Abstract
The study evaluates different ESF-funded labour market programmes by comparing the labour market status at different points in time after the treatment. In order to solve the selection problem we employ a standard matching algorithm with a multi-dimensional distance measure. The effects of the analyzed programmes (wage subsidies, start-up subsidies and qualification measures for recipients of social welfare) are very heterogeneous. It can be observed that the direct integration into the regular labour market provides an advantage for the supported individuals. Its lasting effects, however, strongly depend on the group of persons being supported, the type of treatment and the employers’ financial share.

Options and Limits of the Matching Approach – An Application to Workers Participation

Abstract
The evaluation of economic effects of workers participation is not simple from the methodical point of view because of specific characteristics of establishments with works councils. Especially recent studies show contradictory results. In this study problems are pointed out, discussed, and options for solution are presented on the example of workers participation in East German establishments of industry and construction by the IABEstablishment Panel. An optimal matching-algorithm which supplies good matching-results for small samples to assign ‘statistical establishment-twins’ is applied. But by reason of very short primarily spells it can only calculate short time effects. Therefore, the matching method is additionally used to construct longer observation periods. By this new application establishments with recently founded works councils are matched with so called ‘proxy establishments’ with existing works councils. As a result short observation periods are prolonged and information about long-term effects can be given. The effects on productivity, profitability and qualification level of employees show neither in short-term nor in long-term a significant impact on workers’ participation.

Who Invests in Training if Contracts are Temporary? - Empirical Evidence for Germany Using Selection Correction

Abstract
This study deals with the effect of fixed-term contracts on work-related training. Though previous studies found a negative effect of fixed-term contracts on the participation in training, from the theoretical point of view it is not clear whether workers with fixed-term contracts receive less or more training, compared to workers with permanent contracts. In addition to the existing strand of literature, we especially distinguish between employer- and employee-financed training in order to allow for diverging investment patterns of worker and firm. Using data from the German Socio-Economic Panel (GSOEP), we estimate a bivariate probit model to control for selection effects that may arise from unobservable factors, affecting both participation in training and holding fixed-term contracts. Finding negative effects for employer-sponsored, as well as for employee-sponsored training, leads us to conclude that workers with fixed-term contracts do not compensate for lower firm investments.

Abstract
In der wirtschaftswissenschaftlichen Diskussion wird die hohe Zahl von Sozialhilfeempfängern vor allem damit begründet, dass der Lohnabstand zwischen Erwerbstätigkeit und Sozialhilfe zu gering sei. Folglich lohne es sich nicht zu arbeiten. Eine statistische Absicherung dieser Aussage fehlt jedoch ebenso wie die Einbeziehung alternativer Anreizfaktoren in eine multiple Analyse. Darüber hinaus kann das Argument nicht erklären, warum ein hoher Anteil derjenigen Haushalte, die einen Anspruch auf Sozialhilfe haben, diesen nicht geltend macht. Die vorliegende Untersuchung schließt diese Lücken. Zum einen wird ein neues theoretisches Konzept der Anreizethik entwickelt und gemeinsam mit der Lohnabstandshypothese geprüft. Zum anderen werden bei der Analyse der Nichtinanspruchnahme methodische Schwächen der bisherigen Analysen beseitigt. Übertragen auf die Hartz IV-Reform lassen die Ergebnisse erwarten, dass die Nichtinanspruchnahme der Sozialleistung zurückgehen wird, während sich die Anreize zur Überwindung des Bezugs z. T. sogar verschlechtert haben.

A Game Theoretic Analysis of the Conditions of Knowledge Transfer by New Employees in Companies

Abstract
The availability of knowledge is an essential factor for an economy in global competition. Companies realise innovations by creating and implementing new knowledge. Sources of innovative ideas are partners in the production network but also new employees coming from another company or academia. Based on a model by HECKATHORN (1996) the conditions of efficient knowledge transfer in a team are analysed. Offering knowledge to a colleague can not be controlled directly by the company due to information asymmetries. Thus the management has to provide incentives which motivate the employees to act in favour of the company by providing their knowledge to the rest of the team and likewise to learn from colleagues. The game theoretic analysis aims at investigating how to arrange these incentives efficiently. Several factors are relevant, especially the individual costs of participating in the transfer. These consist mainly of the existing absorptive capacity and the working atmosphere. The model is a 2x2 game but is at least partly generalised on more players. The relevance of the adequate team size is shown: more developers may increase the total profit of an innovation
(before paying the involved people) but when additional wages are paid to each person a greater team decreases the remaining company profit. A further result is
that depending on the cost structure perfect knowledge transfer is not always best for the profit of the company. These formal results are consistent with empirical studies to the absorptive capacity and the working atmosphere.

Abstract
The paper investigates the distribution of income in West and East Germany over the period 1996 to 2002 using data from the respective microcensus. Special emphasis is put on the income distribution of those households and living communities which can be characterized as relatively poor. To single out the possible determinants of relative poorness we use Logit regressions. It turns out that the most important source of relative poorness is related to the number of children living in a household as well as the status of the family.

Abstract
In Germany considerable amounts of public funds are being spent on business development programs. In order to do so economic reasoning is needed. In particular the programs for supporting investment lack microeconometric empirical evaluation. To close this gap the special program „Gemeinschaftsaufgabe zur Verbesserung der regionalen Wirtschaftsstruktur“ (GA) is exemplarily analyzed. This program is intended to strengthen the capital stock of the East German economy, so firms of the East German manufacturing industries will be studied. A comparison of the two fundamental methods for microeconometric evaluation shall demonstrate the general problems in analyzing the effectiveness of development programs. The matching estimator provides more stable results then a sample selectivity model. The results suggest that the GA generates considerable extra investment activities.

Abstract
The accurate measurement of the level and composition of private consumption is one of the crucial tasks of official statistics. There are different ways of measurement that have to be compared and assessed. In the following, a comparison between a supplier side based and a consumers side based measurement (household budget surveys) shows, that the the later one still has some drawbacks. Additionally the household budget surveys are used for microeconometric consumption analysis. Recommendations, potentials and drawbacks will be worked out.

Abstract
In this paper the results of a microeconomic approach will be analysed. The study consists of the purposition that there could be an onesided relation between the increase in the wage rate and the time-laged increase of productivity. This is of special relevancy for a transforming economy like the east german one. The sample contains firm data of the east german manufacturing sector. The findings are that there is not such a presumed relation. Instead of this you can find a negative relation between changes in wage rate and productivity. This is only valid for a subgroup of firms with rising unit labor costs in the past. These firms deteriorate in contrast to the other firms.

Abstract
In dieser Arbeit, die auf einem Kapitel eines Gutachtens für das Bundesministerium der Finanzen zu den Anreizwirkungen der Sozialhilfe beruht, werden drei Kombilohnstrategien mit einer engen Zielgruppenbindung hinsichtlich ihrer Effekte bezüglich Erwerbsbereitschaft und fiskalischen Folgen für Ost- und Westdeutschland untersucht. Die Arbeitsangebotsentscheidung wird dabei unter Berücksichtigung des Haushaltskontextes im Rahmen eines mikroökonometrischen Conditional-Logit-Modells erfasst. Die Bereitschaft zur Aufnahme einer Erwerbsarbeit steigt tatsächlich, unterscheidet sich je nach Reformkonzept, Region, Geschlecht und Haushaltskontext aber beträchtlich. Die enge Zielgruppenbeschränkung auf Sozialtransferbezieher hat zur Folge, dass bei Erwerbsaufnahme trotz Subvention ein Teil der Transferzahlungen durch eigenes Einkommen ersetzt wird und die gesamtfiskalische Belastung des Staates damit zurückgeht.
