Regions as Selection Environments? The Emergence of the Solar Industry in Germany from 1992 to 2008

Abstract
The spatial evolution of the German solar industry is analysed in the light of the “window of locational opportunity” and the “selection environment” approach. The paper argues that differences in the regions' ability to promote the emergence of local external economies contribute to increasing regional differentiation in the German structure of the industry. Applied empirical methods enclose longitudinal firm entry and network analysis. A special focus is given upon the realignment processes in the science system. Our findings show a relatively rapid spatial concentration of production in eastern Germany since the year 2000. This process is accompanied by intensified networking between firms and between firms and universities as well as research institutes. The responsiveness of regional institutions and the self-organizing capabilities of the solar firms substantiate some propositions of the “selection environment” approach.

Competitive Distortions of Bank Bailouts

Abstract
This study investigates if the Troubled Asset Relief Program (TARP) distorted price competition in U.S. banking. Political indicators reveal bailout expectations after 2009, manifested as beliefs about the predicted probability of receiving equity support relative to failing during the TARP disbursement period. In addition, the TARP affected the competitive conduct of unsupported banks after the program stopped in the fourth quarter of 2009. Loan rates were higher, and the risk premium required by depositors was lower for banks with higher bailout expectations. The interest margins of unsupported banks increased in the immediate aftermath of the TARP disbursement but not after 2010. No effects emerged for loan or deposit growth, which suggests that protected banks did not increase their market shares at the expense of less protected banks.

Abstract
This article focuses on the impact of agglomeration and labour market factors on the location choice of MNEs in post-transition economies. We compare data from 33 regions in East Germany, the Czech Republic and Poland using a mixed logit model on a sample of 4,343 subsidiaries for the time period between 2000 and 2010. The results show that agglomeration advantages, such as sectoral specialization as well as a region’s economic and technological performance prove to be some of the most important pull factors for FDI in post-transition regions.

Foreign Bank Entry, Credit Allocation and Lending Rates in Emerging Markets: Empirical Evidence from Poland

Abstract
Earlier studies have documented that foreign banks charge lower lending rates and interest spreads than domestic banks. We hypothesize that this may stem from the superior efficiency of foreign entrants that they decide to pass onto borrowers (“performance hypothesis”), but could also reflect a different loan allocation with respect to borrower transparency, loan maturity and currency (“portfolio composition hypothesis”). We are able to differentiate between the above hypotheses thanks to a novel dataset containing detailed bank-specific information for the Polish banking industry. Our findings demonstrate that banks differ significantly in terms of portfolio composition and we attest to the “portfolio composition hypothesis” by showing that, having controlled for portfolio composition, there are no differences in lending rates between banks.

Abstract
Im Herbst 2012 stellen sich Lage und Aussichten für die deutsche Konjunktur deutlich schlechter dar als vor einem halben Jahr. Hauptgrund dafür sind die immer neuen Schübe der Schulden- und Vertrauenskrise im Euroraum. Auch die Weltkonjunktur hat generell an Kraft verloren.
Die Produktion hat in Deutschland in der ersten Jahreshälfte weiter zugelegt. Auch im dritten Quartal 2012 dürfte sie zunehmen, und zwar um 0,4%. Für das Winterhalbjahr 2012/ 2013 deutet sich dann allerdings eine Verlangsamung des konjunkturellen Fahrtempos an.
Alles in allem wird das reale Bruttoinlandsprodukt 2012 voraussichtlich um 0,9% und 2013 um 0,8% zulegen. Das 66%-Prognoseintervall liegt für das Jahr 2012 zwischen 0,7% und 1,1%; im Jahr 2013 reicht es von –0,2% bis 1,8%.

The Determinants of Inward Foreign Direct Investment in Business Services Across European Regions

Abstract
The paper accounts for the determinants of inward foreign direct investment in business services across the EU-27 regions. Together with the traditional variables considered in the literature (market size, market quality, agglomeration economies, labour cost, technology, human capital), we focus on the role of forward linkages with manufacturing sectors and other service sectors as
attractors of business services FDI at the regional level. This hypothesis is based on the evidence that the growth of business services is mostly due to increasing intermediate demand by other services industries and by manufacturing industries and on the importance of geographical proximity for forward linkages in services.
To our knowledge, there are no studies investigating the role of forward linkages for the location of FDI. This paper aims therefore to fill this gap and add to the FDI literature by providing a picture of the specificities of the determinants of FDI in business services at the regional level. The empirical analysis draws upon the database fDi Markets, from which we selected projects having as a destination NUTS 2 European regions in the sectors of Business services over the period 2003-2008. Data on FDI have been matched with data drawn from the Eurostat Regio
database. Forward linkages have been constructed using the OECD Input/Output database. By estimating a negative binomial model, we find that regions specialised in those (manufacturing) sectors that are high potential users of business services attract more FDI than other regions. This confirms the role of forward linkages for the localisation of business service FDI, particularly in the case of manufacturing.

Abstract
Die Risiken, die von der Schulden- und Vertrauenskrise in Europa ausgehen und die deutsche Wirtschaft belasten, haben zuletzt etwas nachgelassen; die Aussichten für die deutsche Konjunktur haben sich verbessert. Das Bruttoinlandsprodukt wird in Deutschland nach der Schwächephase im Winterhalbjahr 2011/2012 im Jahr 2012 um 1,3% und im Jahr 2013 um 2,2% zunehmen; die Arbeitslosenquote dürfte weiter sinken – auf 6,4% im Jahr 2012 und auf 6,1% im Jahr 2013. Diese Entwicklung führt – trotz nachlassender Konsolidierungsbemühungen – zu einem raschen Abbau der öffentlichen Neuverschuldung.
