Abstract
We analyze the supply and demand of skilled labor in an East German federal state, Thuringia. This state has been facing high unemployment in the course of economic transformation and experiences population aging and shrinking more rapidly than most West European regions. In a first step, we use extrapolation techniques to forecast labor supply and demand for the period from 2009 to 2015, disaggregated by type of qualification. The analysis does not corroborate the notion of an imminent skilled-labor shortage but provides hints for a tightening labor market for skilled workers. In a second step, we ask firms about their appraisal of future recruitment conditions, and both current and planned strategies in the context of personnel management. The majority of firms plans to expand further education efforts and to hire older workers. The study closes with policy recommendations to prevent occupational mismatch.

Size and Focus of a Venture Capitalist's Portfolio

Abstract
We take a portfolio approach to analyze the investment strategy of a venture capitalist (VC) and show that portfolio size and scope affect both the entrepreneurs' and the VC's incentives to exert effort. A small portfolio improves entrepreneurial incentives because it allows the VC to concentrate the limited human capital on a smaller number of startups, adding more value. A large and focused portfolio is beneficial because it allows the VC to reallocate the limited resources and human capital in the case of startup failure and allows the VC to extract greater rents from the entrepreneurs. We show that the VC finds it optimal to limit portfolio size when startups have higher payoff potential - that is, when providing strong entrepreneurial incentives is most valuable. The VC expands portfolio size only when startup fundamentals are more moderate and when he can form a sufficiently focused portfolio. Finally, we show that the VC may find it optimal to engage in portfolio management by divesting some of the startups early since this strategy allows him to extract a greater surplus.

Abstract
The Volume XIV analyses the “New Growth and Poverty Alleviation Strategies for Africa“. Institutional issues and perspectives in designing new growth and poverty alleviation strategies are considered in various case studies (Cote d'Ivoire, Nigeria, Botswana and Tanzania). Other studies deal with institutional problems of resource-rich countries after conflict (Sudan) and with the institutions to enhance environmental protection parallel to economic growth and poverty reduction (Niger). Further studies deal with institutions to bridge the gap between formal and informal entrepreneurial sectors in Kenya and Tanzania. Local issues and perspectives for designing new growth and poverty alleviation strategies are considered in case studies on rural-urban development gaps in Tanzania and on microfinance as an instrument for new growth and poverty alleviation strategies (Tanzania and Eritrea). A study on small farmers in Ghana provides information on the role they can play in value chains. Two studies on Nigeria highlight the local and the sub-regional health and poverty alleviation programmes and the relation to growth. Book reviews and book notes on the theme are part of the volume. This volume builds the foundation for a comprehensive strategy of policy reforms in Africa so as to integrate new growth and poverty alleviation strategies. Complementary to Volume XIV is Volume XIII on “New Growth and Poverty Alleviation Strategies for Africa - Interational and Regional Perspectives“. Both volumes are of importance for all those who work in African countries as officials, executives, managers, researchers, and policy-makers, but also for all those who actively support Africa's development concerns at the international, regional, country, local, and project levels. They will experience this Volume XIV and also the complementary Volume XIII as indispensable sources of insight, reference, and inspiration.

The Economic Optimality of Sanction Mechanisms in Interorganizational Ego Networks – A Game Theoretical Analysis –

Abstract
Even though small- and medium-sized firms (SMEs) were believed not to proceed beyond exporting in their internationalization routes, we can observe new types of co-operation intensive entrepreneurial firms – so-called “micromultinational enterprises” (mMNEs) – entering the global landscape. These firms face the challenge to manage and control a portfolio of national and international alliances simultaneously (ego network). The aim of this paper is to provide game theoretically consolidated conditions in order to analyze the effectiveness and efficiency of interorganizational sanction mechanisms in an alliance portfolio setting. A game theoretical framework is developed over three stages with increasing complexity. Results show that two out of six analyzed sanction mechanisms do not fulfill the game theoretical condition for effectiveness. The efficiency analysis sensibilizes for discretionary elements in governance structures and demonstrates that not one single sanction mechanism but rather the right choice and combination of different types of sanction mechanisms leads to efficient results. We contribute to the international business, alliance, and network literature in several ways by focusing on alliance portfolios held by mMNEs. In doing so, we move beyond the dyadic level and analyze sanction mechanisms from an ego network perspective, a still widely under-emphasized topic in the literature.

The Identification of Technology Regimes in Banking: Implications for the Market Power-Fragility Nexus

Abstract
Neglecting the existence of different technologies in banking can contaminate efficiency, market power, and other performance measures. By simultaneously estimating (i) technology regimes conditional on exogenous factors, (ii) efficiency conditional on risk management, and (iii) Lerner indices of German banks, we identify three distinct technology regimes: Public & Retail, Small & Specialized, and Universal & Relationship. System estimation at the regional level reveals that greater bank market power increases bank profitability but also fosters corporate defaults. Corporate defaults, in turn, lead to higher probabilities of bank distress, which supports the market power-fragility hypothesis.

Co-existence of Unemployment and Skilled Labour Shortage? Evidence from Thuringia

Abstract
In the light of favourable business conditions during the previous years, business organizations have repeatedly cautioned about a skilled labour shortage that could constrain future development of enterprises. While shortages may be typical of phases of economic expansion, the skilled labour shortage might turn into a permanent phenomenon if one takes into account the shrinking of the working-age population. The demographic transition occurs at an especially rapid pace in Eastern Germany. At the same time, this region still exhibits high rates of chronic unemployment, which renders the possibility of a skilled labour shortage questionable.
We focus on the federal state of Thuringia and investigate two questions. Firstly, we evaluate to what extent occupation-specific bottlenecks exist both in Germany and in Thuringia, using a set of criteria based on official labour market statistics. We find evidence of high utilization of labour supply in technical and metalworking professions in Germany. In the majority of these occupations, the same is true for Thuringia. Hence, a high level of unemployment and skilled labour shortage may coexist, at least in a transition phase. Secondly, we investigate whether companies in Thuringia already expect problems when searching for skilled personnel in the near future. For this purpose, the IWH has conducted a survey among approximately 1 000 companies. It turns out that 61% of the interviewed companies anticipate such problems, with statistically significant differences with respect to the companies’ characteristics. In addition, we discuss selected policies that companies plan to implement in the field of human resource management when anticipating problems.

Abstract
Economic policy has to reconcile a very complex set of objectives. Often, there is a trade-off between these policy targets. This paper focuses on objectives related to the improvement of the regional economic structure and the environmental protection. In Germany, regional policy is pursued among other things using investment grants within the Joint Task framework. At the federal state level, the Länder select and support sustainable investment projects. Some federal states have changed their investment support framework and aim for additional political targets such as environmental protection. Politicians in the Free State of Saxony discuss the option to offer an addition to the basic investment grant. This applies to plants that operate a certified environmental management system. Related to this current political debate this paper describes the effects of such regulatory measures. The article shows that under a particular set of circumstances the envisaged regulation actually could lower the overall level of supported investment and therefore would not stimulate the introduction of environmental management systems. Hence both political objectives would not be fully reconciled. The alternative way could be a direct support of environmental management systems as already introduced in selected other Länder.
