Gemeinschaftsdiagnose: IWH-Forscher weiter im Kreis der führenden Konjunkturexperten
Das Institut für Wirtschaftsforschung Halle (IWH) wird auch in den kommenden drei Jahren an dem gemeinsamen Konjunkturgutachten der Wirtschaftsforschungsinstitute für die Bundesregierung mitarbeiten. Am Donnerstag verkündete das Bundeswirtschaftsministerium die Entscheidung zugunsten der Bietergemeinschaft des IWH mit dem neuen Partner, der Kiel Economics Research & Forecasting GmbH & Co. KG. Ebenfalls beteiligt sind das ifo Institut für Wirtschaftsforschung e. V. an der Universität München gemeinsam mit der Konjunkturforschungsstelle an der ETH Zürich KOF, das Institut für Weltwirtschaft an der Universität Kiel gemeinsam mit dem Zentrum für Europäische Wirtschaftsforschung GmbH Mannheim und das Rheinisch-Westfälische Institut für Wirtschaftsforschung e. V. Essen mit dem Institut für Höhere Studien Wien.

What Determines the Innovative Success of Subsidized Collaborative R&D Projects? – Project-Level Evidence from Germany –

Abstract
Systemic innovation theory emphasizes that innovations are the result of an interdependent exchange process between different organizations. This is reflected in the current paradigm in European innovation policy, which aims at the support of collaborative R&D and innovation projects bringing together science and industry. Building on a large data set using project-level evidence on 406 subsidized R&D cooperation projects, the present paper provides detailed insights on the relationship between the innovative success of R&D cooperation projects and project characteristics. Patent applications and publications are used as measures for direct outcomes of R&D projects. We also differentiate between academic-industry projects and pure inter-firm projects. Main results of negative binomial regressions are that large-firm involvement is positively related to pa-tent applications, but not to publications. Conversely, university involvement has positive effects on project outcomes in terms of publications but not in terms of patent applications. In general, projects’ funding is an important predictor of innovative success of R&D cooperation projects. No significant results are found for spatial proximity among cooperation partners and for the engagement of an applied research institute. Results are discussed with respect to the design of R&D cooperation support schemes.

Abstract
Produktivitäts- und Effizienzanalysen gewinnen – vor allem unter dem Stichwort benchmarking – in akademischer Forschung, unternehmerischer Praxis und nicht zuletzt aktueller Wirtschaftspolitik zunehmend an Einfluß. So bildet beispielsweise der Effizienzvergleich deutscher Energieversorgungsunternehmen im jüngst vorgestellten Entwurf zur Anreizregulierung der Bundesnetzagentur ein zentrales Element der nationalen Energieregulierung. Aber auch in anderen Disziplinen der Wirtschaftswissenschaften haben diese Analysen Einzug gehalten. Das IWH hat daher gemeinsam mit dem Institut für Agrarentwicklung in Mittel- und Osteuropa (IAMO) einen Workshop zu den Themen Effizienz- und Produktivitätsanalysen, den “1st Halle Efficiency and Productivity Analysis Workshop – HEPAW” veranstaltet. Ziel des Workshops war die Diskussion aktueller theoretischer und empirischer Forschungsergebnisse der Produktivitäts- und Effizienzmessung aus den Disziplinen Volkswirtschaftslehre, Agrarökonomik, Betriebswirtschaftslehre, Operations Research und verwandten Gebiete.

Abstract
he vulnerability against financial crises of EU candidate countries and other Central and East European countries is on the agenda of the Institute for Economic Research Halle. Research concentrates on the developing of effective early warning indicators and includes a strong orientation on quantitative methods. This volume presents selected methods for the analyse of financial fragility. The finding complete the signals approach, which is used by the IWH for routine checks of the risk potential of EU candidate an other countries of the region. The four studies presented here were written by the scientific staff of the IWH and by guest researchers. Their objective is to deepen insights into selected problems of financial fragility by using alternative methods.
