Germany stuck in stagnation ‒ private consumption remains below pre-pandemic levels
Weak consumption and investment in Germany are partly due to inflation-induced losses in real income and declines in energy-intensive production. However, concerns about the competitive strength of the German economy are also weighing on the willingness of private households and companies to spend. In its spring forecast, the Halle Institute for Economic Research (IWH) expects gross domestic product to expand by just 0.2% in 2024, while the forecast for 2025 includes growth of 1.5% (eastern Germany: 0.5% and 1.4%). Last December, the IWH forecast had assumed an increase of 0.5% for Germany in 2024 and of 1.2% for 2025.

Abstract
Zu Beginn des Jahres 2024 zeigen Stimmungsindikatoren etwas aufgehellte Aussichten für die internationale Konjunktur. In Europa dürfte die Dynamik allerdings recht schwach bleiben. Deutschland befindet sich in einer lang anhaltenden Stagnation, die sich bis zum Sommer fortsetzen wird. Für die Zeit danach ist mit einem leichten Anziehen der Konjunktur zu rechnen. Das Bruttoinlandsprodukt dürfte im Jahr 2024 um lediglich 0,2% expandieren, für 2025 prognostiziert das IWH einen Zuwachs um 1,5%.

Abstract
Die Weltwirtschaft verliert zum Ende des Jahres 2023 weiter an Schwung. Der durch den weltweiten Inflationsschub ausgelöste restriktive Schwenk der Geldpolitik drückt über höhere Finanzierungskosten vielerorts die Güternachfrage. Im nächsten Jahr dürfte die Weltwirtschaft wieder etwas anziehen. Die deutsche Wirtschaft ist nach Ende der Pandemie nicht wieder auf ihren alten Wachstumspfad zurückgekehrt. Das Verarbeitenden Gewerbe hat an Wettbewerbsfähigkeit eingebüßt, und die Weltnachfrage nach Industriegütern ist zurzeit schwach. Zudem ist die Inflation immer noch hoch, und die Realeinkommen sind längere Zeit über zurückgegangen. Die geldpolitische Straffung hat die Finanzierungsbedingungen verschlechtert, was besonders die Bauwirtschaft belastet. Das Bruttoinlandsprodukt wird 2023 wohl um 0,3% sinken und im kommenden Jahr um 0,5% expandieren.

Abstract
Im Sommer 2023 deuten Stimmungsindikatoren auf einen weltweiten Aufschwung in den Dienstleistungsbranchen, die Konjunktur im Verarbeitenden Gewerbe bleibt aber schwach. Hohe Inflation und gestiegene Leitzinsen dämpfen die Konjunktur in den meisten Weltregionen. In Europa belasten auch im langjährigen Vergleich hohe Energiepreise. Insgesamt bleibt die Dynamik der Weltwirtschaft im Jahr 2023 verhalten. Die deutsche Wirtschaft wird in mäßigem Tempo expandieren, denn mit sinkender Inflation und erhöhter Lohndynamik wird der private Konsum wieder zulegen. Das Bruttoinlandsprodukt dürfte 2023 um 0,3% zurückgehen, für das kommende Jahr ist ein Zuwachs von 1,7% prognostiziert. Für 2023 ist mit einer Inflationsrate von 6,1% und für 2024 mit 2,7% zu rechnen.

Abstract
We evaluate alternative indicators of global economic activity and other market funda-mentals in terms of their usefulness for forecasting real oil prices and global petroleum consumption. World industrial production is one of the most useful indicators. However, by combining measures from several different sources we can do even better. Our analysis results in a new index of global economic conditions and measures for assessing future energy demand and oil price pressures. We illustrate their usefulness for quantifying the main factors behind the severe contraction of the global economy and the price risks faced by shale oil producers in early 2020.

War drives up energy prices ‒ High inflation weighs on economy
While the lifting of nationwide coronavirus regulations boosts many service sectors such as the hospitality industry, supply bottlenecks are likely to weigh on the manufacturing sector throughout the summer and high inflation will dampen private consumption. Gross domestic product (GDP) in Germany is expected to decline slightly in the second quarter of 2022. The situation in the manufacturing sector is expected to ease towards the end of the year. The Halle Institute for Economic Research (IWH) forecasts that GDP will increase by 1.5% in 2022, following an increase by 2.9% in 2021. In East Germany, GDP will increase by 1%.

Abstract
We exploit the spatial and temporal variation of the staggered introduction of interstate banking deregulation across the U.S. to study the relationship between credit constraints and consumption of durables. Using the American Housing Survey from 1981 to 1989, we link the timing of these reforms with evidence of a credit expansion and household responses on many margins. We find evidence that low-income households are more likely to purchase new appliances after the deregulation. These durable goods allowed households to consume less natural gas and spend less time in domestic activities after the reforms.

Abstract
Climate change projections show that the average global temperature will very likely increase further. Policymakers need to implement suitable mitigation policy measures. This thesis uses dynamic general equilibrium models (DGEs) to analyse the potential economic effects of mitigation policy. Chapter 2 documents the forecasting performance of standardly estimated macroeconomic models and compare them to extended versions. It turns out that neither alternative expectation formation behaviour nor financial frictions can systematically increase the forecasting performance of macroeconomic models. Chapter 3 studies potential economic consequences of a coal phase-out in Germany, using a spatial dynamic general equilibrium model. A phase-out until 2035 is not worse in terms of welfare compared to a coal exit until 2040. Chapter 4 develops a dynamic stochastic general equilibrium (DSGE) model with risky capital and oil as production factors. The contribution of financial market frictions and oil market disturbances to the US business cycle are low. An oil tax increase, to reduce crude oil consumption by 10% can cause a contraction of GDP by 1 to 2%.

Power Generation and Structural Change: Quantifying Economic Effects of the Coal Phase-out in Germany

Abstract
In the fight against global warming, the reduction of greenhouse gas emissions is a major objective. In particular, a decrease in electricity generation by coal could contribute to reducing CO2 emissions. We study potential economic consequences of a coal phase-out in Germany, using a multi-region dynamic general equilibrium model. Four regional phase-out scenarios before the end of 2040 are simulated. We find that the worst case phase-out scenario would lead to an increase in the aggregate unemployment rate by about 0.13 [0.09 minimum; 0.18 maximum] percentage points from 2020 to 2040. The effect on regional unemployment rates varies between 0.18 [0.13; 0.22] and 1.07 [1.00; 1.13] percentage points in the lignite regions. A faster coal phase-out can lead to a faster recovery. The coal phase-out leads to migration from German lignite regions to German non-lignite regions and reduces the labour force in the lignite regions by 10,100 [6300; 12,300] people by 2040. A coal phase-out until 2035 is not worse in terms of welfare, consumption and employment compared to a coal-exit until 2040.
