Analyzing Innovation Drivers in the German Laser Industry: the Role of Positioning in the Social and Geographical Space

Abstract
Empirical and theoretical contributions provide strong evidence that firm-level performance outcomes in terms of innovativeness can either be determined by the firm’s position in the social space (network effects) or by the firm’s position in the geographical space (co-location effects). Even though we can observe quite recently first attempts in bringing together these traditionally distinct research streams (Whittington et al. 2009), research on interdependent network and geographical co-location effects is still rare. Consequently, we seek to answer the following research question: considering that the effects of social and geographic proximity on firm’s innovativeness can be interdependent, what are the distinct and combined effects of firm’s network and geographic position on firm-level innovation output? We analyze the innovative performance of German laser source manufacturers between 1995 and 2007. We use an official database on publicly funded R&D collaboration projects in order to construct yearly networks and analyze firm’s network positions. Based on information on population entries and exits we calculate various types of geographical proximity measures between private sector and public research organizations (PRO). We use patent grants as dependent variable in order to measure firm-level innovation output. Empirical results provide evidence for distinct effect of network degree centrality. Distinct effect of firm’s geographical co-location to laser-related public research organization promotes patenting activity. Results on combined network and co-location effects confirms partially the existence of in-terdependent proximity effects, even though a closer look at these effects reveals some ambiguous but quite interesting findings.

On the Determinants of the Cooperative Behavior of Firms in the German Photovoltaic Industry

Abstract
The article examines the determinants of the number of cooperation partners and the share of regional cooperations of firms in the German photovoltaic industry. Based on an overview about possible effects of the cooperation of firms with partners inside and outside their region, we derive hypotheses on the relationship between both firm-specific and region-specific variables and the cooperative behavior of firms. The hypotheses are tested with regression models using a data set of 178 firms of the German photovoltaic industry. The results show that in particular large firms and firms with a high absorptive capacity have significantly more co-operation partners. Furthermore, firms cooperate within their region especially when a large number of potential partners are located in the same region. Regarding foreign-owned firms, the results show that these firms tend to cooperate in particular with partners, inside the region where they are located.

A Control Group Study of Incubators’ Impact to Promote Firm Survival

Abstract
For more than half a century, publicly funded business incubators (BIs) are at the heart of urban and regional technology and innovation policies. However, it is widely unclear as to whether start-up firms supported by publicly-initiated incubator initiatives have higher survival rates than comparable start-up firms that have not received support by such initiatives. The present article contributes to the underlying discussion by performing an empirical analysis of the long-term survival of 371 incubator firms (after their graduation) from five German BIs and contrasting these results with the long-term survival of a control group of 371 comparable non-incubated firms. The analysis covers a 10-year time span. For neither of the five incubator locations, we find statistically significant higher survival probabilities for firms located in incubators compared to firms located outside those incubator organizations. For three incubator locations the analysis even reveals statistically significant lower chances of survival for those start-ups receiving support by an incubator. We therefore arrive at the conclusion that being located in an incubator does not increase the chances of long-term business survival.

Abstract
The article examines cooperation patterns of 150 firms located in German business incubators (BIs). More specifically, this study distinguishes between networking within the tenant portfolio and the academic-industry linkages of the tenant firms. We further contribute to the relevant literature by explicitly considering differences in cooperation patterns between firms located on diversified and specialized incubator facilities. Empirical results do not support the common assumption that specialized incubation strategies increase the effectiveness of incubator-internal networking compared to diversified BIs. Also, incubator specialization is not superior to diversified incubators with respect to the promotion of linkages of their tenants with academic institutions. For academic linkages, industry effects matter more than incubator characteristics.

Abstract
The business landscape in East Germany mainly consists of small and medium-sized firms. This in mind, business networks may contribute to an improvement of the economic performance of firms which collaborate in business networks. For successful networking a mix of network members being locally concentrated on the one side and of partners from distant regions, especially from abroad, on the other side, is important. In regional economics, this duality is highlighted for two reasons: personal contacts of partners which are located in spatial proximity to each other may ease the transfer of tacit knowledge. The flow of tacit knowledge can be regarded as a factor which enhances innovation processes. However, the inclusion of partners from abroad is important, too. It facilitates access to the most advanced knowledge and technologies worldwide. The academic debate on networking regards a one-sided orientation on the local dimension of networking as risky due to possible lock-in effects. The empirical findings for 93 business networks existing in the regions of Leipzig, Dresden, Chemnitz and Halle, which are located in the southern part of East Germany, reveal a great proportion of network members concentrated locally: On average, this is the case with more than 50% of the network members. 10% of members are located in the other three city regions mentioned. More than one third of firms are located outside, in other German regions, of which around the half in the states of Saxony and Saxony-Anhalt. A minority of 2% is located abroad. However, for the transfer of externally existing knowledge other network members may be relevant, too. To illustrate: More than four fifths of the networks under investigation include public research units (universities etc.) which usually play an important role when it comes to an inter-regional and international knowledge transfer.

Abstract
Recent literature on multinational firms has stressed the importance of low productivity as a barrier to the cross-border expansion of firms. But firms may also need external finance to shoulder the costs of entering foreign markets. We develop a model of multinational firms facing real and financial barriers to foreign direct investment (FDI), and we analyze their impact on the FDI decision (the extensive margin) and foreign affiliate sales (the intensive margin). We provide empirical evidence based on a detailed dataset of German multinationals which contains information on parent-level and affiliate-level financial constraints as well as about the location the foreign affiliates. We find that financial factors constrain firms’ foreign investment decisions, an effect felt in particular by large firms. Financial constraints at the parent level matter for the extensive, but less
so for the intensive margin. For the intensive margin, financial constraints at the affiliate level are relatively more important.

Abstract
Numerous cities try to set up themselves as centres of creative businesses, especially for media industry. Behind such strategies for supporting the local media economy stands the aim to profit from the high share of supra-regional sales in the media economy, from possible image effects as well as – especially in Germany – from the backflow of taxes for public broadcasting. Against this background, the article examines the efficiency of possible instruments for local decision makers to improve the location conditions for the media industry. An analysis of the location preferences of the media industry shows that localization economies as well as urbanization economies have a high importance. Economic measures to generate or strengthen these effects are the attraction of public broadcasting stations, the assignment of subsidies for local film and media producers, the endowment with science facilities and educational institutions which are relevant for media, the establishment of business incubators specialized on media industry, and the development of inter-firm networks and special city districts for the local media industry. Our analysis shows that most of these instruments have only limited impacts. In particular, cities without public broadcasting stations and without educational institutions relevant for the branch probably will not have the chance to become media cities.

Abstract

Based on cross-sectional data, the study explores the network activities within the tenant portfolio and the academic-industry linkages of the tenant firms. In this respect, we contribute to the literature on the impact of business incubation by explicitly considering differences regarding cooperation patterns between diversified and specialized incubator facilities. Contrary to common assumptions, we do not find a higher propensitiy for incubator-internal cooperation activities for firms located in specialized BIs. However, firms located in specialized BIs show significantly higher propensity to engage in academic-industry linkages compared to firms located in diversified incubators.
