What are the Long-Term Benefits of the Economic Stimulus Package II for German Local Governments? – The Case of Saxony

Abstract
This article deals with the question whether the investments subsidized by the economic stimulus package II („Konjunkturpaket II“) do not only have short-term effects on demand but also long-term effects e.g. on local economic growth. As far as the short-term effects are concerned, the case of the German state of Saxony shows – with some delay – a rise in local government´s investments. Hence, the time-lag problem inherent in all governmental spending programmes seems to keep within reasonable limits. Up to now there have been no signs of inflationary price tendencies in the construction sector.
According to - for example - the „new“ economic growth theory, one ought to be sceptical about the long-term effects of the projects supported by the programme: Even for genuine public intermediate goods the withdrawal effects of financing have to be weighed against the positive effects on private enterprise sector productivity. Furthermore, the effects on factor prices caused by the investment grants might encourage the excess use of physical capital in public production.
This sceptical attitude of the theory is confirmed for Saxony by the fact that primarily public consumption goods (sports and leisure facilities) or educational facilities (kindergartens, primary schools), which are of no direct relevance to the local enterprises, are supported by the programme. Investments in vocational training, research and development play only a minor role at the local government level or are explicitly excluded from the programme.
Especially because of the incentives to misallocate public resources it is recommended to rely on unconditional grants in future support programmes. Then the local governments could use the grants for either „investments” in human capital (new [fixed-term contract] hires, qualification) or in physical capital, according to their needs.

Municipal Enterprises as Shadow Budgets – How do they Affect the Actual Budgetary Situation of Germany´s Local Governments?

Abstract
Outsourcing of municipal tasks from the core budget to municipal enterprises tends to distort the perception of the actual financial position, net assets and results of operations of the German local governments. Excess supply or -demand of/for local public services might be possible consequences of this development. Hence, this article attempts to develop a more comprehensive picture of the municipal budgetary position by a simultaneous analysis of selected indicators. Furthermore, the methodological problems of the calculations are illustrated.
If these shadow budgets are taken into account, the total per capita revenues, -investments and -debts will increase by approximately one third to 50%. However, the share of the municipal employees belonging to the core administration in the total number of municipal employees is 75%. Although only about 22% of the expenditures for certain voluntary municipal tasks have been outsourced, there seems to be an upward trend.
The study also indicates that there are significant differences between Eastern and Western German cities. These include the higher revenues from municipal enterprises, the higher debts per capita and the higher expenditures on culture, sports, leisure services or the promotion of science in Eastern Germany.
The results should be interpreted carefully due to some shortcomings of the official statistics. For example, internal cash flows cannot be totally eliminated. Moreover, indirect municipal majority holdings as well as the municipal savings banks are not included in the results.
All in all, it remains to be seen whether the initiated reforms concerning the introduction of double-entry accounting into the local government budgeting system will help to achieve the ideal goal of a meaningful “consolidated financial statement” for the “city company”.

On the Economics of Ex-Post Transfers in a Federal State: A Mechanism Design Approach

Abstract
As a common feature in many federal states grants-in aid are payed to jurisdictions ex post, i.e. after local policy measures have chosen. We show that the central government cannot offer grants ex ante in a federal states with informational asymmetries as well as inter-temporal commitment problems. Local governments’ incentives to provide public goods are distorted if they rely on federal grants-in-aid offered ex post. Furthermore it becomes obvious that local governments are apt to substitute tax revenue for higher grants-in-aid if relevant local data are unobservable for the central government. To which extend ex post transfers mitigate local governments’ incentives crucially depends on the information structure predominant in the federation.

Is a Centralisation of Local Governmental Structures an Appropriate Way to Ensure an Efficient Provision of Local Public Services? Findings from Case Studies in the State of Saxony-Anhalt

Abstract
Choosing the appropriate organisational model for local government (i. e. centralised vs. federal model) forms an essential challenge for local communities. Against the background of Fiscal Federalism, a trade-off between the two models mentioned can be expected: Though the centralised model may bring up economies of scale and scope, the federal form of local government may have advantages, too, for instance regarding the extent of civil participation. The article has the intention to answer the question how the degree of centralisation/decentralisation of local governmental organisation affects the provision of services of public interest. The article is based on case studies conducted in ten municipalities located in the State of Saxony-Anhalt, Germany. The government of Saxony-Anhalt intends to implement a reform project targeted at the modernisation of local governmental organisation. The basic reform idea is to transform the local governmental structures from a situation (at the beginning of 2008) where a co-existence of centralised and federally organised municipalities is given towards a future situation where the centralised model should be dominating. In line with the expectation derived from theory, the empirical findings do not draw a picture, which is unequivocally in favour either of the centralised or of the federal model. However, the reform of modernisation of local governmental organisation should remain on the agenda, especially due to a shrinking population in the rural parts of Saxony-Anhalt. This could support the state government’s plans of a more centralized organisation of local government. But this would mean to give up the advantages of the existing federal model of local government. Therefore, in addition to the centralised model favoured by the state government, politicians in Saxony-Anhalt should look for the possibility of an alternative “third” model, which tries to combine the advantages of economies of scale with a greater degree of civil participation.

Effects of “Democratic Control” on the Efficiency of Local Public Enterprises: Empirical Evidence for Water Suppliers in Eastern Germany

Abstract
This paper deals with the effects of interference by local governments on the business affairs of publicly owned utilities. A partial model is presented to illustrate the consequences of “democratic control” on the public managers’ effort and the efficiency of local public production. To empirically check the theoretical results, a two-stage data envelopment analysis (DEA) was carried out on a sample of Eastern German water suppliers. The organizational form is used in the regression analysis to measure the degree of municipal control. The results of the OLS- and Tobit regression indicate an efficiency-enhancing effect on organizational forms with less distinctive control options for local politicians.

New Limits of Municipal Economic Activity: Expansion versus Reduction?

Abstract
On October 11th and 12th 2007, the department of urban economics of the Halle Institute for Economic Research organized a conference on local governments’ entrepreneurial activities. The main target of this second conference after the first one in 2005 was to analyze the spatial and functional boundaries of municipal economic activities. The participants came from various fields of science, local public administrations, municipal enterprises, associations and included politicians and others interested in the topic. The presentations covered a broad variety of subjects. On the first conference day, the speakers dealt with the partly controversial attitude of different disciplines such as law, economics, public business administration or sociology towards the local public economy. Other presenters focused on selected municipal services (public transportation, housing).
The second day was dedicated to the topics restrictions on municipal economic activities in Southern Europe, regional effects of municipal enterprises and employee protection in case of privatization. The conference was closed by a panel discussion with distinguished representatives from politics, science and management about the future role of municipal enterprises.
The presentations and discussions showed that the times are changing for the local public sector. In addition, the participants rejected an unrestricted extension of markets or business fields of municipal enterprises as well as the complete privatization of municipal services.

Reform of Local Municipal Structures: Centralization not only Implicates Advantages

Abstract
The question whether centralized or decentralized municipal structures are more efficient has been discussed, not only in Germany, for a long time primarily under aspects of law and administrative sciences. In this article, we use an economic approach instead. The prevailing theories on interjurisdictional competition are not conclusive about the cost and welfare effects of centralization. Therefore, using the example of Saxony-Anhalt we investigate empirically if there are any significant differences in expenses or personnel between more centralized municipal governance forms (“Einheitsgemeinden”) or rather decentralized forms (“Verwaltungsgemeinschaften”). Our cross-section analysis for selected municipal activities reveals that both types are very similar in their cost and manning structures. Significant differences can be explained rather by different population densities than by the organizational structure. Considering these results we do not recommend a forced amalgamation of the municipalities in Saxony-Anhalt. Especially, if frustration cost or the political transaction cost, which both rise with centralization, are taken into account.

Abstract
Our study makes a novel contribution to the analysis of the link between multinational companies' heterogeneity and technological transfer. Thereby, we focus on internal technology transfer i.e. technology flowing from the multinational enterprise to the foreign subsidiary. We estimate the impact of corporate governance, subsidiary objectives, local absorptive capacity, as well as the cultural and geographic distance as potential determinants of internal technology transfer. We control for other observed firm- and industry-specific effects as well as unobserved host-country effects. We test our hypothesis with a firm-level data simultaneously collected from 434 foreign subsidiaries in Poland, Hungary, Estonia, Slovakia and Slovenia in 2002/2003. The evidence seems to indicate that the nature of the parent-subsidiary relationship is subject to the institutional context, subsidiary objectives, and risks involved for the foreign parent. These factors in turn determine the incentives for transferring knowledge to the subsidiary. Foreign subsidiaries' absorptive capacity enhances the intensity of internal technology transfer. In contrast geographic distance seems to limit the extent of technology transfer within the company. Country-of-origin-effects seem not to be statistically relevant for internal technology transfer once we control for observable firm, industry, and unobserved host-country-specific effects.

Local Public Utilities' Profits and Municipal Expenses in Germany: An Empirical Analysis

Abstract
German municipalities are currently struggling with growing budget deficits and other financial hardships. From a public choice point of view it seems tempting for vote-maximizing local governments to raise revenues from sources which create fiscal illusion or allow tax exports. An increasingly important revenue source of this kind are profits of local public utilities. In this paper we try to fill an empirical gap and provide data of the development of the profitability over time for selected German local public utilities. Furthermore, we develop and estimate a municipal expenditure function for a panel data set of large German cities . We found some slightly positive relationship between per capita expenses of the municipality and the disposable per capita profits of the local public utilities. This indicates that probably the German municipalities – according to our theoretical considerations – tend to burden their citizens as well as non-voters outside their boundaries with implicit taxes to satisfy their increasing financial needs.
