Abstract
Die Bedeutung der lokalisierten verbundenen Vielfalt für die internationale Diversifizierung von Unternehmenstechnik.
Die Internationalisierung der Forschung und Entwicklung hat sich in den letzten Jahren erheblich verstärkt. In diesem Beitrag analysieren wir die Determinanten der räumlichen Verteilung von ausländischen Technikaktivitäten in 96 deutschen Regionen. Zur Identifizierung ausländischer Technikaktivitäten wird das Konzept des grenzübergreifenden Eigentums auf Patentanträge angewandt. Die wichtigste Prämisse lautet, dass Regionen mit einer höheren verbundenen Vielfalt von Technikaktivitäten zwischen den einzelnen Sektoren mehr ausländische Technikaktivitäten anziehen. Aus den Schätzungen geht hervor, dass dies auf Regionen zutrifft, die sich durch ein hohes Maß an genereller technischer Stärke auszeichnen. Dies lässt darauf schließen, dass verbundene Vielfalt die technische Diversifizierung von ausländischen Unternehmen in Regionen an der Spitze der geografischen Hierarchie begünstigt.

Is the 'Central German Metropolitan Region' Spatially Integrated? An Empirical Assessment of Commuting Relations

Abstract
The 'Central German Metropolitan Region' is a network of cities and their surroundings, located in the three East-German states of Saxony, Saxony-Anhalt and Thuringia. It was founded to bring the bundled strengths of these cities into an inter-municipal cooperation, for making use of the possible advantages of a polycentric region. As theory claims, a precondition for gains from polycentricity is spatial integration of the region. In particular, markets for high skilled labour should be integrated. To assess how this precondition is fulfilled in Central Germany, in the framework of a doubly constrained gravity model the commuting relations between the functional regions of the (until 2013) 11 core cities of the network are analysed. In particular for higher educated employees, the results display that commuting relations are determined not only by distance, but also by the state borders that cross the area.

Abstract
This book investigates the impact of non-monetary workplace characteristics ― i.e. employee voice, task characteristics, and the provision of information ― on workers’ individual decision making and workplace performance. Given the neoclassical assumption of purely self-interested and completely rational utility maximizing individuals, workplace characteristics should be of little interest as long as they are not directly related to payment issues, so that a worker’s utility maximizing effort choice given a fixed wage level remains unaffected. Recent empirical findings, however, suggest that the use of non-monetary incentives might even be the better option to increase work performance. Three out of the four experimental studies covered by this book extend the previous research by providing more reliable insights into field behavior than conventional laboratory experiments. Given e.g. the right to self-determine one’s wage, almost all participants in the laboratory opt for the highest possible wage. Within the context of an inventory taking with 140 assistants, we conducted a natural field experiment and show that most workers ask for rather moderate wages with women being particularly conservative in their demands. Notwithstanding, wage delegation causes workers’ performance to rise and, hence, stresses the relevance of voice at the workplace. Furthermore, we provide evidence that workers also care for the content and the meaningfulness of their tasks. Uselessly exerted effort, for instance, reduces work performance as regards a completely unrelated task in the future. Taken together, the field experimental evidence presented in this book indicates that if employees find a workplace which matches their preferences, it is quite likely to be a beneficial situation not only for the employee but also for the employer. Overall good working conditions can even help workers overlook unequal treatments within the workforce, at least in the short-run and as long as there is a plausible reason for it. An additional laboratory experiment, however, suggests that additional information, e.g. about potential coworkers, might be necessary to make reasonable decisions in accordance with individual preferences.

Abstract
Matthias Mertens diskutiert Vor- und Nachteile des Melitz- und des endogenen Wachstumsansatzes hinsichtlich der Analyse von (Wohlfahrts-)Effekten einer Handelsliberalisierung und zeigt, dass beide Ansätze eine Daseins-Berechtigung besitzen, da sie verschiedene Handelsliberalisierungsaspekte in den Fokus setzen. Die Arbeit ermöglicht eine einfache Modellauswahl für die Analyse relevanter handelspolitischer Fragestellungen und Anwendungsfälle. Weiterhin verdeutlicht der Autor das Zukunftspotential hybrider Ansätze, welche endogene Wachstumsmodelle und Melitz-Modelle miteinander kombinieren und zur Entwicklung einer generalisierten Modelltheorie für die Analyse von Handelsliberalisierungswirkungen beitragen können.

Abstract
Die deutsche Wirtschaft befindet sich in einem moderaten Aufschwung. Die Gemeinschaftsdiagnose Herbst 2016 prognostiziert, dass das Bruttoinlandsprodukt 2016 um 1,9%, 2017 um 1,4% und 2018 um 1,6% zulegen dürfte. Dabei gehen von der Weltkonjunktur nur geringe stimulierende Effekte aus, zudem dürften sich in den außerordentlich niedrigen Kapitalmarktzinsen nicht nur die derzeitige Geldpolitik, sondern auch niedrige Wachstumserwartungen widerspiegeln. All dies hemmt die Ausrüstungsinvestitionen. So ist es weiterhin in erster Linie der Konsum, der den Aufschwung trägt.

International Banking and Cross-border Effects of Regulation: Lessons from Germany

Abstract
We analyze the inward and outward transmission of regulatory changes through German banks’ (international) loan portfolio. Overall, our results provide evidence for international spillovers of prudential instruments, these spillovers are however quite heterogeneous between types of banks and can only be observed for some instruments. For instance, foreign banks located in Germany reduce their loan growth to the German economy in response to a tightening of sector-specific capital buffers, local reserve requirements and loan to value ratios in their home country. Furthermore, from the point of view of foreign countries, tightening reserve requirements was effective in reducing lending inflows from German banks. Finally, we find that business and financial cycles matter for lending decisions.

The Joint Dynamics of Sovereign Ratings and Government Bond Yields

Abstract
Can a negative shock to sovereign ratings invoke a vicious cycle of increasing government bond yields and further downgrades, ultimately pushing a country toward default? The narratives of public and political discussions, as well as of some widely cited papers, suggest this possibility. In this paper, we will investigate the possible existence of such a vicious cycle. We find no evidence of a bad long-run equilibrium and cannot confirm a negative feedback loop leading into default as a transitory state for all but the very worst ratings.

Abstract
There are pronounced and persistent wage differences between men and women in all parts of the world. A significant element of these wage disparities can be attributed to differences in worker and workplace characteristics, which are likely to mirror differences in worker productivity. However, a large part of these differences remains unexplained, and it is common to attribute them to discrimination by the employer that is rooted in prejudice against female workers. Yet recent empirical evidence suggests that, to a large extent, the gaps reflect “monopsonistic” wage discrimination—that is, employers exploiting their wage-setting power over women—rather than any sort of prejudice.

On the Distribution of Refugees in the EU

Abstract
The current situation regarding the migration of refugees can only be handled efficiently through closer international cooperation in the field of asylum policy. From an economic point of view, it would be reasonable to distribute incoming refugees among all EU countries according to a distribution key that reflects differences in the costs of integration in the individual countries. An efficient distribution would even out the marginal costs of integrating refugees. In order to reach a political agreement, the key for distributing refugees should be complemented by compensation payments that distribute the costs of integration among countries. The key for distributing refugees presented by the EU Commission takes account of appropriate factors in principle, but it is unclear in terms of detail. The compensation payments for countries that should take relatively high numbers of refugees for cost efficiency reasons should be financed by reallocating resources within the EU budget.

A Fresh Look at the Labor Market Height Premium in Germany

Abstract
I use data from the German Socio-Economic Panel Study (SOEP) to analyze the relationship between height and wages in a sample of young German workers. My results show that the crude height wage premium documented in the literature is explained by unobserved heterogeneity on the sibling level. This contradicts the findings of a labor market height premium in Germany using OLS and Hausman-Taylor estimators as well as the Swedish finding of a height effect remaining after controlling for sibling fixed effects.
