Kann Korea vom deutschen Einigungsprozess lernen?
Südkorea wird sich kaum gegen das Bestreben des ökonomisch abgewirtschafteten Nordens nach Einheit wehren können, sollten sich die politischen Bedingungen dafür ergeben. Vor dem Hintergrund deutscher Erfahrungen untersucht Ulrich Blum, Präsident des Instituts für Wirtschaftsforschung Halle (IWH), die wirtschaftlichen Probleme einer möglichen koreanischen Vereinigung. Nach seiner Schätzung müsste Südkorea jährlich etwa ein Viertel seiner Wirtschaftsleistung transferieren, um die Vereinigung mit dem nördlichen Nachbarn zu stemmen – eine Überforderung, die das Projekt der koreanischen Einigung zur Aufgabe für die gesamte Region macht.

Abstract
This paper shows that during the Great Recession, banking and currency crises occurred simultaneously in Central and Eastern Europe. Events, however, differed widely from what happened during the Asian crisis that usually serves as the model case for the concept of twin crises. We look at three elements that help explaining the nature of events in Central and Eastern Europe: the problem of currency mismatches, the relation between currency and banking crises, and the importance of multinational banks for financial stability. It is shown that theoretical considerations concerning internal capital markets of multinational banks help understand what happened on capital markets and in the financial sector of the region. We discuss opposing effects of multinational banking on financial stability and find that institutional differences are the key to understand differing effects of the global financial crisis. In particular, we argue that it matters if international activities are organized by subsidiaries or by cross-border financial services, how large the share of foreign currency-denominated credit is and whether the exchange rate is fixed or flexible. Based on these three criteria we give an explanation why the pattern of the crisis in the Baltic States differed markedly from that in Poland and the Czech Republic, the two largest countries of the region.

What Drives FDI in Central-eastern Europe? Evidence from the IWH-FDI-Micro Database

Abstract
The focus of this paper is on the match between strategic motives of foreign investments into Central-Eastern Europe and locational advantages offered by these countries. Our analysis makes use of the IWH-FDI-Micro Database, a unique dataset that contains information from 2009 about the determinants of locational factors, technological activity of the subsidiaries, and the potentials for knowledge spillovers in the Czech Republic, Hungary, Poland, Romania, and Slovakia. The analysis suggests that investors in these countries are mainly interested in low (unit) labour costs coupled with a well-trained and educated workforce and an expanding market with the high growth rates in the purchasing power of potential buyers. It also suggests that the financial crisis reduced the attractiveness of the region as a source for localised knowledge and technology. There appears to be a match between investors’ expectations and the quantitative supply of unqualified labour, not however for the supply of medium qualified workers. But the analysis suggests that it is not technology-seeking investments that are particularly content with the capabilities of their host economies in terms of technological cooperation. Finally, technological cooperation within the local host economy is assessed more favourably with domestic firms than with local scientific institutions – an important message for domestic economic policy.

Upswing Continues - European Debt Crisis still Unresolved: Joint Economic Forecast Spring 2011

Abstract
In spring 2011 the world economy is in an upswing phase, especially due to the momentum in the emerging economies. Germany too is experiencing a strong upturn. The institutes expect that German GDP will increase this year by 2.8% and by 2.0% next year. For 2011 and 2012, an unemployment rate of 6.9% and 6.5%, respectively, is forecast. Growth forces will gradually shift towards domestic demand. Wages will increase in the wake of the upswing, and the inflation rate will be relatively high at 2.4% in 2011 and 2.0% in 2012. Government net borrowing will amount to 1.7% in 2011 and in 2012 will decline to 0.9%, in relation to nominal GDP. The greatest forecast risks are international. If a reduction in the oil supply were to come about because of increasing unrest in the Arab world or if the European debt and confidence crisis were to worsen, this would have a clear effect on the economy. German economic policy is well-advised to maintain its consolidation course and to work for amendments to the European Stability Mechanism.

Kooperationsintensität und Kooperationsförderung in der deutschen Laserindustrie
Die Zahl der deutschen Laserstrahlquellenhersteller hat sich zwischen 1990 (47 Unternehmen) und 2010 (155 Unternehmen) mehr als verdreifacht. Großunternehmen der Laserstrahlquellenindustrie sind in Bayern, Baden-Württemberg und Thüringen konzentriert. Relativ zur Anzahl der Firmen im jeweiligen Bundesland wird die öffentliche Kooperationsförderung insbesondere in Thüringen, Rheinland-Pfalz und Hamburg stark nachgefragt. Zu diesen Ergebnissen kommt eine empirische Auswertung des Instituts für Wirtschaftsforschung Halle (IWH).

It is planned to install a permanent crisis prevention and resolution mechanism for the time after. On the basis of a post-Keynesian market constellations approach, the necessity and institutional requirements of the coordination of macroeconomic policy areas in general and an optimal central bank setting in particular are analysed, and an amelioration of monetary policy of the neo-Keynesian ‘new macroeconomic consensus’ is provided.

Stellungnahme zum Gesetzentwurf der Fraktion der SPD zur Schuldenbremse
Die Änderungsvorschläge der Fraktion der SPD zum „Entwurf eines Gesetzes zur Änderung des Artikel 115-Gesetzes“, BT-Drucksache 17/4666 vom 08.02.2011, gehen laut Oliver Holtemöller in einer Stellungnahme des Instituts für Wirtschaftsforschung Halle (IWH) an den eigentlichen Kernproblemen vorbei. Der von der Opposition kritisierte Ermessensspielraum der Bundesregierung wird bereits jetzt dadurch eingeschränkt, dass die Wirtschaftsforschungsinstitute im Rahmen der Gemeinschaftsdiagnose entsprechende unabhängige Berechnungen vornehmen und veröffentlichen. Dennoch sind laut Auffassung des IWH Verbesserungen des aktuellen Verfahrens möglich. So sollte die Transparenz durch vollständige Offenlegung aller verwendeten Daten und der technischen Parameter erhöht werden, und die Definition der so genannten finanziellen Transaktionen sollte klarer gefasst werden.

Ageing and Labour Markets: An Analysis on the effect of worker’s age on productivity, innovation and mobility

Abstract
The present study analyses the labour market effect of workers’ ageing. Explicitly, the impact of age on productivity and wages, on innovation as well as on mobility is explored empirically. The econometric analyses are based on firm and employment data from the Institute for Employment Research (IAB) and, thus, refer to the labour market of Germany. Regarding the productivity and wage effects of age the econometric results confirm a positive correlation between firm productivity and the share of middle-aged employees (41-50 years old) within the manufacturing sector. Hence, the results provide evidence of an inverted u-shaped age-productivity profile in this sector also found for other countries. Furthermore, age-wage and age-productivity profiles seem to follow unequal patterns. Compared to the group of the 15-30 and the 51 and above years old workers the group of middle-aged employees earn less than a productivity based wage scheme would require. In terms of age effects on innovativeness the micro-econometric analysis again reveals an inverted u-shaped profile. Workers aged around 40 years seem to act as key driver for innovation activities within firms. An additional finding concerns the impact of age diversity on innovation. The expected positive effect of a heterogeneous age structure is not confirmed by the data. With respect to labour market mobility results are in favour of a negative correlation between age and job mobility either in terms of changing professions or firms. The estimation of a multi equation model verifies that expected wages of older workers do not or only marginally increase due to job mobility, so, financial incentives to change jobs are very low. Yet, even after controlling the absent wage incentive older employees still remain more immobile than younger workers. Altogether, these results should not only be of academic interest but also informative for actors on the firm and the governmental level. Both sides are asked to cope with the challenges of demographic change. Only by maintaining productivity and innovativeness until old ages the necessary resources can be generated to preserve an economy’s prosperity even if the share of non-active population is increasing by demographic developments. Secondly, enhancing productivity is essential to ensure employability of older persons and to sustain the size of workforce even in the circumstances of an ageing economy.
