Abstract
The Joint Task “For the Improvement of the Regional Economic Structure“ is one of the most important Instruments of the German regional policy. This instrument is applied in regions with strong structural problems and aims to reduce unemployment. The instruments institutional framework demands the creation of additional permanent posts. This paper explores that these requirements can provoke inefficient combinations of production factors. The reasons for that problem can be seen in market failures as well as political disappointments. The government of each federal state has an incentive to demand permanent posts as much as possible because public revenue can equal the government expenditures after a relative short time period due to employment and production effects. The institutional framework of the German financial equalization scheme between the federal states contributes to that problem too - the expenditures for subsidization can be balanced by perequations paid by the other federal states.

Abstract
On behalf of the Thuringian Ministry of Economics, Technology, and Labor, the Halle Institute for Economic Research (IWH) has conducted a survey of current labor market conditions in Thuringia. We forecast changes in labor demand within occupation groups in the period 2009-2015. According to our predictions, 80 000 additional workers are required both to replace older workers reaching retirement age and to accommodate industrial growth resulting from structural change. While the size of the working-age population will be large enough to meet this demand, there is a risk of occupational mismatch and lack of labor market integration of certain groups. In this context we devise policy recommendations. In addition, we present results of a survey of approximately 1 000 Thuringian companies. Interviews were conducted by IWH in the summer of 2008 and cover topics on previous and future staffing policy. The questionnaire focuses on companies’ strategies to meet their demand for skilled labor and their evaluation of potential measures in the fields of education, labor market, and economic policy.

Abstract
We forecast the number of qualified workers required in the German federal state Thuringia until 2015 on the basis of the manpower requirement approach. Disaggregated by types of qualification, this method distinguishes between two sources of recruitment requirements: replacement demand for old workers and expansion demand to reflect structural changes of industry sectors and productivity growth. Both components are calculated from register data on employment covered by social security. Relative to current employment, recruitment requirements vary across occupations. A comparison of recruitment requirements for medium-skilled workers with the structure of vocational training reveals potential mismatch between demand and supply of medium-skilled labor in the near future if the composition of apprenticeship programs remains unchanged. The study closes with policy recommendations to prevent occupational mismatch.

Abstract
Due to the falling global demand for commodities and the heavy decline of world oil prices in last summer, Russian economy was affected seriously. The following decrease in export revenues and a wave of short-term capital withdrawals led to a crash of Russian stock and capital markets and a deterioration of the economic situation at the end of the previous year. The government decided to stabilize the exchange rate of the Rouble by interventions and to support the domestic banking sector in order to maintain credit availability. In respect of the approaching recession, the parliament approved an economic stimulus package that would help to stabilize the economy and to avoid too strong social burdens for the households. Nevertheless, there is a strong weakening of economic growth because of the economy’s dependency from oil prices and the lack of alternatives up to now.

Lending Technology, Bank Organization and Competition

Abstract
This paper reviews recent theoretical and empirical studies investigating how both bank technology and organization shape bank-borrower interactions. We refer to two related concepts for bank technology. First, the technologies banks employ in loan granting decisions and second, the advances in information technology linked to the bank's lending technology. We also summarize and interpret the theoretical and empirical work on bank organization and its influence on lending technologies. We show that the choice of lending technology and bank organization depend heavily on the availability of information, the technological progress in the collection of information, as well as the banking market structure and the legal environment. We draw important policy conclusions from the literature. Competition authorities and supervisors have to remain alert to the consequences of the introduction of any new technology because: (1) advances in technology do not necessarily lead to more intense banking competition, and (2) the impact of technological and financial innovation on financial efficiency and stability depends on the incentives of the entire „loan production chain.‟

Changing patterns of employment

Abstract
In Germany, the typical pattern of employment is still an employee with open-ended full time contract (standard employment relationship). Nearly three out of four employed persons work in that type of employment. However, during the last years, a number of other employment models expanded in the labour market: part-time, temporary, short-term and marginal workers. Main reasons for that development are the effects of globalization, the structural change in modern economies (the increasing importance of the services sector), and changing preferences on the part of employees to achieve a better work-life-balance. The article deals with the rise of atypical employment relationships. We find that atypical work is a domain of female and young people. During the last years, atypical employment relationship in West and East Germany increased similarly due to globalization. Differences in employment patterns between East and West could be linked to employment behaviour and structural determinants.

Abstract
Our study tries to find out whether wage dynamics between Euro member countries became more synchronized through the adoption of the common currency. We calculate bivarate correlation coefficients of wage and wage cost dynamics and run a model of endogenously induced changes of coefficients, which are explained by other variables being also endogenous: trade intensity, sectoral specialization, financial integration. We used a panel data structure to allow for cross-section weights for country-pair observations. We use instrumental variable regressions in order to disentangle exogenous from endogenous influences. We applied these techniques to real and nominal wage dynamics and to dynamics of unit labor costs. We found evidence for persistent asymmetries in nominal wage formation despite a single currency and monetary policy, responsible for diverging unit labor costs and for emerging trade imbalances among the EMU member countries.

Abstract
We show that transaction costs and external economies, which change institutional arrangements heavily, influence cluster structures. Two types of clusters, (i) the vertical cluster where a hub dominates suppliers that have settled in the vicinity and, (ii), the horizontal cluster where firms share a common platform – historically a natural resource, today often knowledge and competences. Furthermore, non-cluster firms exist. We show, in a model, how these types emerge from the interaction found in firms and the interaction of firms within a network system. Changing transaction costs and externalities influence clusters and produce cluster dynamics. The sustainability of a cluster depends on its ability to stabilize the basis of its existence. This is easier for horizontal clusters that can steadily develop their knowledge and competence platform than for a vertical cluster which heavily depends on product life cycles. We give some evidence for clusters in East Germany, which presents an interesting example. The Treuhand atomized the giant combines, so that the rearrangements may be interpreted as results of fundamental market forces. Therefore major influences on the emerging institutional structure should stem from transaction costs and externalities.

Abstract
We estimate the effect of internet penetration on retail bank margins in the euro area. Based on an adapted Baumol [1982] type contestability model, we argue that the internet has reduced sunk costs and therefore increased contestability in retail banking. We test this conjecture by estimating the model using semi-aggregated data for a panel of euro area countries. We utilise time series and cross-sectional variation in internet penetration. We find support for an increase in contestability in deposit markets, and no effect for loan markets. The paper suggests that for time and savings deposits, the presence of brick and mortar bank branches may no longer be of first order importance for the assessment of the competitive structure of the market.

Abstract
The rent levels between East- and Westgermany differ less than one Euro on average. This difference seems very slow regarding the persistant economic disparities and high vacancy rates in East-Germany.
Based on the assumtion, that income and life quality aspects have an impact on the local rent level a set of variables is regressed on the rent of several housing quality segments in a cross-section analysis at the community-level. The regression contains demographic, economic and housing-market-related variables and a dummy variable for east germany. It incorporates hypotheses about a special supplier structure and several market interventions that are related to the transformation process from socialistic into market economic structures after the reunification in the 1990s.
The results show a significant positive coeficiant for the east german dummy in two segments of the housing stock. Further Research about the reasons for the extra charge are important, because theese findings may be responsible for the continous out migration from East Germany.
