Exports and private consumption weak ‒ Germany is waiting for an economic upturn
In the winter of 2023/2024, the German economy is still in a downturn. Parts of industry have lost competitiveness, real incomes have fallen in 2023 due to inflation, and there is uncertainty about the course of fiscal policy. However, rising real incomes and a slight increase in exports should cause a pickup from spring onwards. The Halle Institute for Economic Research (IWH) expects gross domestic product (GDP) to fall by 0.3% in 2023 and to expand by 0.5% in 2024 (East Germany: +0.5% and +0.7%). In September, the IWH forecast had assumed a decline of 0.5% for Germany in 2023 and expected growth of 0.9% for the coming year.

Abstract
Die Weltwirtschaft verliert zum Ende des Jahres 2023 weiter an Schwung. Der durch den weltweiten Inflationsschub ausgelöste restriktive Schwenk der Geldpolitik drückt über höhere Finanzierungskosten vielerorts die Güternachfrage. Im nächsten Jahr dürfte die Weltwirtschaft wieder etwas anziehen. Die deutsche Wirtschaft ist nach Ende der Pandemie nicht wieder auf ihren alten Wachstumspfad zurückgekehrt. Das Verarbeitenden Gewerbe hat an Wettbewerbsfähigkeit eingebüßt, und die Weltnachfrage nach Industriegütern ist zurzeit schwach. Zudem ist die Inflation immer noch hoch, und die Realeinkommen sind längere Zeit über zurückgegangen. Die geldpolitische Straffung hat die Finanzierungsbedingungen verschlechtert, was besonders die Bauwirtschaft belastet. Das Bruttoinlandsprodukt wird 2023 wohl um 0,3% sinken und im kommenden Jahr um 0,5% expandieren.

Microdata for Economic Research in Europe: Challenges and Proposals

Abstract
While access to high-quality microdata is essential for economic research and policy evaluation, effective access to such data remains limited in Europe. It varies from country to country, with uneven information on access procedures. This is a major obstacle to social science research, including research on European competitiveness and the effects of climate change, inequality, globalization, and digitalization. The objective of this paper, which is based on a brainstorming exercise coordinated by CEPR and CompNet, is to assess the status quo and discuss a series of proposals for improving access to Microdata for economic research. We underline the need for developing the relevant tools for extended access to and use of European business statistics microdata. Building such tools entails both establishing the requested microdata and creating a body facilitating cross-country access to the established databases with harmonized content.

Abstract
This paper presents the Joint Economic Forecast (Gemeinschaftsdiagnose, GD) of the leading German economic research institutes. The GD provides a reference for the federal government's macroeconomic projections on which the tax estimates are based, and it informs economic policy makers, the media and the general public about important economic developments. The reports are published each spring and fall.

Joint Economic Forecast 2/2023: Purchasing power returns ‒ political uncertainty high
According to the Joint Economic Forecast, Germany's gross domestic product declines by 0.6% in 2023. This is a strong downward revision of 0.9 percentage points from the forecast made in spring 2023. "The most important reason for this revision is that industry and private consumption are recovering more slowly than we expected in spring," says Oliver Holtemöller, Vice President and Head of the Macroeconomics Department at the Halle Institute for Economic Research (IWH).

The German economy continues its downturn
High inflation, increased interest rates, weak foreign demand and uncertainty among private households and firms are currently weighing on the German economy. In its autumn forecast, the Halle Institute for Economic Research (IWH) expects gross domestic product (GDP) to decline by 0.5% in 2023 and to increase by 0.9% in 2024.

Exposure to Conflict, Migrations and Long-run Education and Income Inequality: Evidence from Bosnia and Herzegovina

Abstract
We investigate the long-term relationship between conflict-related migration and individual socioeconomic inequality. Looking at the post-conflict environment of Bosnia and Herzegovina (BiH), a former Yugoslav state most heavily impacted by the wars of the early 1990s, the paper focuses on differences in educational performance and income between four groups: migrants, internally displaced persons, former external migrants, and those who did not move. The analysis leverages a municipality-representative survey (n ≈ 6,000) that captured self-reported education and income outcomes as well as migration histories. We find that individuals with greater exposure to conflict had systematically worse educational performance and lower earnings two decades after the war. Former external migrants now living in BiH have better educational and economic outcomes than those who did not migrate, but these advantages are smaller for external migrants who were forced to move. We recommend that policies intended to address migration-related discrepancies should be targeted on the basis of individual and family experiences caused by conflict.

This ranges from the exchange of statistical or institutional information to discussions on economic policy Guidelines to common research activities. The AIECE organises between its members an exchange of view, of information and of literature on international economic developments, in particular in Europe. The Association provides the framework for joint activities of its members in areas of common interest. Its structure allows its members to develop common views on the future cyclical development. In order to meet these objectives the Association has half-yearly plenary meetings, centred around a general report on the European conjuncture prepared in turn by one of the members in cooperation with the other member institutes, but also with discussions of the working group reports and of special surveys prepared by member institutes. In Spring 2023, the report was written by the Halle Institute for Economic Research (IWH).

Revival in service sectors, but industrial activity remains weak for the time being
After the recession during winter, the German economy will expand at a moderate pace in the coming quarters and despite higher interest rates, as private consumption will pick up again with slowly declining inflation and increased wage momentum. In its summer forecast, the Halle Institute for Economic Research (IWH) expects gross domestic product to decline by 0.3% in 2023, while growth of 1.7% is forecast for the coming year.
