Abstract

Human Capital in a regional Comparison of East and West Germany: Catching up of the New Laender
Maike Irrek
Wirtschaft im Wandel,
No. 7,
2010
Abstract
The endowment with human capital is not only a factor that strongly influences the region’s current economical potential, but also has a considerable effect on its future economical potential, i.o.w. economic growth. Human capital describes the employable peoples’ skills and their personal knowledge, which can be used in the production of goods and services as well as in the further development of them.
The public debate about East Germany’s economic development is referring to this crucial relation when exposing the problems of the medium-term development of the supply of professionals or the firm’s research- and development intensity. For a better assessment of the situation on the aggregation level of the New Laender this article attempts to estimate the human capital endowment and its evolution over time in comparison to West Germany.
The average human capital of the employed persons and the labour force potential is estimated by means of the earned income for East and West Germany separately. As a result the average human capital of the employed persons can be shown to have risen slightly from 1995 to 2004 in East Germany while there is nearly no increase in West Germany. This may be considered as a catching-up process, without already having led to equalization.

Poverty in EU Countries
Herbert S. Buscher, Ingmar Kumpmann, Li Huan
Wirtschaft im Wandel,
No. 6,
2010
Abstract
The contribution provides an overview of several poverty measures in European countries. These measures are recommended by the so-called Laeken criteria and include, among others, the level of poverty income, the Gini coefficient as a measure of inequality of the income distribution as well as the 90/10- and the 80/20-ratio of the income distribution to shed light on the relation of the income shares in the extreme tails of the distribution. Compared over the years 2000 and 2008, the results indicate an increase in poverty in Europe over time, with Germany being located in the middle of the selected countries. Relative poverty is most severe in the new EU member states such as Romania, Bulgaria, and Latvia.

Challenges for Future Regional Policy in East Germany. Does East Germany really show Characteristics of Mezzogiorno?
Mirko Titze
A. Kuklinski; E. Malak-Petlicka; P. Zuber (eds), Souther Italy – Eastern Germany – Eastern Poland. The Triple Mezzogiorno? Ministry of Regional Development,
2010
Abstract
Despite extensive government support the gap between East and West Germany has still not been successfully closed nearly 20 years post German unification. Hence, some economists tend to compare East Germany with Mezzogiorno – underdeveloped Southern Italy. East Germany is still subject to sever structural problems in comparison to West Germany: lower per capita income, lower productivity, higher unemployment rates, fewer firm headquarters and fewer innovation activities. There are East German regions with less than desirable rates of development. Nevertheless, the new federal states have shown some evidence of a convergence process. Some regions have developed very positively – they have improved their competitiveness and employment levels. As such, the comparison of East Germany with Mezzogiorno does not seem applicable today.
According to Neoclassical Growth Theory, regional policy is targeted enhancing investment (hereafter the notion ‘investment policy’ is used). has been the most important instrument in forcing the ‘reconstruction of the East’. Overall, the investment policy is seen as having been successful. It is not, however, the only factor influencing regional development – political policy makers noted in the mid 1990s that research and development (R&D) activities and regional concentrated production networks, amongst other factors, may also play a part. The investment policy instrument has therefore been adjusted. Nevertheless, it cannot be excluded that investment policy may fail in particular cases because it contains potentially conflicting targets. A ‘better road’ for future regional policy may lie in the support of regional production and innovation networks – the so-called industrial clusters. These clusters would need to be exactingly identified however to ensure effective and efficient cluster policies.

Old Age Poverty – Causes and a Projection for 2023
Ingmar Kumpmann, Michael Gühne, Herbert S. Buscher
Abstract
Several factors bring about a rise in old age poverty in Germany, especially in East Germany. Using data from the German Socio-economic Panel (SOEP) we examine causes and extent of old age poverty in Germany. We begin our inquiry with a cross section regression in order to determine the impact of several factors on retirement incomes in Germany. In the second step we perform an income projection of today’s 50 to 55 year-old people for the year 2023. In doing so, we take into account different sources of income, including several forms of capital income and the calculated rent of owner-occupied houses and flats. We find a significant rise in old age poverty especially in East Germany as a consequence of rising unemployment after the German unification.

Evaluating the German (New Keynesian) Phillips Curve
Rolf Scheufele
North American Journal of Economics and Finance,
2010
Abstract
This paper evaluates the New Keynesian Phillips curve (NKPC) and its hybrid variant within a limited information framework for Germany. The main interest resides in the average frequency of price re-optimization by firms. We use the labor income share as the driving variable and consider a source of real rigidity by allowing for a fixed firm-specific capital stock. A GMM estimation strategy is employed as well as an identification robust method based on the Anderson–Rubin statistic. We find that the German Phillips curve is purely forward-looking. Moreover, our point estimates are consistent with the view that firms re-optimize prices every 2–3 quarters. These estimates seem plausible from an economic point of view. But the uncertainties around these estimates are very large and also consistent with perfect nominal price rigidity, where firms never re-optimize prices. This analysis also offers some explanation as to why previous results for the German NKPC based on GMM differ considerably. First, standard GMM results are very sensitive to the way in which orthogonality conditions are formulated. Further, model mis-specifications may be left undetected by conventional J tests. This analysis points out the need for identification robust methods to get reliable estimates for the NKPC.

Die ostdeutschen Städte und speziell Leipzig im deutschen Städtesystem
Peter Franz
Stadt Leipzig (Hrsg.),
2010
Abstract
In the pre-World-War-II era many East German cities held prominent positions within the national German system of cities. 20 years after the German unification we can strike an interim balance concerning these cities’ process of repositioning. For this purpose the 13 largest East German cities – including Leipzig, but without Berlin - are compared with cities of similar size in three West German regions (South, North, Center represented by North-Rhine/Westphalia). The indicators chosen rely to the cities’ economic and fiscal conditions. The indicators paint a differentiated picture: The average income per capita is in the East German cities still lower as in the West German cities; and the unemployment rates are still above the West German level. With respect to future growth potential the East German cities show a relatively good endowment with public universities and research institutions. In spite of the diverse depicted economic problems still to be solved the East German cities over the years have shown impressive endurance in catching-up.

Das Problem der Finanzierung eines bedingungslosen Grundeinkommens
Ingmar Kumpmann
Franzmann, Manuel (Hrsg.), Bedingungsloses Grundeinkommen als Antwort auf die Krise der Arbeitsgesellschaft,
2010
Abstract
For an investigation of the financial feasibility of an unconditional basic income it is important to differentiate analytically between the introduction of a basic income itself and accompanying reform proposals in order to avoid the confusion of financial effects of different possible projects. The crucial point for the question of financing is the effects an unconditional basic income has on market production. These effects are not sufficiently investigated yet. But in any case it is very hard to estimate them. Thus it is recommendable to introduce the basic income in several steps in order to gather experiences about the economic effects. In doing so one should not start with a low basic income for all people but rather with a sufficiently high basic income for certain target groups.

Stochastic Income Statement Planning and Emissions Trading
Henry Dannenberg, Wilfried Ehrenfeld
Abstract
Since the introduction of the European CO2 emissions trading system (EU ETS), the
development of CO2 allowance prices is a new risk factor for enterprises taking part in this system. In this paper, we analyze how risk emerging from emissions trading can be considered in the stochastic profit and loss planning of corporations. Therefore we explore which planned figures are affected by emissions trading. Moreover, we show a way to model these positions in a planned profit and loss account accounting for uncertainties and dependencies. Consequently, this model provides a basis for risk assessment and investment decisions in the uncertain environment of CO2 emissions trading.

Do differences in rental rates compensate for unequal living conditions?
Dominik Weiß
M. T. W. Rosenfeld, D. Weiß (Hrsg.), Gleichwertigkeit der Lebensverhältnisse zwischen Politik und Marktmechanismus. Empirische Befunde aus den Ländern Sachsen. Sachsen-Anhalt und Thüringen,
2010
Abstract
Equality of living conditions is a politically institutionalized goal in Germany. Due geographical inequality in income levels and in the availability of services in the area of “subsistence support”, politicians are claiming the necessity of intervention to overcome regional disparities. However, actual implementation of the goal of equality seems to be increasingly difficult in view of current migration tendencies and demographic developments. This article starts with the theory of geographical balances and analyzes the extent to which rental rates in the market process reflect regional differences in income and amenities.
