Abstract
The use of temporary agency work in Germany strongly increased between 2002 and the economic crisis of 2008 and 2009. This increase was characterised by an intensified use in medium and large manufacturing plants and was concentrated within user firms, i.e. the intensive margin was dominant. These phenomena can be explained with reduced transaction costs and strong international competition and they indicate increased productivity amongst user firms. The sharp decline in the use of temporary agency work during the economic crisis was concentrated among exporters and large manufacturing plants and mostly driven by the extensive margin. Employment opportunities in the temporary work sector were in particular sensitive to changes in the international demand for goods of the German manufacturing sector.

Cost of Transaction and the Search for Skilled Workers: A Theoretical Explanation Based on the Theory of Institutions

Abstract
Germany will have an increasing need of qualified staff across regions and economical sectors. Not only does this concern highly qualified of so-called MINT-professions (mathematics, IT, natural sciences and technology), but expands to qualified laborers of the health business and the arts and crafts sector. This demand cannot be met through the employment of jobless people from within the country, as the demographic change of a shrinking and ageing population works against it. Societal responsibility thus demands to attract qualified laborers as immigrants. In order to improve Germany’s image as a country of immigration for qualified staff, so-called soft-criteria should be strengthened aside hard facts, like income or employment opportunities. Such a policy actively needs to communicate to migrants that they and their family members are welcome to stay for good. Such an approach has recently been discussed as “Willkommenskultur” (“culture of welcoming”). It signals a change of paradigm in German immigration policy. A policy of „Willkommenskultur“ does not yet exist in Germany, at least it has not yet reached a satisfying level to be recognized and accepted as such by potential immigrants. Based on the theoretical conception of the Institutional Economy, approaches of a political change and its implementation are outlined. Those changes would imply governmental, societal and micro-economical shifts and changes.

New Tendencies in Competition Between Cities and Regions: Empirical Results from Case Studies in Germany and Austria

Abstract
It is often discussed that during the last decades, due to several new developments, locational competition at the local and regional scale has changed its appearance and has increased significantly, all over Europe. Modern economic theories are suggesting that some locational factors have become more important than in previous times and might have led to changing conditions for the competition between cities and regions. The intention of the paper is to bring more light into this discussion and to illustrate, with the help of case studies, whether locational competition has really become more intensive, and / or whether new categories of competition have evolved.
The paper is based on the work of an interdisciplinary research group which was initiated and partially financed by the German National Academy for Spatial Research and Planning (Akademie für Raumforschung und Landesplanung, ARL). The paper’s first part is reporting on a survey of recent theoretical and empirical literature on locational competition and has the task to classify the new tendencies systematically. The second part of the paper is presenting the results of case studies, which were carried out in order to find out about the importance of the expected changes in selected cities and regions in Germany and Austria. The main findings may be characterized as follows. For several cities and regions, we found out that the decrease of transportation and transaction costs had positive impacts on local and regional development, as within these cities and regions, industries are concentrated which benefit from technologies which are connected to transportation or transaction costs. Also for some regions, a positive impact of the downsizing of administrative borders was found – although especially in Eastern Germany, the process of catching up was restrained by agglomeration economies in the West. Although the impact of the new categories of locational competition on the economic development of the case cities and regions was, overall, limited, there was an important impact on the creation of new strategies by local and regional policymakers.

Abstract
We show that transaction costs and external economies, which change institutional arrangements heavily, influence cluster structures. Two types of clusters, (i) the vertical cluster where a hub dominates suppliers that have settled in the vicinity and, (ii), the horizontal cluster where firms share a common platform – historically a natural resource, today often knowledge and competences. Furthermore, non-cluster firms exist. We show, in a model, how these types emerge from the interaction found in firms and the interaction of firms within a network system. Changing transaction costs and externalities influence clusters and produce cluster dynamics. The sustainability of a cluster depends on its ability to stabilize the basis of its existence. This is easier for horizontal clusters that can steadily develop their knowledge and competence platform than for a vertical cluster which heavily depends on product life cycles. We give some evidence for clusters in East Germany, which presents an interesting example. The Treuhand atomized the giant combines, so that the rearrangements may be interpreted as results of fundamental market forces. Therefore major influences on the emerging institutional structure should stem from transaction costs and externalities.

Abstract
The contribution inquires into the ability of different schools of economic thought to explain the decline, the transition and the later rise of the reform countries of Central and Eastern Europe. It shows that none of these disciplines, be they old or new institution economics or be they functionalist or structural schools, can provide a satisfactory complete explanation for decline and reconstruction. A consistent explanation rests on a transaction-cost approach extended to information economics. It sees false adaptations of institutions in the technological sense and with respect to incentive structures as main problems.

Abstract
Private equity is a very specific institutional way of providing private capital to enterprises. The contribution inquires why it increased its economic importance and public visibility over the last years. The role of private capital within the framework of the innovation theory, transaction cost theory and the risk theory is assessed. Private equity is a specific way of organizing the procurement with private capital for enterprises in risky markets in order to efficiently reducing transaction costs. More and above, it is important for credible market-entry strategies. As most markets are incomplete and because of tax regulations which cannot be considered to be efficient under present conditions, the economic role of private equity has increased. The increase economic role, but also importance in the firm, necessitates a steering of enterprises along value-oriented objectives. As the “hype” has decreased in summer 2007, the article ends with an assessment of future prospects.

Abstract
Globalization puts the German economic model, the so-called social market economy, under pressure. Constituting elements of this model are fundamental social and economic values. Globalization puts some of these values under pressure and creates inefficiencies because the costs of running the social and economic fabric rise. This is an important justification to inquire into the normative foundations of economic efficiency The following article discusses to what extent culture is a base for efficient economic systems. Information theory is regarded as a key element for explaining social change. The arguments are based on institutional economics with a special view on transaction costs and on cooperation structures. It is shown that specific information technologies promote forms of cooperation, which influence institutional arrangements. The related information technologies themselves are part of the cultural system and its value structures. As a consequence, competition among economic systems favours certain combinations of technologies, cultural arrangements and economic systems. In as much as cultural competition precedes economic competition in the sense of a certain way of thinking, the cultural system can be regarded as a strategic competitive parameter for an economy.

Reform of Local Municipal Structures: Centralization not only Implicates Advantages

Abstract
The question whether centralized or decentralized municipal structures are more efficient has been discussed, not only in Germany, for a long time primarily under aspects of law and administrative sciences. In this article, we use an economic approach instead. The prevailing theories on interjurisdictional competition are not conclusive about the cost and welfare effects of centralization. Therefore, using the example of Saxony-Anhalt we investigate empirically if there are any significant differences in expenses or personnel between more centralized municipal governance forms (“Einheitsgemeinden”) or rather decentralized forms (“Verwaltungsgemeinschaften”). Our cross-section analysis for selected municipal activities reveals that both types are very similar in their cost and manning structures. Significant differences can be explained rather by different population densities than by the organizational structure. Considering these results we do not recommend a forced amalgamation of the municipalities in Saxony-Anhalt. Especially, if frustration cost or the political transaction cost, which both rise with centralization, are taken into account.

Abstract
Offshoring is defined as the moving of entrepreneurial functions or business functions to other places, mostly third countries, or ordering the respective services from an independent company in a third country. Today, offshoring activities are mostly interesting if they relate to the service, especially those parts in which digital processes play an important role. Also activities with low transaction costs and advantages of locations are best suited for offshoring. But the question of what to outsource and what to keep in-house is also related to the limits of the firm and the limits of a legal system.
