Abstract
In this paper we establish a direct link between the communist history, the resulting structure of social capital, and attitudes toward spatial mobility. We argue that the communist regime induced a specific social capital mix that discouraged geographic mobility even after its demise. Theoretically, we integrate two branches of the social capital literature into one more comprehensive framework distinguishing an open type and a closed type of social capital. Using the German Socio-Economic Panel (GSOEP) we take advantage of the natural experiment that separated Germany into two parts after the WWII to identify the causal effect of social capital on mobility. We estimate a three equation ordered probit model and provide strong empirical evidence for our theoretical propositions.

Innovation within the Maritime Cluster of QUÉBEC – Evaluation of a Regional Study in Québec

Abstract
The present analysis is based on the hypothesis that the potential of regional development of an industry or a branch depends on the potential to innovate. There are two research questions: Is the cluster concept applicable for the maritime branch of the maritime region of Québec? Second, whether the branch can become an economic pillar for the maritime region? The study uses data from a regional survey focusing mainly on the internal characteristics of the firms. The results show that most of the enterprises of the sample are small and medium sized firms which innovate less. The data suggest that the characteristics of the maritime branch of the maritime region of Québec do not support the adaption of the concept of Cluster as a strategy of regional development.

Abstract
The 'cluster theory' has become one of the main concepts promoting regional competitiveness, innovation, and growth. As most empirical applications focus on measures of concentration of one industrial branch in order to identify regional clusters, the appropriate analysis of specific vertical relations is developing in this discussion. This paper tries to identify interrelated sectors via national input-output tables with the help of minimal flow analysis (MFA). The regionalization of these national industry templates is carried out with the allocation of branch-specific production values on regional employment. As a result, the paper shows concentrations of vertical clusters in only 27 of 439 German Nomenclature des Unite´s Territoriales Statistiques (NUTS)-3 regions.

Economic Effects of Investment Grants for Water and Sewerage Infrastructure – The Case of Saxony

Abstract
The article deals with the regional economic growth effects of the German “Joint Scheme” for the improvement of regional economic structures (“GA-Infra”). It focuses on water and sewerage projects located in the federal state of Saxony (Germany) during the funding period 2000-2007. Evaluating these projects is important for scientific as well as for economic policy reasons.
First of all, according to general economic theory, the potential direct and indirect supply-side effects of the water and sewerage infrastructure as well as the price effects caused by this infrastructure are relevant for location decisions only to certain branches of the manufacturing industry.
Subsidies for the development of the sewerage infrastructure have been granted mostly according to the growth target of regional policy, i.e. primarily to municipalities with above-average volumes of industry sewage. This finding could not be confirmed for water provision.
A regression analysis (estimating the labour demand of the local manufacturing industry) showed no empirical evidence for any relationship between the changes in labour demand and the amount of GA-Infra funded water and sewerage infrastructure investments. This might be a consequence of the already satisfactory development condition of the infrastructure in question at the beginning of the funding period (“ubiquitous infrastructure”).
According to a survey of local governments conducted by the IWH, these results might be explained by the fact that business customers did not benefit from price reductions despite the GA-Infra funding granted to their local water and sewage disposal providers. Even though there might be some intuitively plausible reasons (decreasing population, no connection fees) for these findings, no effect on firm location decisions can be expected under these circumstances.
All in all, we do not consider the further extension of these funding priorities to be necessary. Especially, the GA-Infra water/sewerage grants should neither be used to mitigate the cost effects of demographic changes or regulation nor to compensate for losses caused by the buyer power of large firms.

Possible Ways for Developing a Media City: Chances for Newcomer Cities are rather Limited!

Abstract
Numerous cities try to set up themselves as centres of creative businesses, especially for media industry. Behind such strategies for supporting the local media economy stands the aim to profit from the high share of supra-regional sales in the media economy, from possible image effects as well as – especially in Germany – from the backflow of taxes for public broadcasting. Against this background, the article examines the efficiency of possible instruments for local decision makers to improve the location conditions for the media industry. An analysis of the location preferences of the media industry shows that localization economies as well as urbanization economies have a high importance. Economic measures to generate or strengthen these effects are the attraction of public broadcasting stations, the assignment of subsidies for local film and media producers, the endowment with science facilities and educational institutions which are relevant for media, the establishment of business incubators specialized on media industry, and the development of inter-firm networks and special city districts for the local media industry. Our analysis shows that most of these instruments have only limited impacts. In particular, cities without public broadcasting stations and without educational institutions relevant for the branch probably will not have the chance to become media cities.

Abstract
Von Clusterstrukturen, d. h. von der regionalen Konzentration von Akteuren einer Branche, werden sich eine Reihe positiver ökonomischer Effekte versprochen. So wird davon ausgegangen, dass Akteure in Clustern von Wissensspillovern profitieren können und folglich eine besonders hohe Innovationskraft aufweisen. Ziel dieser Untersuchung ist es, die Gültigkeit dieser Wirkungszusammenhänge für ostdeutsche Regionen zu prüfen. Zur Abbildung von Clusterstrukturen werden zunächst regionale Branchenschwerpunkte identifiziert. Anschließend werden diese in die Schätzung einer regionalen „Wissensproduktionsfunktion“ einbezogen, um zu prüfen, ob von Clusterstrukturen eine Stärkung der Innovationskraft ausgeht.
Die Ergebnisse zeigen, dass – entgegen den Erwartungen – kein signifikanter Einfluss von Branchenschwerpunkten auf die Innovationsaktivitäten ausgeht. Hingegen konnten Hinweise auf die Wirkung intersektoraler Wissensspillover gefunden werden. Somit besitzen Effekte, die aus der Ballung von Akteuren verschiedener Branchen resultieren (Urbanisierungseffekte), eine höhere Bedeutung für das regionale Innovationsgeschehen als Effekte, die aus
der Ballung von Akteuren einer Branche resultieren (Lokalisationseffekte). Die Studie liefert demnach keine Hinweise darauf, dass ostdeutsche Clusterstrukturen eine besondere Innovationskraft aufweisen.

Abstract
This research assesses the firm-specific reasons for lower productivity levels between West and East German firms. The study is based on a unique data-base generated by field work in the four particularly important industrial sectors of machinery, furniture, cosmetics, and electrotechnics manufacturers and for the two East and West German regions, Poland, the Czech Republic, and Hungary. Our results suggest that apparently management in industrial firms in the East still lack the kind of market-orientation that proves to be at the centre of competitiveness in a market and price-governed system of the modern western-style economy.

Abstract
The contribution presents the results of an empirical study conducted by the Halle Institute for Economic Research on behalf of the Federal Office for Building and Regional Planning. The study concerns the identification of “regional clusters” for all spatial planning regions in East Germany. As criteria to identify clusters, three components were taken into consideration: spatially concentrated industries, enterprise networks and innovative competence fields, whereas, for the purpose of identifying “clusters”, the networks and innovative competences have to show a co-incidence with the industry which is spatially concentrated. Cases of co-incidence of all three elements were categorised as economic development cores (or spots), i. e. as forms of spatially concentrated economic activities which show cluster-relevant qualities. For regions which possess economic development spots, the growth perspectives can be expected as more favourable in comparison with other regions. The findings show a particularly high concentration of economic development spots in the Berlin region as well as in the Federal States of Saxony and Thuringia, where the cities of Dresden, Leipzig, Erfurt and Chemnitz form delineating points within which a particularly high number of economic development spots are existent. As a consequence, the study might initiate a debate in favour of a stronger spatial concentration of regional policy measures instead of spreading the resources by “watering can principle”.

Der Begriff „Cluster“ ist in jüngster Zeit für die Akteure der Raumentwicklungspolitik auf allen Ebenen des Staates fast zu einer Art Zauberformel zur Beschwörung der Kräfte des regionalen Wirtschaftswachstums geworden. Die Sache hat allerdings mindestens zwei Haken: erstens hat jeder Akteur seine eigene Auffassung von dem, was unter Clustern zu verstehen ist; zweitens besteht ebenfalls keine Einigkeit darüber, mit welchen Strategien die vorhandenen Cluster unterstützt oder neue Cluster entwickelt werden sollten.
