Abstract
I show that more comprehensive corporate disclosure reduces investors’ uncertainty about domestic companies’ payoffs at no cost, thereby decreasing investors’ equity home bias toward a country. Since investors should base their investment decisions on valid and easily interpretable company information only, more comprehensive disclosure will reduce the home bias only if domestic securities law is sufficiently stratified and domestic companies use international accounting standards. Using panel data for 38 countries from 2003 to 2008 I find that more comprehensive disclosure reduces investors’ home bias, though significantly only for countries that sufficiently enforce their securities law and implement international accounting standards.

Abstract
Gegenstand der vorliegenden Studie sind die konjunkturellen Aussichten in den Ländern Deutschland, Brasilien, Italien, Polen, USA und Japan für den Rest des Jahres 2012 und für die Jahre 2013 und 2014. Die Weltwirtschaft befindet sich im Herbst 2013 in einer Schwächephase. Risiken für die internationale Konjunktur erwachsen vor allem aus der Schulden- und Vertrauenskrise im Euroraum, aber auch aus der Haushaltslage in den USA und aus der Abschwächung der Wachstumsdynamik in wichtigen Schwellenländern, vor allem in China. Die wahrscheinlichste wirtschaftliche Entwicklung in dem betrachteten Länderkreis (Basisszenario) wird anhand grundlegender volkswirtschaftlicher Kennzahlen, etwa der Zuwachsrate des Bruttoinlandsprodukts, beschrieben. Es wird auch die Entwicklung für den Fall skizziert, dass die Weltwirtschaft eine ungünstige oder sogar sehr ungünstige Wendung nimmt. Weil die Prognosen der Studie aus einem makroökonometrischen Modell für die internationale Konjunktur gewonnen werden, kann präzise definiert werden, was unter günstig und ungünstig zu verstehen ist: Im ersten Risikoszenario fällt nur mit einer Wahrscheinlichkeit von 10% gemäß der aus dem Modell resultierenden Wahrscheinlichkeitsverteilung die gesamtwirtschaftliche Nachfrage in der betrachteten Ländergruppe im Jahr 2013 noch geringer aus; das zweite Risikoszenario beschreibt eine Situation, in der sich mit einer Wahrscheinlichkeit von nur 1% eine noch geringere Nachfrage realisieren dürfte.

Abstract
Recent empirical studies have found – seemingly − efficiency-enhancing effects of vertical grants on local public service provision. The main purpose of this paper is to prepare an elaborate theoretical and empirical analysis of these contradictory results. Therefore, it investigates if certain fiscal and institutional conditions (fiscal stress, fiscal rank-preserving vertical grant systems, input- and output regulation), that might help to explain these empirical findings, are characteristic of at least some parts of the local government sector or certain regions. The German state of Saxony-Anhalt is chosen for case study purposes. The main results are: First, the local governments suffer from severe fiscal problems such as high grant dependency, low tax revenues and the prevalent inability to finance investments by own resources. Second, the output- and input-regulation density of certain mandatory municipal services (schools, childcare facilities, fire protection) is high. Finally, the most important vertical grant category for local governments, the formula-based grants (“Schlüsselzuweisungen”), can be described as mainly exogenous, unconditional block grants that in most cases preserve the relative fiscal position of the grant recipients.

Abstract
Am Beispiel Leipzigs werden die Effekte der strukturellen Veränderungen und der zunehmenden Verschärfung des Standortwettbewerbs untersucht. Leipzig ist von besonderem Interesse, weil die Stadt traditionell ein Ort des Wissens und des Handels war; dies sind Faktoren bzw. Aktivitäten, denen gerade unter den heutigen Bedingungen des Standortwettbewerbs eine bei wichtigen Potenzialfaktoren. Hinsichtlich des wirtschaftlichen Ergebnisses hat die Stadt jedoch bislang nicht wieder die Position erreichen können, besondere Bedeutung zukommt. Aktuell verfügt Leipzig zwar über eine gute Ausstattung welche sie vor dem Zweiten Weltkrieg innehatte. Hierbei spielen die Folgen von Planwirtschaft und Systemtransformation ebenso eine Rolle wie die Veränderungen im Standortwettbewerb. Besonders deutlich wird der Einfluss dieser Veränderungen. in Leipzig u. a. darin, dass die Stadt sich - wie andere Städte auch - „moderner“ wirtschaftspolitischer Strategien (Clusterförderung, Amenity-Strategie, Metropolregionsstrategie) bedient.

Regional Origins of Employment Volatility: Evidence from German States

Abstract
Greater openness for trade can have positive welfare effects in terms of higher growth. But increased openness may also increase uncertainty through a higher volatility of employment. We use regional data from Germany to test whether openness for trade has an impact on volatility. We find a downward trend in the unconditional volatility of employment, paralleling patterns for output volatility. The conditional volatility of employment, measuring idiosyncratic developments across states, in contrast, has remained fairly unchanged. In contrast to evidence for the US, we do not find a significant link between employment volatility and trade openness.

Regions as Selection Environments? The Emergence of the Solar Industry in Germany from 1992 to 2008

Abstract
The spatial evolution of the German solar industry is analysed in the light of the “window of locational opportunity” and the “selection environment” approach. The paper argues that differences in the regions' ability to promote the emergence of local external economies contribute to increasing regional differentiation in the German structure of the industry. Applied empirical methods enclose longitudinal firm entry and network analysis. A special focus is given upon the realignment processes in the science system. Our findings show a relatively rapid spatial concentration of production in eastern Germany since the year 2000. This process is accompanied by intensified networking between firms and between firms and universities as well as research institutes. The responsiveness of regional institutions and the self-organizing capabilities of the solar firms substantiate some propositions of the “selection environment” approach.

Abstract
Eine wichtige Funktion von Hochschulen liegt in der Ausbildung von Arbeitskräften. Hierbei stellt sich die Frage, inwiefern sich die fachliche Ausrichtung von Hochschulen an den regionalen Beschäftigungsprofilen orientiert. Gibt es hier eine gute Übereinstimmung, dann können die Arbeitgeber in einer Region die hochqualifizierten Arbeitskräfte vor Ort rekrutieren.
