Abstract
This paper investigates the forces driving output change in a panel of EU manufacturing industries. A flexible modeling strategy is adopted that accounts for: (i) inefficient use of resources and (ii) differences in the production technology across industries. With our model we are able to identify technical, efficiency, and input growth for endogenously determined technology clubs. Technology club membership is modeled as a function of R&D intensity. This framework allows us to explore the components of output growth in each club, technology spillovers and catch-up issues across industries and countries.

Do All Countries Grow Alike?

Abstract
This paper investigates the driving forces of output change in 77 countries during the period 1970–2000. A flexible modeling strategy is adopted that accounts for (i) the inefficient use of resources, and (ii) different production technologies across countries. The proposed model can identify technical, efficiency, and input change for each of three endogenously determined regimes. Membership in these regimes is estimated, rather than determined ex ante. This framework enables explorations into the determinants of output growth and convergence issues in each regime.

Abstract
Recent empirical studies show a process of selective clustering in the photo-voltaic industry in East Germany. Especially locations like Bitterfeld-Wolfen, Freiberg/Dresden, Erfurt/Arnstadt and Berlin-Brandenburg were able to attract concentrations of economic activity in this industry. Regarding competition between the different locations for production and employment, emerging agglomeration economies can be seen as one major source increasing inter-regional competitiveness.
The aim of this article is to provide insights into the process of spatial clustering of photo-voltaic industry in Berlin-Brandenburg. With the help of a multi-dimensional cluster-concept developed by Bathelt, we analyse the region’s strengths and weaknesses regarding its generation of agglomeration economies.
The analysis shows that there are indeed first signs of agglomeration economies developing in the region. Despite a low level of horizontal cooperation, companies do profit from co-localisation by continuous observation of the local competitors. Along the value adding production chain, vertical co-operation is increasing, leading to positive effects by specialised suppliers and gains in transportation cost.
But the focal point in further industry development is the augmentation of the regional stock of knowledge. Regarding the increasing pressure on the companies’ innovativeness as a result of changes in market conditions in the photo-voltaic sector, only innovative and efficiently producing companies will be able to survive the industries’ consolidation period. Therefore, it is necessary to further support the increasing interconnectedness between university research, non-university research and local companies in order to profit from the high technological potential of the companies in the region.

The Manufacturing Sector in East Germany on a Path from De-industrialization to Re-industrialization: Are there Economically Sustainable Structures?

Abstract
The contribution comprises an analysis how the manufacturing sector in East Germany has developed in the post-transition period after 1990. A set of economic performance indicators is used. The analysis shows a considerable growth of gross value added and productivity. However, the growth of productivity occurred at the expense of employment. On average, in 2008, the East German manufacturing sector reached 4/5th of the productivity level of the West German level. As far as the endowment with growth determinants is concerned, the manufacturing industry in the New German Länder has undertaken considerable efforts to modernize its fixed capital stock. The endowment with human capital measured by the proportion of employees possessing a university degree is as high as in the western part of Germany. However, the investigation reveals a number of deficits, too. Data on Research and Development (R&D) expenditures and R&D staff in the manufacturing sector reveal, on average, lower R&D activities in the East German manufacturing sector. This is resulting from specific structures of the East German manufacturing sector: dominance of small firms, lack of large firms possessing headquarters and conducting own R&D. Complementary, the share of technology-driven industries is lower, and the proportion of labor intensive industries is larger in comparison with the West German manufacturing sector. In addition, an investigation of functional structures of employment reveals a proportion of employment in production functions which is above the West German average, whereas the opposite is the case with the proportion of employment in service functions. For further strengthening the East German manufacturing sector, structural change toward technology-intensive and human capital-intensive economic activities has to be continued.

Abstract
On behalf of the Thuringian Ministry of Economics, Technology, and Labor, the Halle Institute for Economic Research (IWH) has conducted a survey of current labor market conditions in Thuringia. We forecast changes in labor demand within occupation groups in the period 2009-2015. According to our predictions, 80 000 additional workers are required both to replace older workers reaching retirement age and to accommodate industrial growth resulting from structural change. While the size of the working-age population will be large enough to meet this demand, there is a risk of occupational mismatch and lack of labor market integration of certain groups. In this context we devise policy recommendations. In addition, we present results of a survey of approximately 1 000 Thuringian companies. Interviews were conducted by IWH in the summer of 2008 and cover topics on previous and future staffing policy. The questionnaire focuses on companies’ strategies to meet their demand for skilled labor and their evaluation of potential measures in the fields of education, labor market, and economic policy.

The Transition to Post-industrial BMI Values among US Children

Abstract
The trend in the BMI values of US children has not been estimated very convincingly because of the absence of longitudinal data. Our objective is to estimate time series of BMI values by birth cohorts instead of measurement years. We use five regression models to estimate the BMI trends of non-Hispanic US-born black and white children and adolescents ages 2-19 between 1941 and 2004. The increase in BMIZ values during the period considered was 1.3 (95% CI: 1.16; 1.44) among black girls, 0.8 for black boys, 0.7 for white boys, and 0.6 for white girls. This translates into an increase in BMI values of some 5.6, 3.3, 2.4, and 1.5 units, respectively. While the increase in BMI values started among the birth cohorts of the 1940s among black girls, the rate of increase tended to accelerate among all four ethnic/gender groups born in the mid-1950s to early-1960s. Some regional evidence leads to the conjecture that the spread of automobiles and radios affected the BMI values of boys already in the interwar period. We suppose that the changes in lifestyle associated with the labor saving technological developments of the 20th century are associated with the weight gains observed. Demographic Change and Labour Markets: Why are Older Employees less Mobile?

Abstract
Since older workers are less disposed to change jobs workforce ageing will affect labour mobility in Germany. On the basis of the IAB-Employment Sample (IABS) the contribution analyzes the effect of age on job and occupational mobility. The study focuses on the question whether older workers are less mobile due to the optimal matching quality of their current job which cannot be improved by job switches or whether other factors have to be considered for explaining the age related mobility decline.
Econometric results firstly confirm the significance of expected wage growth for mobility decision across all age groups. Secondly, older workers seem to benefit from wage increase due to a job change less frequently than younger workers. However, this factor explains only a part of the mobility lag. Even after controlling for the wage effect younger workers change jobs more often than older ones.
For this reason the opinion that ageing will impede the labour market adjustments cannot be disabled. If older workers only slightly react on wage signals and do not respond to attractive offers growing firms might face problems to recruit appropriate staff – a trend which could have negative consequences for technological and sectoral changes of the entire economy.

Abstract
East Germany’s economy growth was not able to close, over the last ten years, the lag against the West German economy. This paper inquires into the economic reasons, especially those that can be traced in history. It is shown that the exodus of elites from what was Central Germany started in the 1930s because of the persecution of the Jewish elites. During the period after the Second World War until the construction of the wall in 1961 especially young and qualified people left the Soviet Zone and later the G.D.R. Thus, the elites destroyed in the Third Reich and the Second World War could not be replaced exogenously. In the 1970s, an inadequate economic system destroyed the still existing industrial middle class which was an important base of productivity and helped to generate foreign income because of its export intensity to the Western countries. This generated a current account crisis which was only overcome by a loan from West Germany, the so-called “Strauß-Kredit”. In 1988, however, the fundamental problems again became visible and enforced a change of the economic system. The privatisation strategy by the Treuhand by and large did not sell or restitute enterprises but sold plants out of the fragmented combines. Today, the visible deficit in headquarter function is the most important single obstacle against growth and wealth in the New Lander. It can be expected that this will only disappear within a new technology cycle.
