Abstract
The bioeconomy links industrial and agricultural research and production and is expected to provide growth, particularly in rural areas. However, it is still unclear which companies, research institutes and universities make up the bioeconomy. This makes it difficult to evaluate the policy measures that support the bioeconomy. The aim of this article is to provide an inventory of relevant actors in the three Central German states of Saxony, Saxony-Anhalt and Thuringia. First we take an in-depth look at the different sectors, outline the industries involved, note the location and age of the enterprises and examine the distribution of important European industrial activity classification (NACE) codes. Our results underline the fact that established industry classifications are insufficient in identifying the plant-based bioeconomy population. We also question the overly optimistic statements regarding growth potentials in rural areas and employment potentials in general.

Types of Cooperation Partners as Determinants of Innovation Failures

Abstract
In this paper we analyse if specific R&D cooperation partners are related to an increase in the probability of innovation failures in terms discontinuing innovation projects. We distinguish between seven different R&D cooperation partner types, and we discriminate between product innovation failures and process innovation failures. Using German Community Innovation Survey data we find that, firstly, each type of R&D cooperation partner has a different effect on innovation failures. Secondly, we show that product innovation failures and process innovation failures are not affected in equal measure by the same type of R&D cooperation partner. Our results suggest that while R&D cooperation with public research institutes is significantly and negatively related to the probability to cancel a process innovation project, the coefficient is positive but insignificant for product innovation failures. Firms conducting partnerships with suppliers, however, run the risk of both product and process innovation failures. In turn, cooperation with competitors is positively correlated only to process innovation failures.

Der Research Explorer ist ein von der Deutschen Forschungsgemeinschaft (DFG) und der Deutschen Akademischen Austauschdienstes (DAAD) zur Verfügung gestelltes Verzeichnis von Instituten an deutschen Hochschulen sowie außeruniversitäre Forschungseinrichtungen. Er steht kostenlos zum Download bereit und umfasst ca. 23.000 Einträge. Uns liegen zwei verschiedene Abzüge dieses Verzeichnisses vor, die sich jedoch in Abdeckung und Tiefe unterscheiden. Die eine Version umfasst 1712 Einträge, die andere über 22.000.

R&D Cooperation with Scientific Institutions: A Difference-in-difference Approach

Abstract
Economists and business managers have long been interested in the impact of research and development (R&D) cooperation with scientific institutions on the innovation performance of firms. Recent research identifies a positive correlation between these two variables. This paper aims to contribute to the identification of the relationship between R&D cooperation with scientific institutions and the product and process innovation performance of firms by using a difference-in-difference approach. In doing so, we distinguish between two different types of scientific institutions: universities and governmental research institutes. For the econometric analyses, we use data from the German Community Innovation Survey. In total, data from up to 560 German service and manufacturing firms are available for the difference-in-difference analyses. The results suggest that R&D cooperation with universities and governmental research institutes has a positive effect on both product innovation and process innovation performance of firms.

Abstract
Das im September 2012 auf Initiative der damaligen Abteilung Stadtökonomik gestartete Projekt zur Anbahnung gemeinsamer Forschungsarbeiten des Leontief Centre St. Petersburg (LC) und des IWH zu Fragen der wirtschaftlichen Neupositionierung post-sozialistischer Städte fand am 25. und 26. Februar 2015 mit einem Workshop in Halle (Saale) seinen vorläufigen Abschluss. Neben den beteiligten Mitarbeiterinnen und Mitarbeitern des LC und des IWH nahmen auch Wissenschaftlerinnen und Wissenschaftler anderer Forschungseinrichtungen teil, deren Forschung Bezüge zur Fragestellung des vom Bundesministerium für Bildung und Forschung (BMBF) geförderten Projekts aufweist. In den vorangehenden zweieinhalb Jahren gab es einen intensiven Austausch zwischen beiden Instituten u. a. in Form von Gastaufenthalten, gegenseitiger Hilfe bei der Datenbeschaffung und aufbereitung und gemeinsamen Auftritten bei wissenschaftlichen Veranstaltungen. Im Rahmen des Abschlussworkshops wurden Ergebnisse der gemeinsamen Arbeit wie auch thematisch verwandter Untersuchungen vorgetragen und diskutiert.

Abstract
Past research on the impact of R&D cooperation on firm innovation performance has almost solely focused on technological innovations. This paper investigates the impact of R&D cooperation on non-technological innovation performance of firms. In doing so, seven different cooperation partner types are distinguished. Survey data from German firms are used for the econometric analysis. It is shown that R&D cooperation increases the probability of a firm to introduce non-technological innovations. R&D cooperation with suppliers, consultants, other firms within the same firm group and universities has a significant positive impact on organizational and marketing innovation performance. Cooperation with governmental research institutes and competitors has no significant effect. R&D cooperation with customers has a significant impact on a firm's organizational innovation performance, but not on marketing innovation performance.

Gemeinschaftsdiagnose: IWH-Konjunkturforscher weiterhin im Gutachterkreis
Das Institut für Wirtschaftsforschung Halle wird auch in den kommenden drei Jahren an dem gemeinsamen halbjährlichen Gutachten der Wirtschaftsforschungsinstitute zur Lage der Wirtschaft in Deutschland mitarbeiten. Dies teilte das Bundeswirtschaftsministerium am vergangenen Freitag mit. Das IWH setzt die erfolgreiche Zusammenarbeit mit seinem Projektpartner Kiel Economics Research & Forecasting fort.

Regions as Selection Environments? The Emergence of the Solar Industry in Germany from 1992 to 2008

Abstract
The spatial evolution of the German solar industry is analysed in the light of the “window of locational opportunity” and the “selection environment” approach. The paper argues that differences in the regions' ability to promote the emergence of local external economies contribute to increasing regional differentiation in the German structure of the industry. Applied empirical methods enclose longitudinal firm entry and network analysis. A special focus is given upon the realignment processes in the science system. Our findings show a relatively rapid spatial concentration of production in eastern Germany since the year 2000. This process is accompanied by intensified networking between firms and between firms and universities as well as research institutes. The responsiveness of regional institutions and the self-organizing capabilities of the solar firms substantiate some propositions of the “selection environment” approach.
