Abstract
This study analyzes the relationship between the specialization of a region in certain industries and the efficiency of the region in generating new knowledge. The efficiency measure is constructed by relating regional R&D input and output. An inversely u-shaped relationship is found between regional specialization and R&D efficiency, indicating the presence of externalities of both Marshall and Jacobs’ type. Further factors influencing efficiency are spillovers within the private sector as well as from public research institutions. The impact of both the specialization and the additional factors is, however, different for regions at different efficiency levels.

Capital Stock Approximation using Firm Level Panel Data: A Modified Perpetual Inventory Approach

Abstract
Many recent studies exploring conditional factor demand or factor substitution issues use firm level panel data. A considerable number of establishment panels contains no direct information on the capital input, necessary for production or cost function estimation. Incorrect measurement of capital leads to biased estimates and casts doubt on any inference on output elasticities or input substitution properties. The perpetual inventory approach, commonly used for long panels, is a method that attenuates these problems. In this paper a modified perpetual inventory approach is proposed. This method provides more reliable measures for capital input when short firm panels are used and no direct information on capital input is available. The empirical results based on a replication study of Addison et al. (2006) support the conclusion that modified perpetual inventory is superior to previous attempts in particular when fixed effects estimation techniques are used. The method thus makes a considerable number of recently established firm panels accessible to more sophisticated production function or factor demand analyses.

Abstract
In der zweiten Hälfte der 1990er Jahre hat sich der Importgehalt der deutschen Exporte deutlich erhöht. Im vorliegenden Artikel wird zunächst die Frage untersucht, ob sich dieser Trend fortgesetzt hat. Zum zweiten wird analysiert, ob es sich bei den Importen um Güter handelt, die als Vorleistungsinputs in die Produktion der Exporte eingehen oder ob diese unmittelbar für die Wiederausfuhr bestimmt sind. Schließlich wird die Frage nach der Singularität gestellt: Ist allein Deutschland unter den industriell entwickelten Ländern Westeuropas von dieser Entwicklung betroffen oder sind es auch andere Länder? Die Antworten werden mit dem Tabellenwerk und dem Standardmodell der offenen statischen Input-Output-Analyse begründet.

Abstract
Im Zuge der Internationalisierung des Wirtschaftsgeschehens werden die nationalen Produktions- und Dienstleistungsprozesse zunehmend von Importen durchdrungen. Damit im Zusammenhang werden inländische Produkte substituiert und Arbeitsplätze in das Ausland verlagert. Zugleich kann jedoch die Wettbewerbsfähigkeit der Unternehmen gestärkt und ihre Position auf den nationalen und internationalen Märkten ausgebaut werden. In der Studie wird anhand des Input-Output-Modells gezeigt, dass der Standort Deutschland trotz kräftiger Importsteigerungen in den neunziger Jahren vom exportinduzierten Produktionszuwachs profitiert hat. Dies betrifft nicht nur die Güterbilanz im Exportsektor, in dem zunehmend importierte Vorleistungsgüter für die Herstellung der Exportgüter eingesetzt werden, sondern den Export-Import-Saldo insgesamt. Im Zusammenhang mit den hohen Exportüberschüssen hat sich die Wertschöpfung per saldo durchgängig und die Beschäftigung besonders in der zweiten Hälfte der letzten Dekade kräftig erhöht. Zwar sind auch mehr Arbeitsplätze durch den gestiegenen Kauf von Vorleistungsgütern und Endprodukten aus dem Ausland im Vergleich zur ersten Hälfte der neunziger Jahre verloren gegangen. Die Ausweitung der Beschäftigung infolge des starken Anstiegs der Exporte hat diese Verluste jedoch mehr als kompensiert. Wenngleich ähnliche Prozesse in anderen Industrieländern Europas stattgefunden haben, so unterscheiden sich die Beschäftigungswirkungen zwischen ihnen deutlich. Während die Beschäftigung in den Niederlanden ähnlich stark wie in Deutschland expandierte, fielen die Arbeitsplatzgewinne in Frankreich nicht zuletzt wegen der geringen Exportüberschüsse in der Handelsbilanz schmal aus.

Abstract
We investigate the role of universities as a knowledge source for regional innovation processes. The contribution of universities is tested on the level of German NUTS‐3 regions (Kreise) by using a variety of indicators. We find that the intensity and quality of the research conducted by the universities have a significant effect on regional innovative output while pure size is unimportant. Therefore, a policy that wants to promote regional innovation processes by building up universities should place substantial emphasis on the intensity and quality of the research conducted there. We also find the effects of universities to be concentrated in space. Obviously, the geographical proximity to particular knowledge sources is important for regional innovative activities.

Measurement Matters — Alternative Input Price Proxies for Bank Efficiency Analyses

Abstract
Most bank efficiency studies that use stochastic frontier analysis (SFA) employ each bank’s own implicit input price when estimating efficient frontiers. But at the same time, most studies are based on cost and/or profit models that assume perfect input markets. Traditional input price proxies therefore contain at least substantial measurement error. We suggest here two alternative input market definitions to approximate exogenous input prices. We have access to Bundesbank data, which allows us to cover virtually all German universal banks between 1993 and 2003. The use of alternative input price proxies leads to mean cost efficiency that is significantly five percentage points lower compared to traditional input prices. Mean profit efficiency is hardly affected. Across models, small cooperative banks located in large western states perform best while large banks and those located in eastern states rank lowest.

Abstract
Im vorliegenden Beitrag wird unter Verwendung mehrerer Wellen des IAB-Betriebspanels die Rolle ausländischer und westdeutscher Betriebe im Innovationsprozess des ostdeutschen Verarbeitenden Gewerbes untersucht. Die deskriptive Analyse kommt unter Berücksichtigung verschiedener Kennzahlen des Innovationsinputs und -outputs sowie der Arbeitsproduktivität zu dem Ergebnis, dass auswärtige Betriebe durch eine deutlich höhere technologische Leistungsfähigkeit gekennzeichnet sind als ostdeutsche Betriebe. Die regressionsanalytische Untersuchung zeigt jedoch, dass die betriebliche Innovationsneigung vorrangig durch allgemeine Firmencharakteristika determiniert wird, insbesondere FuE, Betriebsgröße, Exportintensität und Modernität der Anlagen. Ein signifikanter Einfluss von Faktoren, die exklusiv auswärtigen Investoren zugeschrieben werden, kann hingegen nicht nachgewiesen werden. Aufgrund der Tatsache, dass diejenigen Einflussfaktoren, die die Innovationsneigung am stärksten befördern, besonders häufig in auswärtigen Betrieben anzutreffen sind, kann jedoch davon ausgegangen werden, dass auswärtige Investoren auf diesem Weg einen positiven Einfluss auf die Innovationsfähigkeit des ostdeutschen Verarbeitenden Gewerbes ausüben.

Abstract
This paper analyses the structural change in Russia during the transition from the planned to a market economy. With regard to the famous three sector hypothesis, broad economic sectors were formed as required by this theory. The computation of their shares at GNP at market prices using Input-Output tables, and the adjustment of results from distortions, generated as side effects of tax avoidance practices, shows results that clearly reject claims that Russia would be on the road to a post-industrial service economy. Instead, at least until 2001, a tendency of “primarisation“ could be observed, that presents Russia closer to less-developed countries.

Quality of Service, Efficiency, and Scale in Network Industries: An Analysis of European Electricity Distribution

Abstract
Quality of service is of major economic significance in natural monopoly infrastructure industries and is increasingly addressed in regulatory schemes. However, this important aspect is generally not reflected in efficiency analysis of these industries. In this paper we present an efficiency analysis of electricity distribution networks using a sample of about 500 electricity distribution utilities from seven European countries. We apply the stochastic frontier analysis (SFA) method on multi-output translog input distance function models to estimate cost and scale efficiency with and without incorporating quality of service. We show that introducing the quality dimension into the analysis affects estimated efficiency significantly. In contrast to previous research, smaller utilities seem to indicate lower technical efficiency when incorporating quality. We also show that incorporating quality of service does not alter scale economy measures. Our results emphasise that quality of service should be an integrated part of efficiency analysis and incentive regulation regimes, as well as in the economic review of market concentration in regulated natural monopolies.
