Abstract
Globalization may impose a double-burden on low-skilled workers. On the one hand, the relative supply of low-skilled labor increases. This suppresses wages of low-skilled workers and/or increases their unemployment rates. On the other hand, low-skilled workers typically face more limited access to financial markets than high-skilled workers. This limits their ability to smooth shocks to income intertemporally and to share risks across borders. Using cross-country, industry-level data for the years 1970 - 2004, we document how the volatility of hours worked and of wages of workers at different skill levels has changed over time. We develop a stylized theoretical model that is consistent with the empirical evidence, and we test the predictions of the model. Our results show that greater financial globalization and development increases the volatility of employment, and this effect is strongest for low-skilled workers. A higher share of low-skilled employment has a dampening impact.

Co-existence of Unemployment and Skilled Labour Shortage? Evidence from Thuringia

Abstract
In the light of favourable business conditions during the previous years, business organizations have repeatedly cautioned about a skilled labour shortage that could constrain future development of enterprises. While shortages may be typical of phases of economic expansion, the skilled labour shortage might turn into a permanent phenomenon if one takes into account the shrinking of the working-age population. The demographic transition occurs at an especially rapid pace in Eastern Germany. At the same time, this region still exhibits high rates of chronic unemployment, which renders the possibility of a skilled labour shortage questionable.
We focus on the federal state of Thuringia and investigate two questions. Firstly, we evaluate to what extent occupation-specific bottlenecks exist both in Germany and in Thuringia, using a set of criteria based on official labour market statistics. We find evidence of high utilization of labour supply in technical and metalworking professions in Germany. In the majority of these occupations, the same is true for Thuringia. Hence, a high level of unemployment and skilled labour shortage may coexist, at least in a transition phase. Secondly, we investigate whether companies in Thuringia already expect problems when searching for skilled personnel in the near future. For this purpose, the IWH has conducted a survey among approximately 1 000 companies. It turns out that 61% of the interviewed companies anticipate such problems, with statistically significant differences with respect to the companies’ characteristics. In addition, we discuss selected policies that companies plan to implement in the field of human resource management when anticipating problems.

Changing patterns of employment

Abstract
In Germany, the typical pattern of employment is still an employee with open-ended full time contract (standard employment relationship). Nearly three out of four employed persons work in that type of employment. However, during the last years, a number of other employment models expanded in the labour market: part-time, temporary, short-term and marginal workers. Main reasons for that development are the effects of globalization, the structural change in modern economies (the increasing importance of the services sector), and changing preferences on the part of employees to achieve a better work-life-balance. The article deals with the rise of atypical employment relationships. We find that atypical work is a domain of female and young people. During the last years, atypical employment relationship in West and East Germany increased similarly due to globalization. Differences in employment patterns between East and West could be linked to employment behaviour and structural determinants.

Abstract
Our study tries to find out whether wage dynamics between Euro member countries became more synchronized through the adoption of the common currency. We calculate bivarate correlation coefficients of wage and wage cost dynamics and run a model of endogenously induced changes of coefficients, which are explained by other variables being also endogenous: trade intensity, sectoral specialization, financial integration. We used a panel data structure to allow for cross-section weights for country-pair observations. We use instrumental variable regressions in order to disentangle exogenous from endogenous influences. We applied these techniques to real and nominal wage dynamics and to dynamics of unit labor costs. We found evidence for persistent asymmetries in nominal wage formation despite a single currency and monetary policy, responsible for diverging unit labor costs and for emerging trade imbalances among the EMU member countries.

Abstract
Im Rahmen einer vom Thüringer Ministerium für Wirtschaft, Technologie und Arbeit in Auftrag gegebenen Studie analysiert das IWH die Situation am Arbeitsmarkt für Fachkräfte in Thüringen. Dabei wird die Entwicklung des Fachkräftebedarfs in den einzelnen Berufsgruppen bis ins Jahr 2015 prognostiziert. Demnach werden im betrachteten Zeitraum rund 80 000 Fachkräfte benötigt, um altersbedingt aus dem Erwerbsleben ausscheidende Beschäftigte zu ersetzen bzw. einen durch den Strukturwandel bedingten zusätzlichen Bedarf zu decken. Zur Deckung dieser Nachfrage steht ein ausreichend großes Potenzial an Arbeitskräften zur Verfügung, das bisher allerdings nur teilweise erschlossen wurde. Vor diesem Hintergrund werden Handlungsempfehlungen zur Deckung der zu erwartenden Nachfrage abgeleitet. Des Weiteren beinhaltet die Studie Auswertungen einer im Sommer 2008 vom IWH durchgeführten Befragung von Personalverantwortlichen in rund 1 000 thüringischen Unternehmen zur bisherigen und künftigen Personalpolitik. Schwerpunkte bilden dabei Fragen nach den Strategien der Unternehmen zur Deckung ihrer Fachkräftebedarfe sowie Einschätzungen der Personalverantwortlichen zu möglichen Handlungsoptionen in der Bildungs-, Arbeitsmarkt- und Wirtschaftspolitik.

Temporary Work in Germany and Europe

Abstract
Temporary work is one of the fastest growing branches in Germany. This development in a sustained manner influences the whole German labour market. The special organization of this sort of employment for various reasons makes it very attractive to employers and employees as well. Nevertheless, the reputation of this branch is rather poor. Temporary work is characterized as precarious and as an unsafe type of employment. Compared to regular employment, temporary work is often considered as a bridging function into regular employment.
Based on the official statistics of temporary work released by the Federal Work Agency as well as on data from the German Socio-economic Panel (SOEP) for 2007, the paper presents the current situation and important characteristics of temporary work and performs an international comparison.
The number of employees in temporary work agencies is still a marginal share of total employment. The future development of this branch depends on different factors leading to possible contradicting directions. One important aspect influencing temporary work in the future is the degree of flexibility of regular employment opportunities on the one hand and the possibilities of temporary work agencies to adapt to future working conditions on the other hand.
Looking at other European countries, one can see that some degree of saturation in different temporary job opportunities has already been achieved, whereas new perspectives are opened for other jobs, either newly created or transformed from regular employment schemes.

Abstract
In the course of 2008, the situation on the East German labour market improved again. The registered unemployment declined significantly. On the one hand, this is due to the positive development of employment situation. On the other, labour supply decreased like in recent years. The underemployment rate is still about twice as high as in West Germany. In 2009, the situation on the East German labour market will hardly improve due to weak production growth.

Demographic Change and Labour Markets: Why are Older Employees less Mobile?

Abstract
Since older workers are less disposed to change jobs workforce ageing will affect labour mobility in Germany. On the basis of the IAB-Employment Sample (IABS) the contribution analyzes the effect of age on job and occupational mobility. The study focuses on the question whether older workers are less mobile due to the optimal matching quality of their current job which cannot be improved by job switches or whether other factors have to be considered for explaining the age related mobility decline.
Econometric results firstly confirm the significance of expected wage growth for mobility decision across all age groups. Secondly, older workers seem to benefit from wage increase due to a job change less frequently than younger workers. However, this factor explains only a part of the mobility lag. Even after controlling for the wage effect younger workers change jobs more often than older ones.
For this reason the opinion that ageing will impede the labour market adjustments cannot be disabled. If older workers only slightly react on wage signals and do not respond to attractive offers growing firms might face problems to recruit appropriate staff – a trend which could have negative consequences for technological and sectoral changes of the entire economy.

The Role of the Human Capital and Managerial Skills in Explaining the Productivity Gaps between East and West

Abstract
This paper assess determinants of productivity gaps between firms in the European transition countries and regions and firms in West Germany. The analysis is conducted at the firm level by use of a unique database constructed by field work. The determinants tested in a simple econometric regression model are focussed upon the issue of human capital and modern market-oriented management. The results are novel in as much as a solution was established for the puzzling results in related research with respect to a comparison of formal qualification between East and West. Furthermore, the analysis was able to establish that the kind of human capital and expertise mostly needed in the post-socialist firms are related to the particular requirements of a competitive market-based economic environment. Finally, the analysis also finds empirical support for the role of capital deepening in productivity catch-up, as well as the case that the gaps in labour productivity are most importantly rooted in a more labour-intense production, which does not give rise to a competitive disadvantage.
