Abstract
We forecast the number of qualified workers required in the German federal state Thuringia until 2015 on the basis of the manpower requirement approach. Disaggregated by types of qualification, this method distinguishes between two sources of recruitment requirements: replacement demand for old workers and expansion demand to reflect structural changes of industry sectors and productivity growth. Both components are calculated from register data on employment covered by social security. Relative to current employment, recruitment requirements vary across occupations. A comparison of recruitment requirements for medium-skilled workers with the structure of vocational training reveals potential mismatch between demand and supply of medium-skilled labor in the near future if the composition of apprenticeship programs remains unchanged. The study closes with policy recommendations to prevent occupational mismatch.

Changing patterns of employment

Abstract
In Germany, the typical pattern of employment is still an employee with open-ended full time contract (standard employment relationship). Nearly three out of four employed persons work in that type of employment. However, during the last years, a number of other employment models expanded in the labour market: part-time, temporary, short-term and marginal workers. Main reasons for that development are the effects of globalization, the structural change in modern economies (the increasing importance of the services sector), and changing preferences on the part of employees to achieve a better work-life-balance. The article deals with the rise of atypical employment relationships. We find that atypical work is a domain of female and young people. During the last years, atypical employment relationship in West and East Germany increased similarly due to globalization. Differences in employment patterns between East and West could be linked to employment behaviour and structural determinants.

Abstract
Our study tries to find out whether wage dynamics between Euro member countries became more synchronized through the adoption of the common currency. We calculate bivarate correlation coefficients of wage and wage cost dynamics and run a model of endogenously induced changes of coefficients, which are explained by other variables being also endogenous: trade intensity, sectoral specialization, financial integration. We used a panel data structure to allow for cross-section weights for country-pair observations. We use instrumental variable regressions in order to disentangle exogenous from endogenous influences. We applied these techniques to real and nominal wage dynamics and to dynamics of unit labor costs. We found evidence for persistent asymmetries in nominal wage formation despite a single currency and monetary policy, responsible for diverging unit labor costs and for emerging trade imbalances among the EMU member countries.

Abstract
Europa blickte bis vor wenigen Monaten auf eine außerordentliche Geschichte des Aufholprozesses zurück: Neben dem Kern der frühindustrialisierten Länder, die weitgehend die alte Europäische Union ausmachten, waren es die nördlichen, westlichen und südlichen Erweiterungsmitglieder, oft spätindustrialisiert, die mit Hilfe der Unterstützung der Union eine außerordentliche soziale und wirtschaftliche Entwicklung zeigten. Mit der Osterweiterung schien diese Erfolgsgeschichte ihre Fortsetzung zu finden. Eigentlich machten alle Länder das Richtige: Sie investierten kräftig, was meist mit Leistungsbilanzdefiziten verbunden ist, um später über Exporterlöse die aufgelaufenen Verbindlichkeiten abzubezahlen und so am Wohlstand der Union äquivalent teilzuhaben.

The Ending of Solidarity Pact Payments: Are the “Neue Länder” Prepared Sufficiently?

Abstract
Up to 2019, the “Neue Länder” in Germany are benefitting from financial transfer within the framework of the solidarity pact. From 2005 to 2007, the “Neue Länder” were able to improve they financial situation and used the solidarity pact payments efficiently. However, these payments are decreasing annually. This implies a significant financial reduction to the “Neue Länder’s” overall budgets and a considerable challenge for their future investments. This article analyses publications by the governments of the “Neue Länder” about their medium term budget planning and related progress reports from the year 2006. The consolidation of their budgets seems to be an essential aspect in the policy strategy of “Neue Länder” due to limited tax autonomy and legal restrictions on their expenditures. However, we identified several consolidation strategies with regard to infrastructural priorities, restructuring of administration, and creation of reserves. The public revenues of the “Neue Länder” are expected to decline in 2009 due to the current recession. In case that there are no fundamental changes in the underlying economic structures, the financial scope of the “Neue Länder” is going to be increasingly constrained, in particular with regard to future investments.

Abstract
Economic policy has to reconcile a very complex set of objectives. Often, there is a trade-off between these policy targets. This paper focuses on objectives related to the improvement of the regional economic structure and the environmental protection. In Germany, regional policy is pursued among other things using investment grants within the Joint Task framework. At the federal state level, the Länder select and support sustainable investment projects. Some federal states have changed their investment support framework and aim for additional political targets such as environmental protection. Politicians in the Free State of Saxony discuss the option to offer an addition to the basic investment grant. This applies to plants that operate a certified environmental management system. Related to this current political debate this paper describes the effects of such regulatory measures. The article shows that under a particular set of circumstances the envisaged regulation actually could lower the overall level of supported investment and therefore would not stimulate the introduction of environmental management systems. Hence both political objectives would not be fully reconciled. The alternative way could be a direct support of environmental management systems as already introduced in selected other Länder.

Cross-Border Bank Contagion in Europe

Abstract
We analyze cross-border contagion among European banks in the period from January 1994 to January 2003. We use a multinomial logit model to estimate, in a given country, the number of banks that experience a large shock on the same day (“coexceedances”) as a function of common shocks and lagged coexceedances in other countries. Large shocks are measured by the bottom 95th percentile of the distribution of the daily percentage change in distance to default of banks.We find evidence of significant cross-border contagion among large European banks, which is consistent with a tiered cross-border interbank structure. The results also suggest that contagion increased after the introduction of the euro.

Abstract
Die ostdeutsche Wirtschaft ist von der Finanz- und Konjunkturkrise weniger stark betroffen als die westdeutsche. Natürlich ist der Einbruch auch in Ostdeutschland spürbar, aber es wird keinen „Dammbruch“ geben, so die Prognose des IWH. Die strukturellen Schwächen gereichen der ostdeutschen Wirtschaft in der Krise zum Vorteil. Wer hätte das gedacht? Das Fehlen international operierender Konzernzentralen und – eng damit verbunden – die geringere Integration in den internationalen Handel mildern die Probleme. Selbst die Gruppe der auswärtigen Investoren in den Neuen Bundesländern meldet überraschend positive Geschäftsaussichten für das Jahr 2009, wie der Aktuelle Trend in diesem Heft zeigt.

Abstract
We show that transaction costs and external economies, which change institutional arrangements heavily, influence cluster structures. Two types of clusters, (i) the vertical cluster where a hub dominates suppliers that have settled in the vicinity and, (ii), the horizontal cluster where firms share a common platform – historically a natural resource, today often knowledge and competences. Furthermore, non-cluster firms exist. We show, in a model, how these types emerge from the interaction found in firms and the interaction of firms within a network system. Changing transaction costs and externalities influence clusters and produce cluster dynamics. The sustainability of a cluster depends on its ability to stabilize the basis of its existence. This is easier for horizontal clusters that can steadily develop their knowledge and competence platform than for a vertical cluster which heavily depends on product life cycles. We give some evidence for clusters in East Germany, which presents an interesting example. The Treuhand atomized the giant combines, so that the rearrangements may be interpreted as results of fundamental market forces. Therefore major influences on the emerging institutional structure should stem from transaction costs and externalities.

Low Wages in the Service Sector in Eastern Germany: Extent and Reasons

Abstract
In recent years, employment has grown noticeably in Germany. Although this is good news, some people criticize that many jobs are low-paid, i.e. the wage is less than two thirds of the medium wage. An eye-catching example is the service sector in Eastern Germany. However, a systematic analysis of this sector in Eastern Germany is missing until now. The article closes this gap in the literature.
Concerning the whole service sector in Eastern Germany, about 25 percent of the employees get a low (gross) wage. This is not much more than the average of all sectors. However, in some branches of the service sector, much more employees get low wages. More than 40% of the employees of retail trade, restaurant business and services near to companies (“unternehmensnahe Dienstleistungen”) are paid low. The probability to get a low wage is significantly higher for women and the so-called minijobbers.
Since the tax system adjusts differences, all calculations were also done for net wages. On the one hand, the part of low-paid workers decreases for all branches and all subpopulations. On the other hand, the probability to get a low wage does not differ anymore between minijobbers and full-time employees. Thus, the tax system does not only reduce low-paid employment, it also changes its structure.
