Abstract
Die Zahl der sozialversicherungspflichtig (SV-pflichtig) Beschäftigten hat in Ostdeutschland im Verlauf dieses Jahres leicht zugenommen. Wie sich SV-pflichtige Vollzeit- und Teilzeitbeschäftigung entwickelt haben, konnte infolge einer Statistikumstellung vorübergehend nicht beurteilt werden. Diese Lücke wurde durch eine kürzlich erschienene Statistik geschlossen. Es hat sich erstens gezeigt, dass aufgrund der Statistikumstellung die Teilzeitquote im Jahr 2010 um 4,6 Prozentpunkte höher war, als davor ausgewiesen wurde. Zweitens ist die Zunahme der SV-pflichtigen Beschäftigung in Ostdeutschland seit Mitte 2011 ausschließlich auf die Zunahme der Teilzeitbeschäftigung zurückzuführen. Hingegen nahm in Westdeutschland auch die Zahl der SV-pflichtig Vollzeitbeschäftigten stetig zu. Eine Ursache für die – verglichen mit Westdeutschland – unterschiedliche Entwicklung dürfte darin liegen, dass in Ostdeutschland vor allem tertiäre Wirtschaftsbereiche mit einem hohen Teilzeitanteil weiter expandiert haben, während die Entwicklung im Produzierenden Gewerbe ungünstiger als in Westdeutschland war. Die Teilzeitquote bei den Sozialversicherungspflichtigen ist im Jahr 2012 in Ostdeutschland erstmals höher als in Westdeutschland. Im Durchschnitt des Jahres 2013 dürfte die Zahl der Erwerbstätigen in Ostdeutschland in etwa auf dem Vorjahresstand liegen. Die Entwicklung der registrierten Arbeitslosigkeit wird – wie in den Jahren zuvor – vom schrumpfenden Arbeitsangebot beeinflusst. Die Arbeitslosenquote dürfte im Jahr 2013 10,2% betragen, nach 10,5% im Vorjahr.

Abstract
Schumpeterian growth theory has operationalized Schumpeter’s notion of creative destruction by developing models based on this concept. These models shed light on several aspects of the growth process that could not be properly addressed by alternative theories. In this survey, we focus on four important aspects, namely: (i) the role of competition and market structure; (ii) firm dynamics; (iii) the relationship between growth and development with the notion of appropriate growth institutions; and (iv) the emergence and impact of long-term technological waves. In each case, Schumpeterian growth theory delivers predictions that distinguish it from other growth models and which can be tested using micro data.

Abstract
Innovation is the result of an interactive process. Knowledge-intensive interactions among different partners are associated with a variety of advantages and disadvantages for the actors involved. Therefore, a rich body of literature investigating the impact of R&D collaboration networks on the innovation performance of firms and regions has developed over the last two decades. Those studies come to different results. The aims of this paper are manifold. First, the paper summarizes the results of the relevant literature. Second, a brief overview of the established methods and approaches used in the literature to investigate this research question is given. The third objective is to answer the question whether the achieved results in the literature are predetermined by the employed methods. Finally, relevant gaps for further research are identified. To answer these questions a meta-analysis of the relevant literature is conducted. This study shows that knowledge-intensive interactions have a rather positive impact on the performance of firms and regions. There is also evidence that the employed methods and approaches used in the literature to investigate this research question predetermine the outcome of the research.

East Germany: Number of subsidized employment has declined significantly

Abstract
The share of subsidized employment on total employment has declined significantly. But it is still well above the West German level. The decline in subsidized employment is compensated by a sharp increase in non-supported employment. The decline in unemployment has flattened out.
Due to the lower economic growth in the forecasting horizon the number of employees will increase only slightly. Subsidized employment will further decline, also because of more efficient use of labour policy instruments this year. The unemployment rate will amount to 10.4% in 2012 and to 10.2% in 2013.

Human Capital Mobility and Convergence. A Spatial Dynamic Panel Model of the German Regions

Abstract
Since the fall of the iron curtain in 1989, the migration deficit of the Eastern part of Germany has accumulated to 1.8 million people, which is over 10 percent of its ini-tial population. Depending on their human capital endowment, these migrants might either – in the case of low-skilled migration – accelerate or – in high-skilled case– impede convergence. Due to the availability of detailed data on regional human capital, migration and productivity growth, we are able to test how geographic mobil-ity affects convergence via the human capital selectivity of migration. With regard to the endogeneity of the migration flows and human capital, we apply a dynamic panel data model within the framework of β-convergence and account for spatial depend-ence. The regressions indicate a positive, robust, but modest effect of a migration surplus on regional productivity growth. After controlling for human capital, the effect of migration decreases; this decrease indicates that skill selectivity is one way that migration impacts growth.

Spillover Effects among Financial Institutions: A State-dependent Sensitivity Value-at-Risk Approach

Abstract
In this paper, we develop a state-dependent sensitivity value-at-risk (SDSVaR) approach that enables us to quantify the direction, size, and duration of risk spillovers among financial institutions as a function of the state of financial markets (tranquil, normal, and volatile). Within a system of quantile regressions for four sets of major financial institutions (commercial banks, investment banks, hedge funds, and insurance companies) we show that while small during normal times, equivalent shocks lead to considerable spillover effects in volatile market periods. Commercial banks and, especially, hedge funds appear to play a major role in the transmission of shocks to other financial institutions. Using daily data, we can trace out the spillover effects over time in a set of impulse response functions and find that they reach their peak after 10 to 15 days.

Abstract
In 2011 the employment situation in East Germany has again improved. Approximately half of the employment growth is attributable to the industry (incl. construction). Registered unemployment declined considerably. Labor supply decreased like in recent years. In forecasting horizon the number of employees subject to social insurance will still increase despite of lower economic growth. The unemployment rate will amount to 11.0% in 2011 and to 10.9% in 2012.

Firm level determinants of innovation: small firms with high potential in East Germany

Abstract
Innovations in the sense of new products and production processes are crucial drivers of the economic development in advanced economies. After a phase of massive technological renewal in East Germany, characterized by much a higher rate of innovators in East than in West Germany, firms in East Germany have to compete with original innovation activities. The paper outlines the innovation activity in East and West Germany and investigates the determinants of product and process innovation within a multivariate analysis using the IAB establishment panel.
The empirical study shows that firms in manufacturing industry in East Germany are quite active in innovation activities in the year 2008. As regards the share of innovative firms there are no substantial differences between East and West Germany. The regression analysis shows that R&D is a significant determinant of innovation in East and West for all types of innovation. In East Germany, further education activities for employees also show a statistically significant impact on innovation. A major difference between East and West could be found for the firm size. In East Germany size has no significant impact on innovation while in West Germany size clearly matters. Different from West Germany, small firms (10 up to 49 employees) in the East have a significantly positive impact on product innovations in the sense of market novelties.

The Identification of Regional Industrial Clusters Using Qualitative Input-Output Analysis (QIOA)

Abstract
The 'cluster theory' has become one of the main concepts promoting regional competitiveness, innovation, and growth. As most empirical applications focus on measures of concentration of one industrial branch in order to identify regional clusters, the appropriate analysis of specific vertical relations is developing in this discussion. This paper tries to identify interrelated sectors via national input-output tables with the help of minimal flow analysis (MFA). The regionalization of these national industry templates is carried out with the allocation of branch-specific production values on regional employment. As a result, the paper shows concentrations of vertical clusters in only 27 of 439 German Nomenclature des Unite´s Territoriales Statistiques (NUTS)-3 regions.
