Long-term Effects of Business Incubators: What Happens to Incubated Firms after they Have Graduated from the BIs?

Abstract
Many cities and municipalities devote considerable public resources to the establishment and operation of business incubators (BIs) to promote the survivability and the positive development of newly founded firms. In the context of incubator evaluations, survival is one of the most important performance indicators, and survival rates of incubated firms are frequently communicated to the public by local authorities to demonstrate the success of those policy initiatives. However, in most cases, these data refers to the initial incubation period. Little is known about survival or exit dynamics of incubated firms after they have graduated from the BIs. On the basis of a comprehensive research project concerned with the development of graduate firms from incubators in Dresden, Halle (Saale), Jena, Neubrandenburg and Rostock, this article not only investigates how many firms survive after leaving the incubator facilities, but also investigates if graduation causes an immediate negative effect on subsequent survivability. The results show that about one third of all graduate firms fail after leaving the incubator. Furthermore, it can be found that graduate firms from the BIs in Halle (Saale) and Neubrandenburg face a relatively high risk of business closure especially in the first years after the completion of the incubation period.

Do Weak Supervisory Systems Encourage Bank Risk-taking?

Abstract
Weak bank supervision could give banks the ability to shift risk from themselves to supervisors. We use cross-border bank mergers as a natural experiment to test changes in risk and the impact of supervision. We examine cross-border bank mergers and find that the supervisory structures of the partners’ countries influence changes in post-merger total risk. An acquirer from a country with strong supervision lowers total risk after a cross-border merger. However, total risk increases when the target bank is located in a country with relatively strong supervision. This result is consistent with strong host regulators limiting the risky activities of their local banks. Foreign-owned competitors could then engage in the risky projects, especially if the foreign banks’ supervisors are not strong. An acquirer entering a country with strong supervision appears to shift risk back to its home country. The results suggest that bank supervisors can reduce total banking risk in their countries by being strong.

Is a Centralisation of Local Governmental Structures an Appropriate Way to Ensure an Efficient Provision of Local Public Services? Findings from Case Studies in the State of Saxony-Anhalt

Abstract
Choosing the appropriate organisational model for local government (i. e. centralised vs. federal model) forms an essential challenge for local communities. Against the background of Fiscal Federalism, a trade-off between the two models mentioned can be expected: Though the centralised model may bring up economies of scale and scope, the federal form of local government may have advantages, too, for instance regarding the extent of civil participation. The article has the intention to answer the question how the degree of centralisation/decentralisation of local governmental organisation affects the provision of services of public interest. The article is based on case studies conducted in ten municipalities located in the State of Saxony-Anhalt, Germany. The government of Saxony-Anhalt intends to implement a reform project targeted at the modernisation of local governmental organisation. The basic reform idea is to transform the local governmental structures from a situation (at the beginning of 2008) where a co-existence of centralised and federally organised municipalities is given towards a future situation where the centralised model should be dominating. In line with the expectation derived from theory, the empirical findings do not draw a picture, which is unequivocally in favour either of the centralised or of the federal model. However, the reform of modernisation of local governmental organisation should remain on the agenda, especially due to a shrinking population in the rural parts of Saxony-Anhalt. This could support the state government’s plans of a more centralized organisation of local government. But this would mean to give up the advantages of the existing federal model of local government. Therefore, in addition to the centralised model favoured by the state government, politicians in Saxony-Anhalt should look for the possibility of an alternative “third” model, which tries to combine the advantages of economies of scale with a greater degree of civil participation.

Business Incubators in Eastern Germany: Positive Interim Results

Abstract
Business incubators (BIs) are local technology and innovation policy measures that have attracted a great deal of attention by cities and municipalities in Eastern Germany. The enthusiasm of local-policy makers has led to a current number of nearly 130 incubator organizations in Eastern Germany. The article is based on a wider research project that focuses on the evaluation of the effectiveness of five BIs in Eastern Germany. In this article, three key issues of BI-effectiveness are concerned: the incubation time of client and graduate companies, the technological competence of supported firms and the share of newly founded firms in the BIs. Empirical results are positive concerning the indicators incubation time and the share of start-ups in the BIs. Deficiencies of the five BIs are found regarding the technological competence of the supported firms. The article concludes with a short outlook on future research questions.

Abstract
The second empirical analysis is based on a fieldwork project conducted between 2002 and 2003, which generated a large and unique database on 438 foreign subsidiaries in a selection of CEECs, namelay the Czech Republic, Estonia, Hungary, Poland, Slovakia and Slovenia. The field work was done between 2002 and 2003 by the use of a concise, two-page questionnaire, sent out to the largest foreign investment subsidiaries in the countries named. The questionnaire is presented in the Appendix to this book.In terms of methodology, the field work analysis focuses on the relationship between subsidiaries of MNEs which invested in CEE and their parent network, on the one hand, and the relationship between the subsidiaries and the local host economy, on the other.

Abstract
Given infrastructure deficiencies in eastern German states and concomitant
weak growth, the present volume analyzes the extent to which making
important infrastructure projects a priority could more quickly improve
local business conditions in eastern Germany. Although the Solidarity Pact
II makes funds available for infrastructure development, these funds are
allocated over a period of twenty years. This timeframe will not allow the
rapid improvement of local business conditions.
