„Where Have All the Young Girls Gone …?” Regional Analysis of Young Women’s Migration Behavior

Abstract
The study examines the patterns and determinants of migration flows of young women at the age between 18 and 30 years. At the NUTS-3 regional level, i.e. the district level (Kreise), the German internal migration flows of the year 2005 are explored. From descriptive statistics it can be seen that peripheral regions in East Germany face the strongest migration deficit with respect to young women, whereas agglomerations in West Germany but also in the East benefit from an intense migration surplus within this group. The econometric analysis of determinants of regional migration flows emphasizes the importance of economic, family-related and educational migration motives. Generally speaking, young women tend to choose regions with good income and job opportunities. In addition, they seem to be attracted by regions enabling an appropriate balance between family and career. Furthermore, the existence of excellent educational facilities is a significant pull factor regarding young female migration. This educationally motivated type of migration generates an enduring effect on the regional balance of migration, which is especially true if the educational opportunities in the target region are associated with adequate career perspectives for highly qualified female graduates. In terms of recommendations for action, the study underlines the importance of policy measures improving the regional job and income opportunities. Secondly, the upgrading of fields of study mainly chosen by women seems to be a suitable way to stimulate female immigration. Moreover, the enhancement of the social infrastructure, which promotes a satisfactory work life balance, might attract young women or at least reduce the number of them leaving the region.

Abstract
Our study makes a novel contribution to the analysis of the link between multinational companies' heterogeneity and technological transfer. Thereby, we focus on internal technology transfer i.e. technology flowing from the multinational enterprise to the foreign subsidiary. We estimate the impact of corporate governance, subsidiary objectives, local absorptive capacity, as well as the cultural and geographic distance as potential determinants of internal technology transfer. We control for other observed firm- and industry-specific effects as well as unobserved host-country effects. We test our hypothesis with a firm-level data simultaneously collected from 434 foreign subsidiaries in Poland, Hungary, Estonia, Slovakia and Slovenia in 2002/2003. The evidence seems to indicate that the nature of the parent-subsidiary relationship is subject to the institutional context, subsidiary objectives, and risks involved for the foreign parent. These factors in turn determine the incentives for transferring knowledge to the subsidiary. Foreign subsidiaries' absorptive capacity enhances the intensity of internal technology transfer. In contrast geographic distance seems to limit the extent of technology transfer within the company. Country-of-origin-effects seem not to be statistically relevant for internal technology transfer once we control for observable firm, industry, and unobserved host-country-specific effects.

Abstract
In general, unemployed persons spend more time on further training than full-time employees. Using data of the latest time use survey (Zeitbudgeterhebung) of the Federal Statistical Office, this study analyzes whether this higher potential of time is being used or not. Furthermore, it describes which types of activities are made use of in particular. Heterogeneity due to different relevant socioeconomic characteristics in the two groups is eliminated by the appliance of a matching procedure.
Findings demonstrate that only around 15 % of the unemployed persons participate in further training activities off the job. In case of the full-time employment just under 40 % of the persons would take part. Relating to the average expenditure of time per week the difference decrease clearly. However, altogether the expenditure of time is not higher during unemployment.
A selection of subsamples points out different results, i.e. in some subsamples the expenditure of time for further training is larger during unemployment. However, in the subsample of low skilled persons these results are mainly caused by activities like hearing radio or watching TV. Thus, it is doubtful whether the higher expenditure of time qualifies for the primary labour market.

Abstract
The evaluation of economic effects of workers participation is not simple from the methodical point of view because of specific characteristics of establishments with works councils. Especially recent studies show contradictory results. In this study problems are pointed out, discussed, and options for solution are presented on the example of workers participation in East German establishments of industry and construction by the IAB-Establishment Panel.
An optimal matching-algorithm which supplies good matching-results for small samples to assign 'statistical establishment-twins' is applied. But by reason of very short primarily spells it can only calculate short time effects. Therefore, the matching method is additionally used to construct longer observation periods. By this new application establishments with recently founded works councils are matched with so called 'proxy establishments' with existing works councils. As a result short observation periods are prolonged and information about long-term effects can be given.
The effects on productivity, profitability and qualification level of employees show neither in short-term nor in long-term a significant impact on workers' participation.

Abstract
In contrast to the majority of the former centrally planned economies, the East German economy has suffered from enormous losses in the transformation process. In the study the question is analyzed whether exports can contribute to the catching-up process in transitional economies. Here it must be explained why the firms emerging out of the privatization process in economies in transition are successful if the export sector consists of small and medium sized enterprises. That is the case with East German manufacturing industry. The study is based on individual company data from the surveys of the East Germany's and North Rhine Westphalia's manufacturing industry between 1995 and 2001 stemming from official statistics.

Abstract
This study shows specific strengths and weaknesses of the economic potential of rural regions by using qualitative, statistic methods. At this, groups of central communities are formed to analyze their potentials. The application of intermediate central communities, which are a functional link between periphery and main central communities, is the particular characteristic of this study, which applies the municipality as the least possible regional level of analysis. There is a massive, structural need for adjustment in the Eastern German States for these central communities. Furthermore, specific, structural deficits can be shown for the West German States as well. The recommended method allows to take all relevant deficits adequately into consideration within a regional policy. The delineated statements provide sufficient statistical support.

Panel Seasonal Unit Root Test: Further Simulation Results and An Application to Unemployment Data

Abstract
In this paper the seasonal unit root test of Hylleberg et al. (1990) is generalized to cover a heterogenous panel. The procedure follows the work of Im, Pesaran and Shin (2002). Test statistics are proposed and critical values are obtained by simulations. Moreover, the properties of the tests are analyzed for different deterministic and dynamic specifications. Evidence is presented that for a small time dimension the power is slow even for increasing cross section dimension. Therefore, it seems necessary to have a higher time dimension than cross section dimension. The new test is applied for unemployment behaviour in industrialized countries. In some cases seasonal unit roots are detected. However, the null hypotheses of panel seasonal unit roots are rejected. The null hypothesis of a unit root at the zero frequency is not rejected, thereby supporting the presence of hysteresis effects.

Abstract
The article tests for a random walk in European equity style indexes. After briefly
introducing the efficient market hypothesis, equity styles in general and the used
statistical techniques (Variance Ratio Test and modified Rescaled Range Test) it is
shown that a random walk in European equity style indexes cannot be rejected. At least in the period since the mid 70s, for which this research has been conducted, the weak form efficient market hypothesis seems to hold.

Business services in East Germany - an update

Abstract
The article presents the results of the German service sector statistic 2001 for company oriented services in the New Länder (without Berlin), which have been derived from data of the regional statistical offices. The article can be regarded as an update of an earlier version (see “Wirtschaft im Wandel”, 12/2003, p.342-349). Fundamental results are: 1. Compared to 2000, the New Länder’s proportion of Germany’s total revenue and employment in company oriented services has, compared to 2000, slightly increased, but remains rather small. 2. The profitability of East German companies has deteriorated, measured by total expenses per sales unit. Partially this might be due to the increased number of businesses. 3. Last evaluation’s assumption, that East German company’s labor productivity (gross value added per employees) is half of the West German’s, has been proofed in this actual evaluation. An illustration of reasons is not being provided since it has been discussed extensively in the first evaluation.
