To Separate or not to Separate Investment from Commercial Banking? An Empirical Analysis of Attention Distortion under Multiple Tasks

Abstract
In the wake of the 2008/2009 financial crisis, a number of policy reports (Vickers, Liikanen, Volcker) proposed to separate investment banking from commercial banking to increase financial stability. This paper empirically examines one theoretical justification for these proposals, namely attention distortion under multiple tasks as in Holmstrom and Milgrom (1991). Universal banks can be viewed as combining two different tasks (investment banking and commercial banking) in the same organization. We estimate pay-performance sensitivities for different segments within universal banks and for pure investment and commercial banks. We show that the pay-performance sensitivity is higher in investment banking than in commercial banking, no matter whether it is organized as part of a universal bank or in a separate institution. Next, the paper shows that relative pay-performance sensitivities of investment and commercial banking are negatively related to the quality of the loan portfolio in universal banks. Depending on the specification, we obtain a reduction in problem loans when investment banking is removed from commercial banks of up to 12 percent. We interpret the evidence to imply that the higher pay-performance sensitivity in investment banking directs the attention of managers away from commercial banking within universal banks, consistent with Holmstrom and Milgrom (1991). Separation of investment banking and commercial banking may indeed be associated with a reduction in risk in commercial banking.

Research Explorer – Technical Documentation of Routines

Abstract
The Research Explorer is a directory of institutes at German universities and non-university research facilities, which is provided by the German Research Foundation (DFG) and the German Academic Exchange Service (DAAD). It is available for download for free and currently comprises ca. 23,000 entries. Two versions of this directory, which differ with regard to depth and coverage, are available to us. One version comprises 1712 entries, while the other holds over 22,000.
Primary goal of the presented routines is the comparison and complement of these two versions of the Research Explorer. The necessity for this arises from the differences in depth and coverage of the different versions. Furthermore, both versions are incomplete at some points, which means that individual institutions had to be added manually. The resulting data sets of the modified Research Explorer can subsequently be used for the mapping of cooperation relations.

Abstract
Primary objective of the presented routines is the mapping of cooperative relations of companies, universities, non-university research facilities and other institutions on three levels of innovation activity (joint projects; publications, patents). This includes a) the standardization and merging of the three innovation-related databases (funding catalog (“Förderkatalog”); Web of Knowledge; DPMA patents) and b) linking this combined data pool with the data from the institution data sets Amadeus and Research Explorer by means of record linkage procedures. For this project the merger comprises the six regions considered in the RegDemo project. Spatial planning regions (“Raumordnungsregionen”) are used for delimitation: 501 - Aachen; 513 - Siegen; 602 - Nordhessen (= “Kassel”); 1302 – Mittleres Mecklenburg/Rostock (= “Rostock”); 1401 - Oberes Elbtal/Osterzgebirge (= “Dresden”); 1504 - Magdeburg.

R&D Cooperation with Scientific Institutions: A Difference-in-difference Approach

Abstract
Economists and business managers have long been interested in the impact of research and development (R&D) cooperation with scientific institutions on the innovation performance of firms. Recent research identifies a positive correlation between these two variables. This paper aims to contribute to the identification of the relationship between R&D cooperation with scientific institutions and the product and process innovation performance of firms by using a difference-in-difference approach. In doing so, we distinguish between two different types of scientific institutions: universities and governmental research institutes. For the econometric analyses, we use data from the German Community Innovation Survey. In total, data from up to 560 German service and manufacturing firms are available for the difference-in-difference analyses. The results suggest that R&D cooperation with universities and governmental research institutes has a positive effect on both product innovation and process innovation performance of firms.

Monetary Policy under the Microscope: Intra-bank Transmission of Asset Purchase Programs of the ECB

Abstract
With a unique loan portfolio maintained by a top-20 universal bank in Germany, this study tests whether unconventional monetary policy by the European Central Bank (ECB) reduced corporate borrowing costs. We decompose corporate lending rates into refinancing costs, as determined by money markets, and markups that the bank is able to charge its customers in regional markets. This decomposition reveals how banks transmit monetary policy within their organizations. To identify policy effects on loan rate components, we exploit the co-existence of eurozone-wide security purchase programs and regional fiscal policies at the district level. ECB purchase programs reduced refinancing costs significantly, even in an economy not specifically targeted for sovereign debt stress relief, but not loan rates themselves. However, asset purchases mitigated those loan price hikes due to additional credit demand stimulated by regional tax policy and enabled the bank to realize larger economic margins.

Abstract
The literature on the impact of R&D collaboration on environmental innovation performance of firms suggests that R&D collaboration is not always beneficial. Therefore, a more detailed analysis of the effects of R&D collaboration is necessary. This paper investigates the impact of R&D collaboration with different partner types on a firm’s environmental innovation performance. In addition, the paper addresses the question of whether the diversity of R&D collaboration partners is important to environmental innovation performance. Firm-level data from 2337 German firms are used in the regression analysis. The results suggest that R&D collaboration with suppliers, customers, universities, governmental research institutes, consultants and other firms within the same firm group has a significant positive impact on a firm’s environmental innovation performance, whereas collaboration with competitors has no significant impact. The diversity of R&D collaboration partners has a significantly positive impact on a firm’s environmental innovation performance.

Abstract
In many European cities, policymakers are trying to change the local paths of economic development to head in new directions, e.g. by trying to become a location for Non-Municipal Public Units (NMPUs), like federal special agencies, state museums, military bases, universities or publicly funded research institutes. But as the competencies for such local NMPUs are allocated to higher levels of government, the municipal level has no direct formal institutional responsibilities for influencing their location. Once a NMPU has chosen a certain location, support from the municipality may, however, stabilize the NMPU. There are some categories of NMPUs that should have considerable interest in local conditions, as determined by the municipal level. This paper first theoretically categorizes NMPUs with regard to their importance for the urban economy, with regard to the importance of local conditions for the performance of NMPUs and with regard to their degree of fiscal autonomy. It is shown that universities are one example of NMPUs where the relevance of coordinating activities with the municipalities is fairly high. The benefits of universities for local economic development have often been discussed. From the point of view of universities, their capacity to attract human capital depends on factors which may be influenced by the municipalities. This means that there is a reciprocal relationship between municipalities and universities; coordination by cooperation between the partners could be useful for both – but in practice there is often a lack of cooperation. Information policy is one relevant field for coordination: the city should highlight publicly the advantages of local universities; the universities should highlight the advantages of their city. As information policy is a field for which empirical data is available, the empirical part of the paper presents results from an analysis based on the internet presentations of selected cities and universities. It is shown that in most cities the level of coordination in this field is so far quite low. One possible way to achieve a higher degree of coordination could be to introduce fiscal incentives for cities.

Shareholder Democracy in Play: Career Consequences of Proxy Contests

Abstract
This paper shows that proxy contests have a significant adverse effect on careers of incumbent directors. Following a proxy contest, directors experience a significant decline in the number of directorships not only in the targeted company, but also in other nontargeted companies. The results are established using the universe of all proxy contests during 1996–2010. To isolate the effect of the proxy contest, our empirical strategy uses within-firm variation in directors׳ exposure to the possibility of being voted out and exploits the predetermined schedule of staggered boards that allows only a fraction of directors to be nominated for election every year. We find that nominated directors relative to non-nominated ones lose 58% more seats on other boards. The evidence suggests the proxy-contest mechanism imposes a significant career cost on incumbent directors.
