Interbank Exposures: An Empirical Examination of Contagion Risk in the Belgian Banking System

Abstract
Robust (cross-border) interbank markets are important for the proper functioning of modern financial systems. However, a network of interbank exposures may lead to domino effects following the event of an initial bank failure. We investigate the evolution and determinants of contagion risk for the Belgian banking system over the period 1993–2002 using detailed information on aggregate interbank exposures of individual banks, large bilateral interbank exposures, and cross-border interbank exposures. The "structure" of the interbank market affects contagion risk. We find that a change from a complete structure (where all banks have symmetric links) toward a "multiplemoney-center" structure (where money centers are symmetrically linked to otherwise disconnected banks) has decreased the risk and impact of contagion. In addition, an increase in the relative importance of cross-border interbank exposures has lowered local contagion risk. However, this reduction may have been compensated by an increase in contagion risk stemming from foreign banks.

Economic 'Clusters' in East Germany: Evidence on the Location and the Characteristics of Spatially Concentrated Industries

Abstract
The contribution provides empirical findings, which regions in East Germany show spatially concentrated industries possessing ”cluster” qualities. The latter are regarded as being existent if spatially concentrated industries coincide with networking activities and innovative competences. The findings reveal that spatially concentrated industries possessing the qualities sketched are relatively rare, and they are, if existent, primarily located in the East German agglomerated spaces. This in mind, the article draws the conclusion, that spreading regional policy schemes by the “watering can principle” should be avoided. Instead, the resources should be concentrated on locations where spatially concentrated industries are existent. Networks and innovative competences should be strengthened there.

Abstract
Im Mittelpunkt der gegenwärtigen ökonomischen Entwicklung steht verstärkt Wissen als fundamentale Ressource und Triebkraft wirtschaftlichen Wachstums sowie Lernen als der bedeutendste Prozess. Diese Sichtweise wird durch das theoretische Konstrukt der Learning Economy beschrieben. Die Organisationsform des Netzwerkes gilt dabei als geeignetes Arrangement, um die Teilnahme an Lernprozessen sowie den Zugangs zu einer breiten und diversifizierten Wissensbasis zu gewährleisten. In der vorliegenden Arbeit werden im Rahmen der konzeptionellen Charakteristika der Learning Economy die möglichen Ausprägungen einer aktiven Netzwerktätigkeit, die erfolgsdeterminierenden Mechanismen eines Netzwerkes als auch die mit einem Netzwerkarrangement verbundenen Probleme dargelegt. Es zeigt sich einerseits, dass Netzwerke grundsätzlich einen geeigneten Mechanismus darstellen, um den Notwendigkeiten einer Learning Economy zu begegnen. Andererseits wird ersichtlich, dass die Funktionsfähigkeit von Netzwerken und das Ausschöpfen der vorhandenen Möglichkeiten keinesfalls ohne konstante Anstrengungen der Partner und ein detailliertes Verständnis der zentralen Wirkungszusammenhänge erreicht werden kann. Daher ist die zum Teil euphorisch praktizierte Netzwerkdiskussion in mancher Hinsicht differenziert zu betrachten. Besonders der Abfluss ökonomisch sensiblen Wissens, der nicht-wechselseitige Wissensaustausch sowie die Abschottung bestimmter regionaler Netzwerkstrukturen können schwerwiegende Folgen nach sich ziehen.

Firm-Specific Determinants of Productivity Gaps between East and West German Industrial Branches

Abstract
This research assesses the firm-specific reasons for lower producitivity levels between West and East German firms. The study is based on a unique data-base generated by field-work in the two particularly important sectors of machinery manufacturers and furniture manufacturers. Our results suggest that the quality of human capital plays an important role in explaining lower productivity levels, as well as particularly networking activities, and the use of modern technologies for communication. Classifying those as management-functions beyond the organisation of the production process itself, we identify management deficits as the main specific determinants of productivity gaps between West and East German firms.

Abstract
The contribution presents the results of an empirical study conducted by the Halle Institute for Economic Research on behalf of the Federal Office for Building and Regional Planning. The study concerns the identification of “regional clusters” for all spatial planning regions in East Germany. As criteria to identify clusters, three components were taken into consideration: spatially concentrated industries, enterprise networks and innovative competence fields, whereas, for the purpose of identifying “clusters”, the networks and innovative competences have to show a co-incidence with the industry which is spatially concentrated. Cases of co-incidence of all three elements were categorised as economic development cores (or spots), i. e. as forms of spatially concentrated economic activities which show cluster-relevant qualities. For regions which possess economic development spots, the growth perspectives can be expected as more favourable in comparison with other regions. The findings show a particularly high concentration of economic development spots in the Berlin region as well as in the Federal States of Saxony and Thuringia, where the cities of Dresden, Leipzig, Erfurt and Chemnitz form delineating points within which a particularly high number of economic development spots are existent. As a consequence, the study might initiate a debate in favour of a stronger spatial concentration of regional policy measures instead of spreading the resources by “watering can principle”.

Abstract
In the past two decades, Alternative Trading Systems (ATSs) started to compete with traditional exchanges. Our paper focuses on one such system: a Crossing Network (CN). First, we discuss the distinct institutional aspects a CN offers compared to traditional markets. Next, we present an overview of the theoretical and empirical literature analyzing their success in competing with traditional markets. Finally, we offer some prospects on the potential outcome of this competition, taking into account market design issues such as the optimal degree of transparency of CNs. We also provide a market practioner’s view on the market design of CNs.

Der Begriff „Cluster“ ist in jüngster Zeit für die Akteure der Raumentwicklungspolitik auf allen Ebenen des Staates fast zu einer Art Zauberformel zur Beschwörung der Kräfte des regionalen Wirtschaftswachstums geworden. Die Sache hat allerdings mindestens zwei Haken: erstens hat jeder Akteur seine eigene Auffassung von dem, was unter Clustern zu verstehen ist; zweitens besteht ebenfalls keine Einigkeit darüber, mit welchen Strategien die vorhandenen Cluster unterstützt oder neue Cluster entwickelt werden sollten.

The Effects of Shared ATM Networks on the Efficiency of Turkish Banks

Abstract
This study investigates whether forming shared ATM networks has yielded positive benefits for banks in Turkey by increasing their productive efficiency. Using a Data Envelopment Analysis (DEA) approach, pure technical and scale efficiency scores of Turkish banks are estimated and analysed for the period 2000–2003. The results suggest that although it is possible to realize positive effects through ATM sharing arrangements, there are multiple factors that determine which banks realize such benefits. The geographical distribution of shared ATMs between urban and rural markets and the level of competition between banks within urban areas are shown to be important determinants of differences in bank efficiency. This discrepancy between the gains associated with ATM sharing may have important implications concerning the adoption and sharing of new technology by banks in developing countries.

Abstract
According to theoretical implications the success of enterprises benefits from co-operation in clusters and networks. Studies of cluster and network processes show this for the industries chemistry/plastics and biotechnology/Life Sciences in Central Ger-many. Therefore enterprises which are organized in networks have better economic characteristics. Estimations of the productivity of firms using co-operation-based and non-co-operation-based factors as independent variables reveal a significantly positive influence of the propensity to co-operate as well as networking. In this regard scientific institutions and universities located in the region of firms play an important role. From this analysis it can be generalized and concluded, also concerning other industries, that networks emerge automatically under certain conditions. Nevertheless their creation and development should be encouraged, e.g. by efficiency strengthening of public research and university education as well as the intensification of co-operation and networking between the scientific and the corporate sector. This can promote the technology and human capital transfer.
