Abstract
Fixed-term contracts are considerd as one of the most popular instruments of labour market flexibility. Although they provide new labour market options for employer and employees, it is argued that they may lead to decreasing investments in human capital. From the theoretical point of view it is not clear wheter a fixed-term contract is a drawback for the participation in work-related training. The paper deals with the influence of fixed-term contracts on work-related training especially for low-skilled workers. Based on the Micro Census data of 2004, we estimate a bivariate probit model for the probability of fixed-term employment and participating in work-related training. This model enables us to control for selection effects that may arise from unobservable factors. From the estimation results we can conclude that holding a fixed-term contract does not mean a systematical disadvantage for the training probability of low-skilled employees.

East German Innovation System attractive for Foreign Investors

Abstract
Foreign direct investment (FDI) plays an important role in the catching-up process of East Germany due to direct employment- and demand related effects. However, this article takes a technological perspective on FDI in East Germany. It considers technological activities of foreign investors (R&D and innovation) and asks to what extent these are integrated into the East German innovation system. In other words, do foreign investors interact technologically with domestic enterprises and scientific institutions? So far, there seems to be a striking absence of empirical evidence on this issue. The basis for our analysis is recent data from a representative survey of foreign direct investors in East German manufacturing completed in 2007. The findings show that on average foreign investors are more R&D and innovation intensive compared to the total of East German manufacturing. In addition, their technological activities are by no means isolated from the East German innovation system. Foreign subsidiaries seem to benefit from East German customers, suppliers and especially scientific institutions with regard to locally conducted R&D and innovation. Contrary to existing assumptions the East German innovation system seems to be particularly attractive for the most technologically active foreign subsidiaries. This could constitute a major locational advantage for FDI in East Germany over Central and East Europe. However, the technologically active foreign investors believe that only East German suppliers are able to benefit from their technological cooperation. The same cannot be said about East German customers or competitors. Thus, the potential for technological externalities from FDI in East Germany seems still to be limited.

Determinants of Female Migration – The Case of German NUTS 3 Regions

Abstract
Our study examines the regional patterns and determinants of migration flows of young women. At the NUTS-3 regional level, i.e. the district level (Kreise), the German internal migration flows of the year 2005 are explored. From descriptive statistics it can be seen that peripheral regions in East Germany face the strongest migration deficit with respect to young women, whereas agglomerations in West Germany but also in the East benefit from an intense migration surplus within this group. An econometric analysis of determinants of regional migration flows gives evidence of the importance of labour market, family-related and educational migration motives. Generally speaking, young women tend to choose regions with good income and job opportunities, in addition they seem to be attracted by regions enabling an appropriate balance between family and career. Furthermore the existence of excellent educational facilities is a significant influence for young women’s migration. This educationally motivated type of migration generates a long lasting effect on the regional migration balance, especially when the educational opportunities in the destination region are associated with adequate career perspectives for high qualified female graduates. In view of considerable losses due to migration, the study shows various options for action. An important course of action is to incorporate policy measures improving regional employment and income opportunities. Secondly, extending vocational and academic offers addressed to women seems to be a suitable way to stimulate women’s immigration. Moreover, enhancing the social infrastructure, which contributes to a satisfactory work life balance, might attract young women or at least reduce the number of them leaving a region.

Banking Regulation: Minimum Capital Requirements of Basel II Intensify Transmission from Currency Crises to Banking Crises

Abstract
Emerging market currency crises are often followed by banking crises. One reason for the transmission is the increased value of foreign debt measured in local currency. Equity capital is often insufficient to ensure liquidity. This problem is addressed by Basel II, in particular by its minimum capital requirements. In difference to the current regulation (Basel I), Basel II employs a differentiated risk weighing on base of credit ratings. This contribution calculates the hypothetic effects of the new regulation on minimum capital requirements for the example of the South Korea currency and banking crises of 1997. The results are compared to current regulation. It can be shown that minimum capital requirements in the case of Basel II would have been lower than in the case of Basel I. Additionally, minimum capital requirements would have increased dramatically. The transmission from currency to banking crises would not have been prevented, but would have been accelerated. Thereby, minimum capital requirements under Basel I have been relatively low because of South Korea’s OECD membership. It can therefore be concluded that in other emerging market economies, which are not OECD members, the ratio of minimum capital requirements of Basel II to the minimum capital requirements of Basel I prior the crises would have been even lower. Therefore, the new instrument of banking regulation would have intensified the transmission from currency to banking crises.

Spillover Effects of Spatial Growth Poles - a Reconciliation of Conflicting Policy Targets?

Abstract
Regional economic policy faces the challenge of two competing policy goals - reducing regional economic disparities vs. promoting economic growth. The allocation of public funds has to weigh these goals particularly under the restriction of scarce financial re- sources. If, however, some region turns out to be a regional growth pole with positive spillovers to its disadvantaged periphery, regional policies could be designed to recon- cile the conflicting targets. In this case, peripheral regions could indirectly participate in the economic development of their growing cores. We start our investigation by defining and identifying such growth poles among German regions on the NUTS 3 administrative level based on spatial and sectoral effects. Using cluster analysis, we determine significant characteristics for the general identification of growth poles. Patterns in the sectoral change are identified by means of the change in the employment. Finally, we analyze whether and to what extent these growth poles ex- ert spatial spillover effects on neighbouring regions and thus mitigate contradictory in- terests in regional public policy. For this purpose, we apply a Spatial-Cross-Regressive- Model (SCR-Model) including the change in the secondary sector which allows to con- sider functional economic relations on the administrative level chosen (NUTS 3).

Abstract
The paper presents three approaches currently discussed, which might be useful attempts to protect income not to fall below a certain threshold. These concepts are either useful in the case of unemployment or for employees in the low wage sector of the economy. The approaches discussed have recently been published or have been discussed in the public. These are a minimum wage concept, a special variant of subsidized wages as favoured by the German Council of Economic Experts, and finally a workfare approach as suggested by the IZA Bonn. After briefly discussing the estimated employment effects of the various approaches, the paper addresses the question how the East German labour market will be affected by these measures.

Abstract
Growth in advanced economies is essentially driven by innovation activities. From a demographic point of view the question rises, whether the trend of an ageing workforce will affect the innovation capacities of these economies. To answer this question, the paper examines on the basis of a German linked-employer-employee-dataset, whether an older workforce lowers a firm’s potential to generate product innovations. The empirical approach is based on an Ordered-logit regression model, relating a firm’s innovation potential to the age composition of its employees. The analysis provides evidence of significant age effects. The estimated age-innovation-profile follows an inverted-ushaped pattern, it peaks at the age of about 40 years. A separate estimation shows, that the technician’s and engineer’s age seems to be particularly relevant.

Abstract
Die Beteiligung der Mitarbeiter am Kapital und der den Erträgen der Unternehmen fand in den vergangenen Monaten eine erhöhte Aufmerksamkeit in der Wirtschaftspresse. Hierfür gibt es eine Reihe von Ursachen: der positive Beitrag zu Produktivität und Beschäftigung, die verbesserte Entlohnung und die erhöhte Motivation der Arbeitnehmer und schließlich die Stabilisierung der Finanzierung vor allem bei mittelständischen Unternehmen vor dem Hintergrund von Basel II, also den Eigenkapitalrichtlinien für Banken, die damit ihre Ausleihungen risikoadäquat bepreisen werden. Unter dem Begriff der Mitarbeiterbeteiligung findet sich eine Fülle alternativer Gestaltungen, die davon abhängen, welche Rechtsform das Unternehmen besitzt, ob nur Erträge ausgeschüttet werden sollen oder ob eine Beteiligung am Kapital – und hier entweder beim Eigen- oder beim Fremdkapital erfolgen soll. Die damit auftretende Fülle von Ausprägungen macht es statistisch enorm schwierig, klare Nachweise für Vorteile zu führen, vor allem aber nachzuweisen, wie die vermuteten Wirkungsmechanismen ablaufen. In diesem Beitrag wird die Relevanz von Mitarbeiterbeteiligungen für den Unternehmenserfolg aus Sicht der Literatur und zwei eigenen Forschungsbeiträgen dargestellt, um Aussagen über deren wirtschaftliche Wirkungen zu gewinnen und abzuleiten, ob sie grundsätzlich geeignet sind, Arbeitnehmer an Erträge aus Wissen und Kapital heranzuführen. Tatsächlich läßt sich zeigen, daß die Strukturen von Unternehmen mit Mitarbeiterbeteiligungen, vor allem im Mittelstand, erheblich von denen ohne derartige Angebote abweicht. Bei gegebenem Wirtschaftszweig sind sie in erfolgreicheren Märkten tätig als der Durchschnitt der Unternehmen. Die Erfolgsbeiträge bei den Unternehmern sind schwer zu messen, weil sie verteilt werden, und nicht allein als erhöhte Gewinne erscheinen. Vielmehr fließen diese Produktivitätsgewinne auch den Kunden durch verbesserte Qualität zu, was wiederum risikosenkend wirkt, oder sie erhöhen den Wert des Unternehmens.

Microeconometric Evaluation of Selected ESF-funded ALMP-Programmes

Abstract
The study evaluates different ESF-funded labour market programmes by comparing the labour market status at different points in time after the treatment. In order to solve the selection problem we employ a standard matching algorithm with a multi-dimensional distance measure. The effects of the analyzed programmes (wage subsidies, start-up subsidies and qualification measures for recipients of social welfare) are very heterogeneous. It can be observed that the direct integration into the regular labour market provides an advantage for the supported individuals. Its lasting effects, however, strongly depend on the group of persons being supported, the type of treatment and the employers’ financial share.

Abstract
Renewable energies are largely promoted in the Federal Republic of Germany by means of political instruments by the federal government as well as by the federal states. However, the effects of promoting renewable energies on growth and employment are politically controversial. On the part of the scientists, the macroeconomic effects of the promotion of renewable energies were already analysed in different studies by various authors. At first sight, even the scientific results do not allow definite conclusions. The reasons for this may be seen in the diversity of the applied empirical methods and models with respect to their closeness and the model assumptions. Against the background of these difficulties, the aim of this paper is to discuss the general problems of macroeconomic policy analyses, to formulate methodical model requirements and to examine important existing scientific studies with respect to these requirements and to evaluate their results.
