Abstract
At the 7th July 2005, the IWH under the auspices of the department of urban economics hosted a conference on the perspectives of municipal business activity in the range of water supply and disposal. Primary concern of the event was to determine the future role of municipalities. The colloquium was directed towards scientists, practitioners and politicians acting in the range of water management. The contributions addressed a wide range of topics, with the following emphases: benchmarking of municipal economic activity, empirical analyses on the efficiency and the propensity to invest, the problem of spatial disparities within the supply of infrastructure, reform suggestions for the framework of rules of the German water management. The lectures were followed by a panel discussion, attended by representatives from politics, organizations and science.

Abstract
Economic theory knows two systems of coordination: through public choice or through the market principle. If the market is chosen, then it may either be regulated, or it may be fully competitive (or be in between these two extremes). This paper first inquires into the reasons for regulation, it analyses the reasons for the important role of government in the transportation sector, especially in the procurement of infrastructure. Historical reasons are seen as important reasons for bureaucratic objections to deregulation. Fundamental economic concepts are forwarded that suggest market failure and justify a regulatory environment. The reasons for regulation cited above, however, may be challenged; we forward theoretical concepts from industrial organization theory and from institutional economics which suggest that competition is even possible on the level of infrastructure. The transition from a strongly regulated to a competitive environment poses problems that have given lieu to numerous failures in privatization and deregulation. Structural inertia plays an important role, and the incentive-compatible management of infrastructure is seen as the key element of any liberal transportation policy. It requires that the setting of rules on the meta level satisfies both local and global efficiency ends. We conclude that, in market economies, competition and regulation should not be substitutes but complements. General rules, an "ethic of competition" have to be set that guarantee a level playing field to agents; it is complimented by institutions that provide arbitration in case of misconduct.

Quality of Service, Efficiency, and Scale in Network Industries: An Analysis of European Electricity Distribution

Abstract
Quality of service is of major economic significance in natural monopoly infrastructure industries and is increasingly addressed in regulatory schemes. However, this important aspect is generally not reflected in efficiency analysis of these industries. In this paper we present an efficiency analysis of electricity distribution networks using a sample of about 500 electricity distribution utilities from seven European countries. We apply the stochastic frontier analysis (SFA) method on multi-output translog input distance function models to estimate cost and scale efficiency with and without incorporating quality of service. We show that introducing the quality dimension into the analysis affects estimated efficiency significantly. In contrast to previous research, smaller utilities seem to indicate lower technical efficiency when incorporating quality. We also show that incorporating quality of service does not alter scale economy measures. Our results emphasise that quality of service should be an integrated part of efficiency analysis and incentive regulation regimes, as well as in the economic review of market concentration in regulated natural monopolies.

Declining population and rising costs for municipal services

Abstract
Population decrease in many East-German towns and municipalities does not only increase the stock of empty residential buildings. It also makes provision of network-related goods and services more costly. Considering public water and sewerage services as example, the article investigates empirically how costs of provision per inhabitant depend on population number and -density. Diverging from similar studies, spatial differences in distribution costs per inhabitant are calculated within the area of a case study municipality. The calculations are based on cost accounting data of the local provider. A central problem is the choice of an appropriate spatial key figure to allocate costs. The results indicate cost advantages in providing densely populated quarters with network-related services. Consequently, rising per-capita costs should be taken into account to a greater extent for the city conversion programmes in East Germany than they have been up to now.

Abstract
Sachsen wird wie auch die übrigen ostdeutschen Länder in den nächsten Jahren massive demographische Umwälzungen hinzunehmen haben, gekennzeichnet zum einen durch einen starken Rückgang der Bevölkerung, zum anderen durch eine Verschiebung der Bevölkerungsstruktur hin zu den höheren Altersgruppen. Dies wird Auswirkungen in allen Bereichen von Wirtschaft und Gesellschaft haben, die heute noch längst nicht vollständig erkannt sind. Die Sächsische Staatskanzlei hat aus diesem Grund das IWH gebeten, in einer Expertise die Frage zu behandeln, auf welche Weise die Wirtschaftspolitik auf die Herausforderungen der demographischen Entwicklung reagieren kann und soll. Darüber hinaus wurden weitere Gutachter beauftragt, die Konsequenzen des demographischen Wandels für die Familienpolitik, den Arbeitsmarkt und die Finanzpolitik abzuschätzen.

The Contestable Markets Theory - Efficient Advice for Economic Policy

Abstract
During the nineties of the last century several formerly monopolistic markets (telecommunication, electricity, gas, and railway) have been deregulated in Germany based on European directives and theoretically inspired by the theory of contestable markets. The original contestable market theory implied three assumptions necessary to be satisfied to establish potential competition: Free market entry, market exit possible without any costs, and the price adjustment lag exceeding the entry lag. Our analysis shows that if the incumbent reduces its prices slowly (high adjustment lag) and the market entry can be performed quickly (low entry lag), a new competitor will be able to earn back sunk costs. Therefore it is not necessary that all three conditions be complied with for potential competition to exist. Applying this „revised“ contestable market theory to the deregulated sectors in Germany, natural monopolies can be identified in telecommunication sections local loops and local/regional connection networks, in the national electricity grid and the regional/local electricity distribution networks, in the national and regional/local gas transmission/distribution sections, and in the railroad network. These sections are not contestable due to sunk costs, expected high entry lags and a probably short price adjustment lag. They are identified as bottlenecks, which should be regulated. The function of system operators in energy and railroad are closely related to the non-contestable monopolistic networks.

Abstract
Eine Analyse der „Fortschrittsberichte Aufbau Ost“ der ostdeutschen Länder1 zeigt, dass die aufbaugerechte Verwendung der vom Bund gewährten Zuweisungen vielerorts nicht gewährleistet ist. Stattdessen werden die Mittel zu einem guten Teil zur Deckung unvorhergesehener Haushaltsdefizite verwendet. Auch wenn dies den Ländern nur zum Teil anzulasten ist, offenbaren die Fortschrittsberichte die Notwendigkeit eines Umsteuerns in der Finanzpolitik.

Abstract
Together with the cities of Chemnitz, Dresden, Halle and Riesa the East German city of Leipzig has applied as venue for the Olympic Games 2012. With its application Leipzig competed with four economically by far stronger West German cities (Stuttgart, Frankfurt, Düsseldorf, Hamburg). On April 12, 2003 the National Olympic Committee had to elect the national candidate for 2012 out of this bundle of five applying cities and nominated Leipzig. With the organization of this big event the city of Leipzig and its partner cities expect a strong impulse for regional development. This study tries to estimate the potential economic effects of the planned investment with regard to infrastructure. Important results: Regarding directly the job effects connected with the investment and development of the infrastructure about 3,500 additional jobs are to be expected for a period of ten years. The infrastructure investment planned so far for the Olympiad will contribute only partially to eliminate important infrastructural bottlenecks in the region. Nevertheless the planned infrastructure facilities would have the effect that the new ‘olympia region Leipzig’ would remain attractive also after 2012 as venue for large sport events.

Abstract
Growth and the productivity can be positively affected by the accelerated development of the infrastructure by regions. That was empirically proven by a study of the IWH. The example of the planned motorway BAB 72 Chemnitz-Leipzig shows that a prema-ture realization of the entire route will have important impulses for investments, em-ployment and turnover of firms.
