Why do cities differ so much in productivity? A long literature has sought out systematic sources, such as inherent productivity advantages, market access, agglomeration forces, or sorting. We document that up to three quarters of the measured regional productivity dispersion is spurious, reflecting the “luck of the draw” of finite counts of idiosyncratically heterogeneous plants that happen to operate in a given location. The patterns are even more pronounced for new plants, hold for alternative productivity measures, and broadly extend to European countries. This large role for individual plants suggests a smaller role for places in driving regional differences.

Dieser Artikel dokumentiert, dass die geringere Firmendynamik, das heißt, weniger Eintritt und Austritt von Firmen in den Markt und damit weniger Innovation, ein wichtiger erklärender Faktor für die Unterschiede im Produktivitätswachstum darstellen. Im zweiten Teil des Beitrags werden die drei wichtigsten Initiativen der EU-Politik gegenübergestellt und aufgezeigt, welche Ziele sie verfolgen und wie mehr oder weniger erfolgreich sie tatsächlich implementiert werden. Während ein stabileres Bankensystem für den Erfolg der Bankenunion spricht, kann wenig Fortschritt im Bereich der theoretisch erfolgsversprechenden Absichten und Mechanismen der Kapitalmarktunion verzeichnet werden. Es ist anzuzweifeln, ob der Chips Act die angestrebten geostrategischen Ziele erfüllen kann. Initiativen auf nationaler Ebene bleiben aufgrund der Komplexität und Fragmentierung der europäischen Kapitalmärkte ein wichtiger Faktor.

Die Aussichten für die internationale Konjunktur bleiben leicht eingetrübt. In Europa setzt sich die zaghafte Erholung fort. In Deutschland vermehren sich die Anzeichen für eine konjunkturelle Besserung. Alles in allem wird die Produktion im Sommerhalbjahr wohl nur verhalten ausgeweitet, doch ab Herbst dürfte die Belebung Fahrt aufnehmen. Das Bruttoinlandsprodukt dürfte im Jahr 2024 um 0,3% expandieren, für 2025 prognostiziert das IWH einen Zuwachs um 1,5%.

The recent advances in automation technology, robotics in particular, have sparked a heated debate over the future of labor and human society at large. The ongoing process of robotization may engender profound impacts on various segments of the labor market. Given the far-reaching implications of robots, it is thus very important to understand the scale and scope of robot use and characteristics of robot users. However, the main challenge is the limited availability of robot data at the microeconomic level (Raj and Seamans, 2018). Due to the data constraint, the bulk of the existing literature relies on cross-country industry-level data from the International Federation of Robotics (IFR). The lack of micro-level robot data makes it difficult to paint a comprehensive picture of robotization in industrial settings, and perhaps more importantly, to assess how within-industry firm level heterogeneity manifests itself in robot use and adoption.

This article examines how collective bargaining through unions and workplace codetermination through works councils relate to labor market imperfections and how labor market imperfections relate to employer wage premia. Based on representative German plant data for the years 1999-2016, the authors document that 70% of employers pay wages below the marginal revenue product of labor and 30% pay wages above that level. Findings further show that the prevalence of wage markdowns is significantly smaller when organized labor is present, and that the ratio of wages to the marginal revenue product of labor is significantly larger. Finally, the authors document a close link between labor market imperfections and mean employer wage premia, that is, wage differences between employers corrected for worker sorting.
