Germany after stagnation: Slow stimulation of overall economy by export driven recovery

Abstract
The main centres of the recovery in this business cycle remain in the US and East Asia. Amid the fading stimuli from economic policy, the US economy loses some of its momentum and GDP will increase by 4.5% in 2004 followed by 3.5% in the coming year. In the euro area, the vibrant external trade more and more spills over into the domestic economy. Still, with 1.5% this year and 2% in 2005, GDP will clearly underperform in comparison to the growth centres of the world. In Germany, even more so than in the euro area, the revival depends on the world economy. Exports will maintain their strong upward trend and in their wake, demand for consumer as well as capital goods will start to increase. But increases in consumption will remain small this year and it will be 2005 before clear improvements can be observed. After stagnating in 2003, GDP will rise by 1.8% both this and next year.

Abstract
Die deutsche Wirtschaft ist im ersten Viertel dieses Jahres auf Erholungskurs geblieben. Ein kräftiger Impuls von den Auslandsmärkten sorgte für einen Zuwachs des Bruttoinlandsprodukts von 0,4% gegenüber dem Schlussquartal 2003. In den neuen Bundesländern stockte hingegen zunächst die in der zweiten Hälfte des vergangenen Jahres begonnene Aufwärtsbewegung, sie hat aber im zweiten Vierteljahr wieder Oberhand gewonnen. Allerdings blieb das Wachstumstempo hinter dem in den alten Bundesländern zurück.

Abstract
Vielfach wird die Vermutung geäußert, dass die wirtschaftliche Lage in den Kreisen und kreisfreien Städten entlang der sich wandelnden EU-Außengrenze im Vergleich zu den im Binnenland liegenden Regionen ungünstiger sei. Wird die Arbeitslosenquote betrachtet, dann zeigt sich, dass der in Mecklenburg-Vorpommern, Brandenburg und Sachsen ohnehin schon hohe Wert in den ostdeutschen Grenzregionen mit einem Prozentpunkt leicht darüber liegt. In Bayern ist die Disparität zwischen Binnenland und Grenzregion deutlicher, hier beträgt die Differenz 3 Prozentpunkte.

Abstract
Im vergangenen Jahr hat sich die wirtschaftliche Aktivität in den neuen Bundesländern geringfügig stärker erhöht als zuletzt laut IWH-Konjunkturbarometer vorausgesagt worden. Das Bruttoinlandsprodukt stieg laut erster amtlicher Schätzung im Jahresdurchschnitt um 0,4%, wohingegen es in den alten Ländern um 0,2% schrumpfte. Zugleich hat der Arbeitskreis VGR der Länder neue Berechnungen für die Jahre 1999 bis 2002 vorgelegt.

Abstract
Wieder einmal erweisen sich die USA als Vorreiter der konjunkturellen Erholung der Weltwirtschaft. Im Laufe des Jahres haben sich die Aussichten für die US-Wirtschaft spürbar aufgehellt, auch wenn gegenwärtig Unsicherheit bezüglich der Stärke und Nachhaltigkeit des Aufschwungs besteht. Es stellt sich die Frage, in welchem Ausmaß die deutsche Wirtschaft von der erwarteten Belebung in den Vereinigten Staaten profitieren kann. Die Warenausfuhren machen immerhin fast ein Drittel des Bruttoinlandsproduktes in Deutschland aus, und mit einem Anteil von gut 10% sind die USA nach Frankreich der zweitwichtigste Abnehmer deutscher Produkte. Es gilt allerdings zu beachten, dass die Exporte neben der Nachfrage aus dem Ausland auch vom Wechselkurs beeinflusst werden. Im März vergangenen Jahres setzte eine markante Aufwertung des Euro ein.

Abstract
This article updates the complete analysis and forecast of the economic developments in the World and Germany in particular for 2002, as published in Summer. After six quarters of downturn, the beginning of 2002 does not show signs of a revival in economic activity. Neither internal nor external forces are currently strong enough to reverse the underlying downward trend. It is assumed that by spring time the recession in the USA will have faded. Resulting is a stimulus for the World Economy. This initiating impulse will revive production in Germany and the Euro Area, which by the second half of 2002 will gain pace. The increase in exports, as induced by the upturn in the US-Economy will positively affect domestic demand. With the usual time lag this development will also strengthen the job market. Monetary Policy will remain expansive and begins to show its full effect. Fiscal Policy, on the other hand, due to the need for consolidation, will remain restrictive.

Abstract
The paper estimates Okuns law for countries of the eurozone using paneleconometric methods. Based on the results the minimum growth rate needed for a reduction in unemployment is calculated. In the period under investigation, the minimum growth rate has declined. Actually unemployment will be reduced through economic growth, and the minmum growth rates are lower than in the past. However growth must be accompanied by structural reforms in the labor market.
