Mixing QE and Interest Rate Policies at the Effective Lower Bound: Micro Evidence from the Euro Area

Abstract
We study the interaction of expansionary rate-based monetary policy and quantitative easing, despite their concurrent implementation, by exploiting heterogeneous banks and the introduction of negative monetary-policy rates in a fragmented euro area. Quantitative easing increases credit supply less, translating into weaker employment growth, when banks’ funding costs do not decrease. Using administrative data from Germany, we uncover that among banks selling their securities, central-bank reserves remain disproportionately with high-deposit banks that are constrained due to sticky customer deposits at the zero lower bound. Affected German banks lend relatively less to firms while increasing their interbank exposure in the euro area.

Abstract
Die deutsche Wirtschaft befindet sich trotz höherer Energiepreise und anhaltender Risiken durch den Golfkonflikt auf Erholungskurs. Eine steigende Auslandsnachfrage und zusätzliche staatliche Investitionen stützen die Konjunktur, während die Beschäftigung insbesondere im Verarbeitenden Gewerbe weiter rückläufig ist. Die Produktion dürfte in diesem Jahr um 1,4% und im kommenden Jahr um 0,8% zunehmen; in Ostdeutschland fällt die wirtschaftliche Erholung etwas schwächer aus.

Abstract
Real estate is a capstone connection between various economic agents and markets. It is the main store of household wealth, serves as collateral for mortgage loans in the banking system, aids the transmission of monetary policy, and can propagate financial crises when overvalued. Yet comparable house-price data across the European Union (EU) and the euro area is unavailable, which hinders the design and evaluation of common monetary and economic policy that operates across heterogeneous housing markets. We derive monthly subnational European Real Estate Indicators (EREI) from online residential property advertisements in 16 European countries. The release covers April 2024 to June 2026 and contains 48,168 region-month-segment observations for 1,154 NUTS 3 regions, aggregating more than 43 million listing observations across the monthly sale and rental cross-sections. Each region-month segment reports the number of advertisements and summary statistics for asking prices per square meter and listing durations. The release also includes sale-segment indices for Europe, the euro area, and individual countries. Thirteen covered countries are EU members, which represented 85% of EU-27 gross domestic product in 2024. EREI data support research on a wide range of socio-economic phenomena associated with real estate dynamics, such as the evaluation of monetary policy or macroprudential policy effects on financial stability.

Weltweit höhere Energiepreise infolge des neuen Golfkriegs verschlechtern die Aussichten für die deutsche Konjunktur, auch wenn Mehrausgaben der öffentlichen Hand die gesamtwirtschaftliche Expansion in diesem und im kommenden Jahr stützen werden. Die Produktion dürfte im Jahr 2026 um 0,7% und im Jahr darauf um 1% zunehmen. Ähnliche Expansionsraten sind auch für Ostdeutschland zu erwarten.

Abstract
Die internationale Konjunktur scheint Ende 2025 weiter robust, die weltwirtschaftliche Expansion dürfte sich 2026 jedoch etwas abschwächen. Nach der vorliegenden Prognose steigt die Weltproduktion 2025 um 2,7%, um im Jahr darauf um 2,4% zuzulegen. Im Euroraum dürfte sich die wirtschaftliche Expansion in geringem Tempo fortsetzen. Die deutsche Wirtschaft befindet sich auf einem fragilen Erholungskurs. Für das Jahr 2026 ist aufgrund von finanzpolitischen Impulsen und gestiegenen Realeinkommen eine leichte Belebung zu erwarten. Die Produktion dürfte im kommenden Jahr um 1,0% zunehmen, nach 0,2% im Jahr 2025.

Abstract
Trotz der Handelskonflikte zeigt sich die Weltwirtschaft bislang robust und dürfte weiter in mäßigem Tempo expandieren. Die Weltproduktion steigt im Jahr 2025 um 2,6% und im Jahr darauf um 2,4%. Ob sich die deutsche Wirtschaft auf Erholungskurs befindet, ist weiterhin nicht erkennbar, zumal sie in der zweiten Jahreshälfte den Dämpfer höherer US-Zölle zu verkraften hat. Erst für 2026 stehen die Chancen gut, dass finanzpolitische Impulse zusammen mit niedrigen Leitzinsen eine konjunkturelle Belebung bewirken. Das Bruttoinlandsprodukt dürfte dann um 0,8% zunehmen, nach 0,2% im Jahr 2025.

Abstract
Wie es mit der internationalen Konjunktur in diesem und im kommenden Jahr weitergeht, hängt im Wesentlichen vom Fortgang der Handelskonflikte zwischen den USA und dem Rest der Welt ab. Alles in allem steigt die Weltproduktion in den Jahren 2025 und 2026 um jeweils 2,3%. Das größte weltwirtschaftliche Risiko besteht darin, dass die Handelskonflikte der USA mit der EU und insbesondere mit China weiter eskalieren. Für die deutsche Wirtschaft gibt es mehr und mehr Anzeichen für eine konjunkturelle Erholung, die jedoch ebenfalls erheblich von der möglichen Eskalation der US-Handelskonflikte gefährdet ist. Das Bruttoinlandsprodukt dürfte im Jahr 2025 mit 0,4% erstmals seit zwei Jahren wieder etwas zunehmen.
