Abstract
According to theoretical implications the succes of enterprises benefits from co-operation and integration into networks. Enterprises of the biotechnology sector in particular have a high propensity to build up co-operations. Estimations of the growth of firms using co-operation-based and non-co-operation-based factors as independent variables reveal a significantly positive influence of the propensity of co-operation as well as networking. In this regard scientific institutions and universities located in geographical proximity of firms play an important role. From this analysis it can be generalized and concluded, concerning other industries too, that networks emerge automatically under certain conditions. Nevertheless their creation and development should be encouraged, e.g. by efficiency incentives for public research and education of universities as well as an intensification of co-operation and networking between the scientific and the corporate sector. This can promote the technology and human capital transfer.

Abstract
Spätestens mit den so genannten Hartz-Reformen auf dem Arbeitsmarkt verstärkt sich das Interesse der Öffentlichkeit an der Arbeitsvermittlung und ihrer Wirksamkeit. Eine effiziente Arbeitsvermittlung ist nicht nur wünschenswert, sondern auch notwendige Voraussetzung für einen spürbaren Abbau von Arbeitslosigkeit. Aber die Vermittlung allein ist nur eine notwendige, keine hinreichende Bedingung dafür, dass die Arbeitsuchenden auch entsprechende Beschäftigungsverhältnisse abschließen können. Gesetzliche und tarifvertragliche Regelungen können trotz aller Vermittlungsbemühungen dazu führen, dass potenzielle Arbeitsplätze nicht besetzt werden....

Stability and Growth Pact: No appropriate Strategy for Consolidation

Abstract
In the last years public budgets in the EU worsened more an more. Especially when considering the demographic development in western industrial countries and, thus, increasing pressures on public spending, these findings are distressing. Consolidation can either be achieved by a sequence of discretionary policy decisions or be the result of a fiscal rule – whereas the last seems to be predominant. Creating the Stability and Growth Pact the EU decided to establish a fiscal rule. This rule, which apparently has failed to reign in public deficits. So a reforming debate has recently started. The superiority of a rule crucially depends on whether it is well defined and whether it satisfies certain criteria. According to these criteria the Stability and Growth Pact clearly shows weak points. Moreover the proposals now discussed not only show the same weaknesses – they even create new ones and mainly work by reducing requirements. Against this background the IWH again proposes the implementation of a spending path that is superior to the Stability and Growth Path.

The influence of Vertical Integration and Property Rights on Network Access Charges in the German Electricity Markets

Abstract
German Electricity markets were deregulated in the late nineties of the last century. In contrast to other European countries, the German government enacted negotiated third party access instead of installing a regulation authority. Network access charges for new competitors are based on contractual arrangements between energy producers and industrial consumers, which specify the calculation schemes for access charges. Local and regional suppliers are nevertheless able to set (monopolistic) charges at their own discretion, restricted only by the possibility of interference competition authorities. While some of those suppliers have been acquired by one of the four Transmission System Operators and become vertically integrated, the majority is still independent public utility companies. In this paper we analyse if there is evidence for different charging behaviour depending on the supplier’s economic independence or its level of vertical integration. Controlling for other coefficients as the so called structural features and related cost differences as well as the influence of competition law suits, multivariate estimations show significantly lower access charges than vertically separated suppliers, whereas incorporated network operators charge significantly higher charges compared to independent suppliers for at least one typical case.

Abstract
Due to the increasing competition from abroad which is able to offer services for lower prices because of lower wage standards the stress of competition intensifies in Germany. With regard to West Germany the East German companies - paying lower wages – represent an immediate business competition. The supporter of the Tariftreuegesetze (laws concerning the construction industry which restrict public contracts only to contractors who pay union wages) see the laws` advantage in eliminating the existing differences in competitive conditions, which emerge from differences on the wage level. The IWH study concludes that the named wage laws do not seem necessary from an economic point of view.

The Reform of Local Public Services of General Interest in Europe

Abstract
The benefits of a reduced supply of local public services may more than outweigh the supposed welfare losses. This was suggested by various theoretical and empirical investigations in many fields of economics during the last decades. Nevertheless, local and national politicians, trade unionists, charities, and other lobbyists have succeeded in preventing further liberalisation of “services of general interest” in Europe. This article examines why these preserve agents have been and are still successful. The analysis is based on an institutional economic approach. Several policy measures and institutional changes are suggested to either reduce influence of preserve agents or to compensate them for their losses.

Opportunities and Risks for Regional Development in Former East German Brown Coal Mining Areas: The Case of the “Geiseltal” Mining Area in Saxony-Anhalt

Abstract
The rehabilitation of former brown coal open mining locations represents an important section of the economic and ecological restructuring process in East Germany, taking place since 1990. The recent progress in rehabilitation has led to large amounts of newly disposable space and thus expands the opportunities for regional development, especially with respect to tourism. But the possible positive effects are at risk because of diverse obstacles. In the case of the former open mining location of the “Geiseltal” in the south of Saxony-Anhalt such obstacles show up in form of a strong identification of the residents with the tradition of mining industry, in form of the expansive interests of nature protection organizations, and in form of inadequate organisational structures of the local public administration. In the case of a tourism-oriented development strategy risks arise concerning the actual duration of the remaining recultivation process and concerning the competition with locations with similar development targets.

Does Transparency of Central Banks Produce Multiple Equilibria on Currency Markets?

Abstract
A recent strand of literature (see Morris and Shin 2001) shows that multiple equilibria in models of markets for pegged currencies vanish if there is slightly diverse information between traders. It is known that this approach works only if there is not too precise common knowledge in the market. This has led to the conclusion that central banks should try to avoid making their information common knowledge. We present a model in which more transparency of the central bank means better private information, because each trader utilizes public information according to her own private information. Thus, transparency makes multiple equilibria less likely.

Abstract
The paper analyzes the factors, which are important for the success of biotechnology companies and bio regions. For these purposes the local conditions of an advanced bio region are compared with a not so advanced bio region in a bench mark approach. The significant factors for the success of biotechnology companies and bio regions are identified by the logistic regression analysis. The result is that a bundle of factors for the development of biotechnology companies and bio regions is important. Therein the supply of human capital, networks and public research in the region play an outstanding role.

Abstract
The paper discusses the consequences of the planned reform of the unemployment security system, namely the new unemployment benefits II which consists of the former “Arbeitslosenhilfe“ and of transfers from the social welfare system. The paper calculates the expected reductions in public spending and relates a part of this amout to a possible reduction in labour unit costs and its consequences for employment.
