Micro Data on Robots from the IAB Establishment Panel

Abstract
Micro-data on robots have been very sparse in Germany so far. Consequently, a dedicated section has been introduced in the IAB Establishment Panel 2019 that includes questions on the number and type of robots used. This article describes the background and development of the survey questions, provides information on the quality of the data, possible checks and steps of data preparation. The resulting data is aggregated on industry level and compared with the frequently used robot data by the International Federation of Robotics (IFR) which contains robot supplier information on aggregate robot stocks and deliveries.

Paid Vacation Use: The Role of Works Councils

Abstract
The article investigates the relationship between codetermination at the plant level and paid vacation in Germany. From a legal perspective, works councils have no impact on vacation entitlements, but they can affect their use. Employing data from the German Socio-Economic Panel (SOEP), the study finds that male employees who work in an establishment, in which a works council exists, take almost two additional days of paid vacation annually, relative to employees in an establishment without such institution. The effect for females is much smaller, if discernible at all. The data suggest that this gender gap might be due to the fact that women exploit vacation entitlements more comprehensively than men already in the absence of a works council.

Abstract
In empirischen Studien über Firmenschließungen wird häufig die Notwendigkeit betont, zwischen verschiedenen Arten von Schließungen, z.B. freiwilligen und unfreiwilligen, zu unterscheiden. Dieser Methodenreport erläutert vor diesem Hintergrund, wie im Betriebs-Historik-Panel (BHP) Betriebsstillegungen aufgrund von Insolvenzen identifiziert werden können. Insolvenzen können im Gegensatz zu anderen Schließungen eindeutig als Ausdruck ökonomischen Scheiterns und somit als unfreiwillige Schließungen interpretiert werden. (Autorenreferat, IAB-Doku)

Abstract
We estimate dynamic effects of works councils on labour productivity using newly available information from West German establishment panel data. Conditioning on plant fixed effects and control variables, we find negative productivity effects during the first five years after council introduction but a steady and substantial increase in the councils’ productivity effect thereafter. Our findings support a causal interpretation for the positive correlation between council existence and plant productivity that has been frequently reported in previous studies.
