Die ostdeutsche Wirtschaft hat im ersten Halbjahr 2022 kräftig expandiert, gerät im zweiten Halbjahr aber in die Rezession ‒ Implikationen der Gemeinschaftsdiagnose Herbst 2022 und jüngerer Veröffentlichungen des Arbeitskreises Volkswirtschaftliche
Die Energiekrise stürzt die deutsche Wirtschaft in eine Rezession. Das betrifft auch die Konjunktur in Ostdeutschland. In diesem Jahr wird die ostdeutsche Produktion laut Prognose des Leibniz-Instituts für Wirtschaftsforschung Halle (IWH) mit 1,5% etwas stärker expandieren als in Deutschland insgesamt. Für das kommende Jahr dürfte der Rückgang in Ostdeutschland mit 0,1% weniger deutlich ausfallen als im Westen (Deutschland: ‒0,4%). Für das Jahr 2024 wird ein Zuwachs von 1,7% prognostiziert (Deutschland: 1,9%).

Gemeinschaftsdiagnose Herbst 2022: Energiekrise: Inflation, Rezession, Wohlstandsverlust
Die krisenhafte Zuspitzung auf den Gasmärkten belastet die deutsche Wirtschaft schwer. Die stark gestiegenen Gaspreise erhöhen die Energiekosten drastisch und gehen mit einem massiven gesamtwirtschaftlichen Kaufkraftentzug einher. Trotz eines Rückgangs in der zweiten Jahreshälfte dürfte das Bruttoinlandsprodukt in diesem Jahr um 1,4% ausgeweitet werden. Für das kommende Jahr erwarten die Institute für das Bruttoinlandsprodukt im Jahresdurchschnitt einen Rückgang um 0,4%, für das Jahr 2024 einen Anstieg um 1,9%.

Gemeinschaftsdiagnose Frühjahr 2022: Von der Pandemie zur Energiekrise – Wirtschaft und Politik im Dauerstress
Die deutsche Wirtschaft steuert durch schwieriges Fahrwasser und durchläuft die höchsten Inflationsraten seit Jahrzehnten. In ihrem Frühjahrsgutachten revidieren die führenden Wirtschaftsforschungsinstitute ihren Ausblick für dieses Jahr deutlich nach unten. Die Erholung von der Corona-Krise wird infolge des Kriegs in der Ukraine gedämpft, behält aber die Oberhand. Die Institute erwarten für 2022 und 2023 eine Zunahme des Bruttoinlandsprodukts um 2,7% bzw. 3,1%. Bei einer sofortigen Unterbrechung der russischen Gaslieferungen stünden hierzulande in beiden Jahren insgesamt 220 Mrd. Euro an Wirtschaftsleistung im Feuer.

Tournament Incentives and Acquisition Performance

Abstract
This paper examines the impact of promotion-based tournament incentives on corporate acquisition performance. Measuring tournament incentives as the compensation ratio between the CEO and other senior executives, we show that acquirers with greater tournament incentives experience lower announcement returns. Further analysis shows that the negative effect is driven by the risk-seeking behavior of senior executives induced by tournament incentives. Our results are robust to alternative identification strategies. Our evidence highlights that senior executives, in addition to the CEO, play an influential role in acquisition decisions.

Abstract
Using a global sample, this study sketches the impact of insurance regulations on the life insurance sector, revealing a significant negative association between supervisory control on policy conditions of life annuities as well as pension products and the development of the industry. A similar inverse relation is observed between the index of capital requirements and insurance development. These results hold when we control for demographic factors, economic factors, religious inclination, culture, as well as for other relevant regulations. We also find some evidence that while the overall supervisory power does not matter, the ability to intervene at an early stage could have a positive effect on insurance development. Additionally, the impact of some regulations appears to differ between advanced and developing countries.

Trust, Politics and Post-IPO Performance: SOEs vs. the Private Sector

Abstract
This paper empirically investigates the role of social trust in the long-term performance of the initial public offerings (IPOs) in China, controlling for the formal institutional environment. We find that privately owned or smaller IPO firms experience significantly better post-IPO performance when they are incorporated in regions with more social trust. The state-owned and bigger IPO firms, on the other hand, experience better long-term post-IPO performance when they are incorporated in regions with stronger formal institutions (e.g. court enforcement and contract holding). Political pluralism turns out to benefit all IPOs in the long term. In addition, our evidence shows that stronger social trust substitutes for the quality of court enforcement but complements the role of contract holding. These results are robust after controlling for alternative definitions of ownership, outliers, non-linear effects of institutions, and the potential endogeneity of institutions in the model.

Abstract
We build a large dataset of board of directors with military experience and document a substantial and persistent presence of independent military directors serving on corporate boards. We find that firms with independent military directors are associated with better monitoring outcomes, including less excessive CEO compensation, greater forced CEO turnover–performance sensitivity, and less earnings management.

Gefahr einer Gaslücke gegenüber April deutlich verringert – aber Versorgungsrisiken bleiben
Die Wahrscheinlichkeit einer Versorgungslücke mit Erdgas im Fall eines Stopps russischer Lieferungen ist gegenüber April deutlich gesunken. Zu diesem Ergebnis kommt eine aktualisierte Simulationsrechnung der an der Gemeinschaftsdiagnose beteiligten Institute. Trotz mittlerweile deutlich besser gefüllter Speicher sind damit aber noch nicht alle Risiken für die Gasversorgung der Industrie im Winterhalbjahr 2022/2023 gebannt. Es ist daher ratsam, zeitnah die Preissignale bei den Verbrauchern ankommen zu lassen.

The Viral Effects of Foreign Trade and Supply Networks in the Euro Area

Abstract
Containment measures of COVID-19 have generated a chain of supply and demand shocks around the globe with heterogeneous fallout across industries and countries. We quantify their transmission via foreign trade with a focus on the euro area where deep firms integration within regional supply chains and strong demand linkages act as a magnification mechanism. We estimate that spillover effects in the euro area from suppression measures in one of the five main euro area countries range between 15-28% the size of the original shock; negative foreign demand shocks depress euro area aggregate activity by about a fifth the size of the external shock and a fourth of the total effect is due to indirect propagation through euro area supply chain. Last, reopening to regional tourism softened the contraction of aggregate activity due to travel and tourism bans by about a third in the euro area. Our findings suggest that enhanced coordination of recovery plans would magnify their beneficial effects.
