Global economy slowly gains momentum – but Germany still stuck in a downturn
In 2020, the global economy is likely to benefit from the recent thaw in trade disputes. Germany’s manufacturing sector, however, will recover only slowly. “In 2020, the German economy will probably grow at a rate of 1.1%, and adjusted for the unusually high number of working days the growth rate will only be 0.7%”, says Oliver Holtemöller, head of the Department Macroeconomics and vice president at Halle Institute for Economic Research (IWH). With an estimated growth rate of 1.3%, production in East Germany will outpace total German production growth.

Power Generation and Structural Change: Quantifying Economic Effects of the Coal Phase-out in Germany

Abstract
In the fight against global warming, the reduction of greenhouse gas emissions is a major objective. In particular, a decrease in electricity generation by coal could contribute to reducing CO2 emissions. We study potential economic consequences of a coal phase-out in Germany, using a multi-region dynamic general equilibrium model. Four regional phase-out scenarios before the end of 2040 are simulated. We find that the worst case phase-out scenario would lead to an increase in the aggregate unemployment rate by about 0.13 [0.09 minimum; 0.18 maximum] percentage points from 2020 to 2040. The effect on regional unemployment rates varies between 0.18 [0.13; 0.22] and 1.07 [1.00; 1.13] percentage points in the lignite regions. A faster coal phase-out can lead to a faster recovery. The coal phase-out leads to migration from German lignite regions to German non-lignite regions and reduces the labour force in the lignite regions by 10,100 [6,300; 12,300] people by 2040. Ceremonial Encapsulation and the Diffusion of Renewable Energy Technology in Germany

Abstract
This inquiry employs ideas advanced by institutionalist thinker Paul Dale Bush to shed light on technology diffusion in Germany’s electrical generation and distribution industry. Research findings suggest that what Bush labeled as ceremonial dominance affects outcomes in technology selection. Evidence suggests that fossil fuel and nuclear technologies have remained favored by power producers despite the externalized environmental costs to society associated with their implementations. Advances in government policy have indeed created a framework that favorably accommodates renewable energy technologies. However, what Bush labeled ceremonial dominance is shown to persist and to contribute to ceremonial encapsulation. Consequently, renewable energy technologies have diffused only to the point that the powers behind the industry remain in dominant positions. Although there is measurable, incremental technological change in the electrical power industry, in light of the urgency of climate change problems, technologies supporting the electrical power system need to be selected more judiciously.

Technological Activities in CEE Countries: A Patent Analysis for the Period 1980-2009

Abstract
The aim of this paper is to analyze the technological activities of Central and Eastern European (CEE) economies and to compare them with the technological activities of other world regions. Using data from the EPO World Wide Statistical Database for the period 1980-2009 the analysis is based on counts of priority patent applications over time. In terms of priority patent applications, CEE reduced its technological activities drastically in absolute and per capita terms after 1990. The level of priority patent applications in this world region maintained more recently a stable level below the performance of EU15, South EU and the former USSR. In what concerns technological specialization, the results suggest a division of labor in technological activities among world regions where Europe, Latin America and the former USSR are mainly specializing in sectors losing technological dynamism in the global patent activities (Chemicals and/or Mechanical Engineering) while North America, the Middle East (especially Israel) and Asia Pacific are increasingly specializing in Electrical Engineering, a sector with strong technological opportunities.

Russia: Ongoing Strong Economic Growth Overshadowed by High Inflation

Abstract
Russian economic growth in 2007 again was driven by strong private consumption and investment, grew by double-digit rates. The roles of budget expenditures and borrowing of private and state-owned firms from abroad in financing investments increased rapidly. Russian inflation climbed again; it was driven up by increases in food prices in line with rising food prices around the world. Inflation pressures had sharpened through more budget spending and scheduled rate increases for electricity and gas as well as for regulated prices for municipal services. Broad money supply (M2) rose rapidly because of strong foreign currency inflows, too. Central bank seeks to bring inflation under control by tightening monetary policy this year. That will somewhat dampen economic growth, but nevertheless GDP growth in the near future will remain at high levels.

Abstract
The IWH occupies with the consequences of the emission trading for the effected companies. The first period of the European Emission Trading System was conceived as a learning phase during which two problems occurred: The first and most obvious one was the surplus of certificates. The incentives to invest in the mitigation of CO2 can therefore be considered to be low. The second problem resulted from the allocation which was entirely for free. While electricity customers had to bear the main financial burden, electricity producers profited as the certificate-prices were obviously added to the electricity-prices as opportunity costs. The analysis comes to the conclusion that it was right to shorten the amount of certificates on the EU-level for the second trade period and to establish the partly sales or auctioning of certificates in German legislation. Furthermore, the simplification of the allocation method in Germany can be considered to be a progress.

Abstract
Patent applications constitute an essential indicator for the extent of innovative activities in an economy or region. Due to the fact that innovative activities are in general spatially concentrated, policy makers perceive in this information starting points for a growth-oriented regional policy. Against this background, the Halle Institute for Economic Research (IWH) in 2004 had examined the spatial distribution of industries, firm networks and innovative competencies in the context of an area-wide study for East Germany. Newly available data for the patent statistics allow for an updating of these results regarding the innovative competencies for the time period from 2000 to 2005. In comparison to the time period between 1995 and 2000, an increase in innovative competencies becomes evident. This growth takes place almost exclusively in regions where innovative competencies are already domiciled. All in all, the growth dynamics of East Germany with regard to patent applications is slightly behind the West German one. The distribution of technological fields, to which the applied patents refer to, remained largely constant during the two observation periods. In the area of bio-technology, electrical engineering and of health care the standing of East Germany has further improved. With regard to political implications, the data should not be used for imposing technology specific support programs. Instead a tax relief for R&D independent of the used technologies seems to be more adequate.

Abstract
Mit dem Etablieren des gemeinsamen Europäischen Binnenmarktes im Laufe der 80er und 90er Jahre des vergangenen Jahrhunderts und dem damit verbundenen Wegfall von Handelsbarrieren und anderen Wettbewerbshemmnissen rückte die Liberalisierung sogenannter Netzindustrien in den Fokus der Europäischen Politik. Die Deregulierung solcher Sektoren mit physischer Netzinfrastruktur, insbesondere der Märkte für Strom, Gas, Telekommunikation und Schienenverkehr wurde zu einem wesentlichen Aspekt des Ziels der Förderung von Wettbewerb in der Europäischen Ökonomie. Die Einführung wettbewerblicher Strukturen in die ehemalig monopolistischen Netzindustrien bedingte die Notwendigkeit wettbewerbspolitischer Reformen auf nationaler und Europäischer Ebene. Insbesondere die Sicherstellung gleicher Wettbewerbsbedingungen und der Schutz der Verbraucher vor Marktmachtmißbrauch durch die etablierten Anbieter rückte in den Fokus der Wirtschaftspolitik und führte zum Aufbau sektorspezifischer Regulierungsregime. Diese unterscheiden sich deutlich sowohl sektoral wie im Hinblick auf nationale Ordnungsrahmen hinsichtlich ihrer Rahmenbedingungen, ihrer Methoden, ihrer Struktur und ihrer ökonomischen Wirkung. Der Austausch und die Übertragung von Erkenntnissen und Erfahrungen und die kontinuierliche Verbesserung bestehender institutioneller Arrangements sollte daher ein bedeutender Aspekt ökonomischer Forschung und staatlicher Wirtschaftspolitik sein. Die hier vorliegende Sammlung energieökonomischer Aufsätze zielt auf eben jenen Erkenntnistransfer ab. Dazu wird in den ersten beiden Artikeln ein spezifisches Regulierungsregime, der sogenannte verhandelte Netzzugang, und die damit verbundenen Erfahrungen aus dem deutschen Elektrizitätsmarkt vorgestellt. Ein dritter Aufsatz beschäftigt sich mit der Versorgungsqualität in Netzsektoren am Beispiel lokaler Stromverteilnetzbetreiber in einem europäischen Vergleich.

The liberalization of the German electricity market - a sucessful model?

Abstract
Die öffentliche Debatte über die Entwicklung der deutschen Strompreise im Anschluß an die Liberalisierung der Energiemärkte 1998 wirft die Frage nach einem Scheitern der Umstrukturierung dieser Märkte auf. Die Analyse der Entwicklung der Strompreise für Haushaltskunden von 1998 bis 2005 zeigt, daß sich die aggregierten Preise heute auf etwa dem selben Niveau wie unmittelbar nach der Liberalisierung der deutschen Energiemärkte (-0,5%) bewegen. Eine solch generelle Betrachtung könnte jedoch aus zwei Gründen in die Irre führen. Einerseits gibt es erhebliche Unterschiede in der Preisentwicklung auf den einzelnen Wertschöpfungsstufen des Stromsektors. Die Erzeugungspreise haben im Zeitablauf beispielsweise eine deutliche Reduktion von ca. 25% erlebt, sind jedoch nach 2001 über ein wettbewerbliches Preisniveau gestiegen. Dem Vorwurf der industriellen Kraftwirtschaft, daß die Großhandelspreise für Strom überhöht seien, kann somit zwar nicht widersprochen werden; für ein grundsätzliches Scheitern der Energiemarktreformen spricht die beobachtbare Entwicklung allerdings auch nicht...
