Abstract
Due to population ageing and shrinking Germany – particularly East Germany – experiences a demographic constellation causing remarkable economic and social problems. One option to cope with the demography based challenges is immigration. In a historical part the article firstly illustrates the history of immigration in Germany during the 20th century and concludes that substantial immigration initially occurred in the 1950th in the Western part of Germany when the so called “Gastarbeiter” were attracted to the West German labour market. Regions in East Germany, instead, show a rather low share of immigrants – a result of the GDR immigration policy that permitted only a low level of temporary migration.
However, prospects of success to stimulate immigration to East Germany seem to be rather limited. Firstly, since 2000 Germany as a whole faces reducing immigration numbers. Secondly, the low immigration experience and density of foreigners’ networks could torpedo existing immigration potentials. The sole opportunity for improving the migration balance seems to be the immigration from Central Eastern European regions. Spatial proximity might compensate for lacking migration incentives and initiate substantial migration flows towards East Germany. Yet, one should not have to high expectation regarding the dimension of immi-gration from Central Eastern Europe. Large parts of the migratory population already moved to other EU member states that implemented the Freedom of Movement for Workers immediately after 2004. Therefore, it seems to be crucial to stay away from every supplementary regulation that might discourage potential labour market migrants from Central East Europe after May 2011.

Trotz Rückgang arbeitsmarktpolitischer Maßnahmen Stabilisierung der Beschäftigungslage in Ostdeutschland

Abstract
Im Zeitraum von 1990 bis 1993 schrumpfte im Zuge des Um- und Neustrukturierungsprozesses der ostdeutschen Wirtschaft die Zahl der Er-werbstätigen um etwa ein Drittel. In dieser Phase haben arbeitsmarktpolitische Maßnahmen den Umbruch auf dem ostdeutschen Arbeitsmarkt in erheblichem Maße flankiert. Zeitweise war etwa ein Fünftel des gesamten Erwerbspersonenpotenzials in Ostdeutschland in solchen Maßnahmen tätig. Ab Mitte der 1990er Jahre ging der Einsatz arbeitsmarktpolitischer Instrumente deutlich zurück. Mittlerweise sind nur noch 5% des Erwerbspersonenpotenzials in arbeitsmarktpolitischen Maßnahmen beschäftigt. Trotz dieser Rückführung hat sich die Beschäftigungslage auf dem ostdeutschen Arbeitsmarkt stabilisiert.
Dafür waren zwei Ursachen maßgebend: Erstens ist das gesamtwirtschaftliche Arbeitsangebot deutlich gesunken. Maßgebend dafür waren die demographische Entwicklung, die Wanderungsverluste sowie der deutliche Rückgang der Erwerbsbeteiligung. Zweitens hat sich mit dem Aufbau eines wettbewerbsfähigen Unternehmenssektors der Beschäftigungsstand allmählich stabilisiert, wobei der Anteil der durch arbeitsmarktpolitische Maßnahmen gestützten Arbeitsplätze nach dem Jahr 2000 weiter abnahm. Diese beiden Ursachen haben dazu geführt, dass nunmehr eine etwas größere Zahl von nicht geförderten Arbeitsplätzen einem deutlich geschrumpften Arbeitsangebot gegenübersteht. Die „Arbeitsplatzausstattung“ hat sich damit relativ verbessert. Die Unterbeschäftigungsquote ist allerdings noch immer erheblich höher als in den Alten Bundesländern.

Monopsonistic Labour Markets and the Gender Pay Gap: Theory and Empirical Evidence

Abstract
This book investigates models of spatial and dynamic monopsony and their application to the persistent empirical regularity of the gender pay gap. Theoretically, the main conclusion is that employers possess more monopsony power over their female employees if women are less driven by pecuniary considerations in their choice of employers than men. Employers may exploit this to increase their profits at the detriment of women’s wages. Empirically, it is indeed found that women’s labour supply to the firm is less wage-elastic than men’s and that at least a third of the gender pay gap in the data investigated may result from employers engaging in monopsonistic discrimination. Therefore, a monopsonistic approach to gender discrimination in the labour market clearly contributes to the economic understanding of the gender pay gap. It not only provides an intuitively appealing explanation of the gap from standard economic reasoning, but it is also corroborated by empirical observation.

Abstract
We analyze the supply and demand of skilled labor in an East German federal state, Thuringia. This state has been facing high unemployment in the course of economic transformation and experiences population aging and shrinking more rapidly than most West European regions. In a first step, we use extrapolation techniques to forecast labor supply and demand for the period from 2009 to 2015, disaggregated by type of qualification. The analysis does not corroborate the notion of an imminent skilled-labor shortage but provides hints for a tightening labor market for skilled workers. In a second step, we ask firms about their appraisal of future recruitment conditions, and both current and planned strategies in the context of personnel management. The majority of firms plans to expand further education efforts and to hire older workers. The study closes with policy recommendations to prevent occupational mismatch.

Abstract
Germany faces a substantial challenge from demographic change in the forthcoming decades. While large cohorts reach retirement age, the working-age population shrinks. One option to curtail economic effects of this imbalance is to increase female labour force participation. The study uses data from the German Socio-Economic Panel (GSOEP) to analyze the impact of children on careers of women in East and West Germany, respectively in terms of participation and realized wages or occupational prestige. Results indicate strong regional differences, with East German mothers returning much faster to the labour market than their western peers. Participation rates – especially full-time employment – of the latter group remain permanently below levels of childless women. Careers of East German mothers are hampered by a higher risk of unemployment. The mother wage gap is relatively large among western mothers and remains so even after taking into account previous experience and unobserved heterogeneity. The study documents a negative and statistically significant relationship between children and occupational prestige only for West Germany. The observed career differences between mothers in both parts of the country may be rooted in a larger supply of institutionalized child-care arrangements in East Germany.

Abstract
In the course of 2009, due to the great decline of production activities, the situation in the East German labor market deteriorated. The number of employees decreased and the registered unemployment rose slowly in the first half of this year. In this situation, reducing working time by extending short-time work turned out to be a very useful instrument. Besides, labour market policy measures were expended. Furthermore, labour supply, like in recent years, decreased. In 2010, the situation on the East German labour market will worsen due to low production growth.

The Gender Pay Gap under Duopsony: Joan Robinson meets Harold Hotelling

Abstract
This paper presents an alternative explanation of the gender pay gap resting on a simple Hotelling-style duopsony model of the labour market. Since there are only two employers, equally productive women and men have to commute and face travel cost to do so. We assume that some women have higher travel cost, e.g., due to more domestic responsibilities. Employers exploit that women on average are less inclined to commute and offer lower wages to all women. Since women's firm-level labour supply is for this reason less wage-elastic, this model is in line with Robinson's explanation of wage discrimination.

Returning to East Germany: Labour Market Success Reduces Re-migration Potential

Abstract
In the public debate, the brain drain from East Germany is supposed to be the most critical trend regarding the development and catching-up of the New Länder. Therefore, potential for in- and re-migration has attracted much attention at least in the political context. Our contribution analyses the re-migration potential on the basis of data from a DFG research project focusing on the re-migration intentions of people formerly emigrated from Saxony-Anhalt. The analysis concentrates on two aspects: firstly on the effect of job market success after emigration; secondly on the impact of social ties in the origin and the host region on the re-migration potential. The econometric results confirm the expected effects: On the one hand, an individual’s job market success in the target region reduces the re-migration potential. Likewise, the re-migration potential increases for people whose former expectations were disappointed. On the other hand, the analysis shows the relevance of social ties to the region of origin for re-migration potential.
