Abstract
Outright bank failures without prior indication of financial instability are very rare. In fact, banks can be regarded as troubled to varying degrees before outright closure. But failure studies usually neglect the ordinal nature of bank distress. We distinguish four different kinds of increasingly severe events on the basis of the distress database of the Deutsche Bundesbank. Only the worst distress event entails a bank to exit the market. Since the four categories of hazard functions are not proportional, we specify a generalized ordered logit model to estimate respective probabilities of distress simultaneously. We find that the likelihood of ordered distress events changes differently in response to given changes in the financial profiles of banks. Consequently, bank failure studies should account more explicitly for the different shades of distress. This allows an assessment of the relative importance of financial profile components for different degrees of bank distress.

Abstract
Growth in advanced economies is essentially driven by innovation activities. From a demographic point of view the question rises, whether the trend of an ageing workforce will affect the innovation capacities of these economies. To answer this question, the paper examines on the basis of a German linked-employer-employee-dataset, whether an older workforce lowers a firm’s potential to generate product innovations. The empirical approach is based on an Ordered-logit regression model, relating a firm’s innovation potential to the age composition of its employees. The analysis provides evidence of significant age effects. The estimated age-innovation-profile follows an inverted-ushaped pattern, it peaks at the age of about 40 years. A separate estimation shows, that the technician’s and engineer’s age seems to be particularly relevant.

The paper investigates the distribution of equivalence-weighted net household income for West and East Germany, covering the period from 1996 to 2002. The data set used is the annual cross section data set “Mikrozensus”. The main issues of the paper are twofold. First, we analyze standard measures of income distributions as well as measures of inequality. Second, we set up a Logit model to explain relative poorness in East and West Germany using Mikrozensus data to capture household characteristics. The main focus in this section deals with the question how different types of forms of living and the number of children will affect the risk of falling into precarious income situations. The results show that the risk of getting poor is higher for families with children as well as for single persons with children.

Abstract
This paper analyses cross-border contagion in a sample of European banks from January 1994 to January 2003. We use a multinomial logit model to estimate the number of banks in a given country that experience a large shock on the same day (“coexceedances“) as a function of variables measuring common shocks and lagged coexceedances in other countries. Large shocks are measured by the bottom 95th percentile of the distribution of the daily percentage change in the distance to default of the bank. We find evidence in favour of significant cross-border contagion. We also find some evidence that since the introduction of the euro cross-border contagion may have increased. The results seem to be very robust to changes in the specification.

Abstract
Gestützt auf verschiedene Erklärungsansätze der traditionellen und neueren Außenhandelstheorien wird untersucht, warum Betriebe des ostdeutschen Verarbeitenden Gewerbes im Exportgeschäft Fuß gefasst haben und welchen Einfluss dieser Geschäftsbereich auf Umsatz und Beschäftigung hat. Im Rahmen einer Längsschnittanalyse der Daten aus den Befragungswellen des IAB-Betriebspanels von 1999 bis 2004 wird dazu zwischen Betrieben unterschieden, die dauerhaft Exportgeschäfte betreiben, gelegentlich exportieren oder nur in Deutschland aktiv sind. Es zeigt sich, dass der Umsatz der dauerhaft oder gelegentlich exportierenden Betriebe kräftig expandierte und diese Betriebe die Beschäftigtenzahl erhöht haben, während die ausschließlich im Inland agierenden Betriebe ihre Umsätze wegen der schwachen Binnenkonjunktur in Deutschland nicht steigern konnten und die Beschäftigung stagnierte. Die Exporteure heben sich von den anderen Betrieben, wie aus der Untersuchung der betrieblichen Determinanten der Exportentwicklung mit einem binären und multinomialen Logit-Modell hervorgeht, durch eine größere Investitions- und Innovationsaktivität sowie einen höheren Qualifikationsgrad der Beschäftigten ab. Sie waren zugleich überdurchschnittlich groß und häufiger im Besitz ausländischer Investoren.

Abstract
The paper investigates the distribution of income in West and East Germany over the period 1996 to 2002 using data from the respective microcensus. Special emphasis is put on the income distribution of those households and living communities which can be characterized as relatively poor. To single out the possible determinants of relative poorness we use Logit regressions. It turns out that the most important source of relative poorness is related to the number of children living in a household as well as the status of the family.

Abstract
Der Beitrag untersucht die Einkommensverteilung in Ostdeutschland (ohne Berlin) für die Jahre 1999 und 2002 mit den Daten des Mikrozensus. Bislang wurden diese Daten nur sehr selten zur Analyse der Einkommensverteilung verwendet. Aufgrund der großen Fallzahlen jedoch bietet der Mikrozensus die Möglichkeit, detailliert bestimmte Gruppen der Gesellschaft hinsichtlich ihrer Einkommenslage und ihrer persönlichen Merkmale zu untersuchen. Neben bekannten Maßen zur Charakterisierung der Einkommensverteilung werden Dezilanteile und -verhältnisse berechnet und spezifische Armutsmaße ausgewiesen. Im Unterschied zur überwiegenden Zahl von Untersuchungen zur Einkommensverteilung, die auf dem traditionellen Familienkonzept beruhen, werden hier die Lebensgemeinschaften entsprechend dem Konzept der neuen Lebensform verwendet, das seit 1996 vom Statistischen Bundesamt ausgewiesen wird. Schließlich, und dies ist der dritte Unterschied zu den meisten Untersuchungen, wird durch Logit-Schätzungen versucht, das Konzept der neuen Lebensformen durch eine Auswahl geeigneter erklärender Variablen zu spezifizieren. Hierbei liegt der Schwerpunkt auf mögliche Determinanten einer relativen Armut, definiert als äquivalenzgewichtetes Einkommen, das 60% der Medianeinkommens nicht überschreitet. Die eindimensionalen Verteilungs-, Ungleichheitsund Armutsmaße legen den Schluß nahe, daß sich die Einkommensverteilung in Ostdeutschland im Beobachtungszeitraum zu einer größeren Ungleichheit hin entwickelt hat. Aus den Logit-Schätzungen kann als Ergebnis festgehalten werden, daß insbesondere Lebensgemeinschaften mit Kindern einem deutlich höheren Armutsrisiko ausgesetzt sind als Paare ohne Kinder. Weiterhin steigt mit zunehmender Kinderzahl das Armutsrisiko deutlich an.

Factors accounting for the enactment of a competition law – an empirical analysis

Abstract
The paper is concerned with the factors that account for decisions to enact a national competition law. In a first step, the paper updates and enlarges the existing data bases of countries that have enacted a competition law. The paper then identifies and discusses possible factors that influence the decision to enact a competition law. In a third step, the method of panel-data logit analysis is employed to test a set of hypothesis pertaining to the factors across the time dimension and across countries. The results of this analysis are interpreted in terms of significance and in terms of the sign of their influence on the probability of a country to enact. Given generality of the analysis, the results can shed light on the probability of individual countries, and in particular developing countries, to actually take the step of enactment.

Abstract
In dieser Arbeit, die auf einem Kapitel eines Gutachtens für das Bundesministerium der Finanzen zu den Anreizwirkungen der Sozialhilfe beruht, werden drei Kombilohnstrategien mit einer engen Zielgruppenbindung hinsichtlich ihrer Effekte bezüglich Erwerbsbereitschaft und fiskalischen Folgen für Ost- und Westdeutschland untersucht. Die Arbeitsangebotsentscheidung wird dabei unter Berücksichtigung des Haushaltskontextes im Rahmen eines mikroökonometrischen Conditional-Logit-Modells erfasst. Die Bereitschaft zur Aufnahme einer Erwerbsarbeit steigt tatsächlich, unterscheidet sich je nach Reformkonzept, Region, Geschlecht und Haushaltskontext aber beträchtlich. Die enge Zielgruppenbeschränkung auf Sozialtransferbezieher hat zur Folge, dass bei Erwerbsaufnahme trotz Subvention ein Teil der Transferzahlungen durch eigenes Einkommen ersetzt wird und die gesamtfiskalische Belastung des Staates damit zurückgeht.
