivity levels, as well as particularly networking activities, and the use of modern technologies for communication. Classifying those as management-functions beyond the organisation of the production process itself, we identify management deficits as the main specific determinants of productivity gaps between West and East German firms.

The relationship between unemployment and output in post-communist countries

Abstract
Unemployment is still disappointingly high in most Central and East European countries, and might be a reflection of the ongoing adjustment to institutional shocks resulting from systemic transition, or it may be caused by high labour market rigidity, or aggregate demand that is too weak. In this paper we have investigated the dynamics of unemployment and output in those eight post-communist countries, which entered the EU in 2004. We used a model related to Okun’s Law; i.e. the first differences in unemployment rates were regressed on GDP growth rates. We estimated country and panel regressions with instrument variables (TSLS) and applied a few tests to the data and regression results. We assume transition of labour markets to be accomplished when a robust relationship exists between unemployment rate changes and GDP growth. Moreover, the estimated coefficients contain information about labour market rigidity and unemployment thresholds of output growth. Our results suggest that the transition of labour markets can be regarded as completed since unemployment responds to output changes and not to a changing institutional environment that destroys jobs in the state sector. The regression coefficients have demonstrated that a high trend rate of productivity and a high unemployment intensity of output growth have been occurring since 1998. Therefore, we conclude that labour market rigidities do not play an important role in explaining high unemployment rates. However, GDP growth is dominated by productivity progress and the employment-relevant component of aggregate demand is too low to reduce the high level of unemployment substantially.

Abstract
Die Beteiligung der Mitarbeiter am Kapital und der den Erträgen der Unternehmen fand in den vergangenen Monaten eine erhöhte Aufmerksamkeit in der Wirtschaftspresse. Hierfür gibt es eine Reihe von Ursachen: der positive Beitrag zu Produktivität und Beschäftigung, die verbesserte Entlohnung und die erhöhte Motivation der Arbeitnehmer und schließlich die Stabilisierung der Finanzierung vor allem bei mittelständischen Unternehmen vor dem Hintergrund von Basel II, also den Eigenkapitalrichtlinien für Banken, die damit ihre Ausleihungen risikoadäquat bepreisen werden. Unter dem Begriff der Mitarbeiterbeteiligung findet sich eine Fülle alternativer Gestaltungen, die davon abhängen, welche Rechtsform das Unternehmen besitzt, ob nur Erträge ausgeschüttet werden sollen oder ob eine Beteiligung am Kapital – und hier entweder beim Eigen- oder beim Fremdkapital erfolgen soll. Die damit auftretende Fülle von Ausprägungen macht es statistisch enorm schwierig, klare Nachweise für Vorteile zu führen, vor allem aber nachzuweisen, wie die vermuteten Wirkungsmechanismen ablaufen. In diesem Beitrag wird die Relevanz von Mitarbeiterbeteiligungen für den Unternehmenserfolg aus Sicht der Literatur und zwei eigenen Forschungsbeiträgen dargestellt, um Aussagen über deren wirtschaftliche Wirkungen zu gewinnen und abzuleiten, ob sie grundsätzlich geeignet sind, Arbeitnehmer an Erträge aus Wissen und Kapital heranzuführen. Tatsächlich läßt sich zeigen, daß die Strukturen von Unternehmen mit Mitarbeiterbeteiligungen, vor allem im Mittelstand, erheblich von denen ohne derartige Angebote abweicht. Bei gegebenem Wirtschaftszweig sind sie in erfolgreicheren Märkten tätig als der Durchschnitt der Unternehmen. Die Erfolgsbeiträge bei den Unternehmern sind schwer zu messen, weil sie verteilt werden, und nicht allein als erhöhte Gewinne erscheinen. Vielmehr fließen diese Produktivitätsgewinne auch den Kunden durch verbesserte Qualität zu, was wiederum risikosenkend wirkt, oder sie erhöhen den Wert des Unternehmens.

Focusing on the productivity problems underlying the East-West gap, it looks in particular at the role that foreign investment and R&D can play in closing it. Against that background, the book assesses what role proactive development policy might play in attacking the roots of low social productivity. Concluding that there will be a clear-cut process of convergence between East and West, albeit an incomplete one, it finishes with an assessment of the patterns of competitiveness, East and West, that are likely to emerge from this process of incomplete convergence."

The Effects of Shared ATM Networks on the Efficiency of Turkish Banks

Abstract
This study investigates whether forming shared ATM networks has yielded positive benefits for banks in Turkey by increasing their productive efficiency. Using a Data Envelopment Analysis (DEA) approach, pure technical and scale efficiency scores of Turkish banks are estimated and analysed for the period 2000–2003. The results suggest that although it is possible to realize positive effects through ATM sharing arrangements, there are multiple factors that determine which banks realize such benefits. The geographical distribution of shared ATMs between urban and rural markets and the level of competition between banks within urban areas are shown to be important determinants of differences in bank efficiency. This discrepancy between the gains associated with ATM sharing may have important implications concerning the adoption and sharing of new technology by banks in developing countries.

Abstract
Das vergangene Jahr war kein gutes Jahr für die ostdeutsche Wirtschaft. Während im früheren Bundesgebiet der konjunkturelle Aufschwung einsetzte, stagnierte die gesamtwirtschaftliche Produktionsaktivität im Osten, ging die Beschäftigung zurück, und der Aufholprozeß kam trotz sinkender Einwohnerzahl nicht voran. Maßgeblich waren altbekannte Strukturschwächen, die im Jahr 2005 besonders stark zum Durchbruch kamen: der Wegfall der flutbedingten Sonderentwicklung in der Bauwirtschaft, die bis zum Vorjahr für zusätzliche Aufträge gesorgt hatte, und der Abbau der Beschäftigung im Staatssektor. Auch in diesem Jahr fordern die Strukturschwächen ihren Tribut, ihr Einfluß auf die Gesamtwirtschaft läßt jedoch nach. So verschaffen sich die Fortschritte bei Produktivität und Kosten im Unternehmenssektor mehr gesamtwirtschaftliche Geltung. Die noch im Jahr 2000 vorhandenen Nachteile, gemessen an den Lohnstückkosten, wurden in der Folgezeit durch moderate Lohnanstiege und Beschäftigungsrückgang abgebaut. Allerdings werden die geringen Lohnstückkosten durch das Ausscheren vieler Unternehmen aus der Tarifbindung und einen hohen Anteil des Niedriglohnsektors mitbestimmt. Trotzdem sind von der Kostenseite Voraussetzungen für das Ankoppeln an den konjunkturellen Aufschwung gegeben. Auch das Produktionspotential hat sich erhöht und läßt auf Wachstumsreserven schließen. Freilich sind die Finanzierungsmöglichkeiten überdurchschnittlich stark von der aktuellen Einkommenssituation und Fördermitteln abhängig. Die vorteilhaften Rahmenbedingungen auf der Angebotsseite werden jedoch im Prognosezeitraum nicht ausgeschöpft. Zwar werden die Warenlieferungen in das Ausland aufgrund der günstigen Länderstruktur überdurchschnittlich steigen und Unternehmensinvestitionen anregen, die Binnennachfrage in Ostdeutschland insgesamt wird jedoch angesichts der schwachen Einkommensperspektiven der privaten Haushalte gedrückt bleiben. Auch von den vorgezogenen Käufen an hochwertigen Gebrauchsgütern im Vorfeld der Anhebung der Mehrwertsteuer dürfte die ostdeutsche Wirtschaft in diesem Jahr aus strukturellen Gründen wenig profitieren. Eine Wende am Arbeitsmarkt ist nicht in Sicht. Die Beschäftigung sinkt weiterhin, obwohl die Arbeitsmarktpolitik stärker als im Westen stützend wirkt. Das Produktionswachstum resultiert vollständig aus der Steigerung der Arbeitsproduktivität. Der Produktivitätsabstand zum Westen stagniert. Die registrierte Arbeitslosigkeit steigt trotz des anhaltenden Beschäftigungsabbaus nicht, da das – an der Zahl der Erwerbsfähigen gemessene – Arbeitsangebot weiter abnimmt.

Abstract
Produktivitäts- und Effizienzanalysen gewinnen – vor allem unter dem Stichwort benchmarking – in akademischer Forschung, unternehmerischer Praxis und nicht zuletzt aktueller Wirtschaftspolitik zunehmend an Einfluß. So bildet beispielsweise der Effizienzvergleich deutscher Energieversorgungsunternehmen im jüngst vorgestellten Entwurf zur Anreizregulierung der Bundesnetzagentur ein zentrales Element der nationalen Energieregulierung. Aber auch in anderen Disziplinen der Wirtschaftswissenschaften haben diese Analysen Einzug gehalten. Das IWH hat daher gemeinsam mit dem Institut für Agrarentwicklung in Mittel- und Osteuropa (IAMO) einen Workshop zu den Themen Effizienz- und Produktivitätsanalysen, den “1st Halle Efficiency and Productivity Analysis Workshop – HEPAW” veranstaltet. Ziel des Workshops war die Diskussion aktueller theoretischer und empirischer Forschungsergebnisse der Produktivitäts- und Effizienzmessung aus den Disziplinen Volkswirtschaftslehre, Agrarökonomik, Betriebswirtschaftslehre, Operations Research und verwandten Gebiete.

Options and Limits of the Matching Approach – An Application to Workers Participation

Abstract
The evaluation of economic effects of workers participation is not simple from the methodical point of view because of specific characteristics of establishments with works councils. Especially recent studies show contradictory results. In this study problems are pointed out, discussed, and options for solution are presented on the example of workers participation in East German establishments of industry and construction by the IABEstablishment Panel. An optimal matching-algorithm which supplies good matching-results for small samples to assign ‘statistical establishment-twins’ is applied. But by reason of very short primarily spells it can only calculate short time effects. Therefore, the matching method is additionally used to construct longer observation periods. By this new application establishments with recently founded works councils are matched with so called ‘proxy establishments’ with existing works councils. As a result short observation periods are prolonged and information about long-term effects can be given. The effects on productivity, profitability and qualification level of employees show neither in short-term nor in long-term a significant impact on workers’ participation.

Abstract
Against the background of an aging labor force in Germany and insufficient job chances of elders the paper rises the question, whether various age groups differ in their productivity levels. The analysis is carried out on the basis of a new linked employer-employee dataset for the years of 2000 and 2003. With respect to the manufacturing sector the cross section regressions provide unambiguous evidence for a higher productivity of mid-age-workers. In contrast the effects regarding the service sector turn out to be of less significance.
