Abstract
Deutschland befindet sich schon im zweiten Jahr in einer Rezession, und Wachstum ist laut den Prognosen der Wirtschaftsforschungsinstitute auch 2025 kaum zu erwarten. Viel schlimmer ist allerdings, dass neue Prognosen des langfristigen Wachstums im Gleichgewicht (das so genannte Produktionspotenzial) dramatisch niedrigere Wachstumsraten für die nächsten 20 Jahre vorhersagen, wenn sich die Wirtschaftspolitik nicht deutlich ändert. Eine wesentliche Ursache für die Wachstumsschwäche ist die Investitionsschwäche. Um diese anzugehen, reicht das beschlossene Sondervermögen für Infrastruktur nicht aus. Die neue Bundesregierung muss die Bürokratie abbauen und Planungsverfahren verkürzen, eine rationale Klima- und Energiepolitik verfolgen, das Rentensystem mutig in Richtung Kapitaldeckungsverfahren umbauen und eine Einkommensteuerreform auf den Weg bringen, die mittlere Einkommen entlastet.

Bürokratie und eine Verkleinerung des Staates sind schon seit Jahren in aller Munde. Bürokratieabbau war in den Wahlprogrammen aller deutschen Parteien zur letzten Bundestagswahl zu finden. Wenn Unternehmen gefragt werden, was sie davon abhält zu investieren, rangieren überbordende Bürokratie und Berichtspflichten zusammen mit Arbeitskräftemangel und hohen Energiekosten an erster Stelle.

Abstract
In accordance with its statutes, the Halle Institute for Economic Research (IWH) pursues an intensive bilateral knowledge transfer on the basis of excellent scientific research with its partners in the non-academic community. In so doing, the IWH contributes to better informed decision making on a societal level. The overarching goal is to foster mutually beneficial exchanges that involve the provision of evidence-based knowledge to society (transfer from the academic to the non-academic community) and the integration of questions of public interest into its research agenda (transfer from the non-academic to the academic community).
