Konjunktur aktuell: Produktionsengpässe verzögern Erholung
Im Sommer 2021 ist die Erholung der deutschen Wirtschaft gut vorangekommen. Allerdings behindern Engpässe beim Seetransport und der Herstellung von Vorleistungsgütern den Welthandel. Der Anstieg der Rohstoffpreise schlägt sich in recht hohen Inflationsraten nieder. Auch trübt die Zunahme von Neuinfektionen die Aussichten wieder ein. Deshalb ist mit einem schwachen Jahresschlussquartal zu rechnen. Das Leibniz-Institut für Wirtschaftsforschung Halle (IWH) prognostiziert, dass das Bruttoinlandsprodukt im Jahr 2021 um 2,2% und im Jahr 2022 um 3,6% zunehmen wird (Ostdeutschland: 1,8% und 2,8%).

Power Generation and Structural Change: Quantifying Economic Effects of the Coal Phase-out in Germany

Abstract
In the fight against global warming, the reduction of greenhouse gas emissions is a major objective. In particular, a decrease in electricity generation by coal could contribute to reducing CO2 emissions. We study potential economic consequences of a coal phase-out in Germany, using a multi-region dynamic general equilibrium model. Four regional phase-out scenarios before the end of 2040 are simulated. We find that the worst case phase-out scenario would lead to an increase in the aggregate unemployment rate by about 0.13 [0.09 minimum; 0.18 maximum] percentage points from 2020 to 2040. The effect on regional unemployment rates varies between 0.18 [0.13; 0.22] and 1.07 [1.00; 1.13] percentage points in the lignite regions. A faster coal phase-out can lead to a faster recovery. The coal phase-out leads to migration from German lignite regions to German non-lignite regions and reduces the labour force in the lignite regions by 10,100 [6300; 12,300] people by 2040. A coal phase-out until 2035 is not worse in terms of welfare, consumption and employment compared to a coal-exit until 2040.

Konjunktur aktuell: Neue Infektionswelle unterbricht wirtschaftliche Erholung
Der Lockdown wird im März 2021 in Deutschland nur wenig zurückgenommen, und das Bruttoinlandsprodukt geht im ersten Quartal 2021 deutlich zurück. Wenn mit Fortschreiten der Impfkampagne die Beschränkungen Schritt für Schritt aufgehoben werden, dürfte eine Normalisierung des Konsumverhaltens der privaten Haushalte die Konjunktur beflügeln. Nach der Frühjahrsprognose des Leibniz-Instituts für Wirtschaftsforschung Halle (IWH) wird das Bruttoinlandsprodukt im Jahr 2021 um 3,7% zunehmen, nach einem Rückgang um 4,9% im Jahr 2020. In Ostdeutschland fällt sowohl der Rückgang als auch der Wiederanstieg deutlich geringer aus.

Privatpersonen erhöhen Ersparnisse aufgrund fehlender Ausgabemöglichkeiten und nicht aus Angst vor Arbeitslosigkeit
Während der Corona-Krise haben europäische Haushalte so viel Geld zurückgelegt wie noch nie. Eine Analyse des Leibniz-Instituts für Wirtschaftsforschung Halle (IWH) führt dieses Sparverhalten hauptsächlich auf ein eingeschränktes Angebot infolge staatlicher Lockdown-Maßnahmen und nicht auf andere Faktoren wie ökonomische Unsicherheit zurück. IWH-Präsident Reint Gropp sieht daher Potenzial für eine rasche Wiederbelebung des Konsums und somit eine zügige wirtschaftliche Erholung, sobald der Lockdown aufgehoben wird.

Organised Labour, Labour Market Imperfections, and Employer Wage Premia

Abstract
This paper examines how collective bargaining through unions and workplace co-determination through works councils shape labour market imperfections and how labourmarket imperfections matter for employer wage premia. Based on representative Germanplant data for the years 1999{2016, we document that labour market imperfections arethe norm rather than the exception. Wage mark-downs, that is wages below the marginalrevenue product of labour rooted in employers' monopsony power, are the most prevalentoutcome. We further nd that both types of organised labour are accompanied by asmaller prevalence and intensity of wage mark-downs whereas the opposite holds for wagemark-ups, that is wages above the marginal revenue product of labour rooted in workers'monopoly power. Finally, we document a close link between our production-based labourmarket imperfection measures and employer wage premia. The prevalence and intensityof wage mark-downs are associated with a smaller level and larger dispersion of premiawhereas wage mark-ups are only accompanied by a higher premium level.

Measuring the Indirect Effects of Adverse Employer Behaviour on Worker Productivity – A Field Experiment

Abstract
We conduct a field experiment to study how worker productivity is affected if employers act adversely towards their co-workers. Our employees work for two shifts in a call centre. In our main treatment, we lay off some workers before the second shift. Compared to two control treatments, we find that the lay-off reduces the productivity of unaffected workers by 12%. We find suggestive evidence that this result is not driven by altered beliefs about the job or the management’s competence, but caused by the workers’ perception of unfair employer behaviour. The latter interpretation is confirmed in a prediction experiment with professional HR managers. Our results suggest that the price for adverse employer behaviour goes well beyond the potential tit for tat of directly affected workers.

Abstract
The value of social network analysis is critically dependent on the comprehensive and reliable identification of actors and their relationships. We compare regional knowledge networks based on different types of data sources, namely, co-patents, co-publications, and publicly subsidized collaborative R&D projects. Moreover, by combining these three data sources, we construct a multilayer network that provides a comprehensive picture of intraregional interactions. By comparing the networks based on the data sources, we address the problems of coverage and selection bias. We observe that using only one data source leads to a severe underestimation of regional knowledge interactions, especially those of private sector firms and independent researchers.

Abstract
We investigate how the demographic composition of the workforce along the sex, nationality, education, age and tenure dimensions affects job switches. Fitting duration models for workers’ job‐to‐job turnover rate that control for workplace fixed effects in a representative sample of large manufacturing plants in Germany during 1975–2016, we find that larger co‐worker similarity in all five dimensions substantially depresses job‐to‐job moves, whereas workplace diversity is of limited importance. In line with conventional wisdom, which has that birds of a feather flock together, our interpretation of the results is that workers prefer having co‐workers of their kind and place less value on diverse workplaces.
