A Novel Approach to Incubator Evaluations: The PROMETHEE Outranking Procedures

Abstract
Considerable public resources are devoted to the establishment and operation of business incubators (BIs), which are seen as catalysts for the promotion of entrepreneurship, innovation activities and regional development. Despite the vast amount of research that has focused on the outcomes or effectiveness of incubator initiatives and how to measure incubator performance, there is still little understanding of how to determine incubators that are more effective than others. Based on data from 410 graduate firms, this paper applies the multi-criteria outranking technique PROMETHEE (Preference Ranking Organization Method for Enrichment Evaluation) and compares the long-term effectiveness of five technology-oriented BIs in Germany. This is the first time that outranking procedures are used in incubator evaluations. In particular, we investigate whether PROMETHEE is a well-suited methodological approach for the evaluation and comparisons in the specific context of business incubation.

Long-term Effects of Business Incubators: What Happens to Incubated Firms after they Have Graduated from the BIs?

Abstract
Many cities and municipalities devote considerable public resources to the establishment and operation of business incubators (BIs) to promote the survivability and the positive development of newly founded firms. In the context of incubator evaluations, survival is one of the most important performance indicators, and survival rates of incubated firms are frequently communicated to the public by local authorities to demonstrate the success of those policy initiatives. However, in most cases, these data refers to the initial incubation period. Little is known about survival or exit dynamics of incubated firms after they have graduated from the BIs. On the basis of a comprehensive research project concerned with the development of graduate firms from incubators in Dresden, Halle (Saale), Jena, Neubrandenburg and Rostock, this article not only investigates how many firms survive after leaving the incubator facilities, but also investigates if graduation causes an immediate negative effect on subsequent survivability. The results show that about one third of all graduate firms fail after leaving the incubator. Furthermore, it can be found that graduate firms from the BIs in Halle (Saale) and Neubrandenburg face a relatively high risk of business closure especially in the first years after the completion of the incubation period.

On the Economics of Ex-Post Transfers in a Federal State: A Mechanism Design Approach

Abstract
As a common feature in many federal states grants-in aid are payed to jurisdictions ex post, i.e. after local policy measures have chosen. We show that the central government cannot offer grants ex ante in a federal states with informational asymmetries as well as inter-temporal commitment problems. Local governments’ incentives to provide public goods are distorted if they rely on federal grants-in-aid offered ex post. Furthermore it becomes obvious that local governments are apt to substitute tax revenue for higher grants-in-aid if relevant local data are unobservable for the central government. To which extend ex post transfers mitigate local governments’ incentives crucially depends on the information structure predominant in the federation.

Abstract
Due to the increasing competition from abroad which is able to offer services for lower prices because of lower wage standards the stress of competition intensifies in Germany. With regard to West Germany the East German companies - paying lower wages – represent an immediate business competition. The supporter of the Tariftreuegesetze (laws concerning the construction industry which restrict public contracts only to contractors who pay union wages) see the laws` advantage in eliminating the existing differences in competitive conditions, which emerge from differences on the wage level. The IWH study concludes that the named wage laws do not seem necessary from an economic point of view.

Abstract
This Basel Committee working paper is a study of the markets for banks' securities in ten countries (Belgium, France, Germany, Japan, the Netherlands, Spain, Sweden, Switzerland, the United Kingdom, and the United States). It aims at contributing to the assessment of the potential effectiveness of direct and indirect market discipline. This is achieved through collecting a rich set of data on the detailed characteristics of the instruments used by banks to tap capital markets, the frequency and size of their issuance activity, and the share of issuing banks in national banking systems. Further, information is collected on the amounts of debt and equity outstanding and about trading volumes and liquidity. Developments over the period from 1990-2001 are evaluated.
The paper focuses on subordinated bonds among banks' debt instruments, because they are the prime class of uninsured instruments suited to generate market discipline and have been proposed by some observers as a mandatory requirement for banks.

Public Research Institutions in East Germany: a Promising Base for Economic Upturn?

Abstract
In the 1990s a lot was done to strengthen public research efforts in East Germany. The main indicators relating to public research reflect an ambivalent picture. Investment by universities and public research institutions outside the universities reached a higher level than in West Germany. However, there remains an East-West gap with respect to the capital stock. The per capita stock of R&D staff in the university sector reached almost the level in the old Länder. With respect to the university R&D in engineering sciences, among those fields of university research which are particularly business-related, per capita stock of staff as well as per capita investment in the Eastern German Länder are above the West German level. In university natural science the East-West pattern of the R&D input factors mentioned is reversed. The receipts of the universities acquired from research contracts, which may be used as an indicator to assess the quality of public research, reveal shortcomings. These shortcomings, though these have been partly caused by the transitional situation in East Germany`s universities, where new institutions were built up only gradually. The R&D institutions outside the universities are obviously better equipped than such institutions in West Germany.
The visible advantages offered by public sector research institutions in East Germany might be used much more intensively to foster the economic reconstruction in East Germany. In parallel with this, the remaining shortcomings of public R&D in East Germany should be eliminated. If reductions in universities´ capacities (due, for instance, to a declining number of persons who have a university entrance qualification) seem to be inevitable, the consequences of such restrictions should be carefully reconsidered.

Municipal labor market policy - Marshalling yard or escape from public assistance dependency?

Abstract
Due to an increasing fiscal burden by welfare payments, municipalities tend
more and more to initiate employment and training programs under their own
responsibility besides the Federal Labor Agency. However, critics object
that this might predominantly be viewed as an attempt to shift fiscal
burdens to the Federal Labor Agency rather than a policy option towards
labor market integration of low-wage workers. In order to investigate this
issue, the IWH carried out a country-wide survey within twelve
municipalities and rural districts. The sample comprises 200 employable
welfare recipients, among them participants of labor market programs as well
as a reference group of non-participants. The results of the IWH welfare
survey are at best suggesting a moderate success of program participation
with regard to labor market integration. Nevertheless, the programs appear
to be profitable for municipalities, since they succeed in bringing
participants out of welfare dependency. In many cases, however, welfare is
replaced by unemployment support, which means that only the fiscal
responsibility changes. A shortcoming of the results has to be seen in the
fact that municipalities tend to assign especially those people for program
participation, who are already better fitting into requirements of the labor
market. This seriously impairs the comparability of participants and
non-participants. In view of the remarkable amount of expenditures it seems
therefore advisable to put more attention on the effectiveness of the
programs than has been done in the past. This could be achieved by a
stronger orientation towards an experimental design of assignment for
program participation.

Economic Development in Saxony-Anhalt: empirical results and policy recommendations

Abstract
Though the basic economic problems are still of the same kind all over East Germany, partially considerable regional differences exist in respect to the conditions for further economic development. Therefore, detailed empirical analyses for the individual Länder and their sub-regions are necessary making economic policy recommendations. The following contribution deals with this task taking Saxony-Anhalt as an example.
A multitude of indicators is used to bring out the specific strengths and weaknesses of the economy of this state (Land) and its sub-regions. The outstanding strength of Saxony-Anhalt are the high private investment outlays which served to build a modern capital stock during the past ten years. Another fundamental strength of the Land are the universities and public research institutions. Besides these unambiguous strengths some ‘ambivalent’ growth factors exist which are characterized by strengths as well as by weaknesses. Such ‘ambivalent’ growth factors are the infrastructure and the situation of important sectors and branches of economic activity. The weaknesses of Saxony-Anhalt’s economic structure find expression especially in its low supply with human capital and entrepreneurial initiative as well as in the few research and development efforts of its firms.
The aforementioned strengths of the Land are reflected insufficiently in its economic output. Consequently some economic policy measures are proposed to bring about an improvement: Amongst other things Saxony-Anhalt should develop a clear idea of its economic development (Leitbild). Such a Leitbild could be related to the Land’s strengths or to the elimination of its major weaknesses. This also would facilitate a concentrated use of the different economic policy instruments. The latter shouldn’t only be concentrated on singular economic growth factors but also spatially, on the economically stronger sub-regions, as this can lead to larger growth effects for the entire Land. The good provision with public research institutions in Saxony-Anhalt should be used to bring about an improvement of the economic structure to a larger extent than until now. This could be done for example by means of a further strengthening of applied research vs. basic research, possibly via orienting the public research more towards the existing branches of economic activity. Finally, the Land should intensify its efforts to increase the entrepreneurial initiative in Saxony-Anhalt, e. g. by means of introducing courses in economics in its schools.

Are Rural Firms Left Behind? Firm Location and Perceived Job Attractiveness of High-skilled Workers

Abstract
We conduct a discrete choice experiment to investigate how the location of a firm in a rural or urban region affects the perceived job attractiveness for university students and graduates and, therewith, contributes to the rural–urban divide. We characterize the attractiveness of a location based on several dimensions (social life, public infrastructure and connectivity) and vary job design and contractual characteristics of the job. We find that job offers from companies in rural areas are generally considered less attractive, regardless of the attractiveness of the region. The negative perception is particularly pronounced among persons of urban origin and singles. In contrast, for individuals with partners and kids this preference is less pronounced. High-skilled individuals who originate from rural areas have no specific regional preference at all.
